The purpose of this memorandum is to request the City Council's approval of an
application to the US Department of Housing and Urban Development (HUD) for
$3,900,000 for continuation of the Lead Paint Hazard Control Program throughout the
City of Dubuque. This application includes $400,000 supplement funding for Healthy
Homes interventions.
DISCUSSION
Since January 1992, the City of Dubuque has addressed childhood lead poisoning, first
in cooperation with the Iowa Department of Public Health (IDPH), and then by
conducting its own Childhood Lead Poisoning Prevention Program (CLPPP). In 1997,
Dubuque was awarded a Round 4 HUD Lead Paint Hazard Control Program Grant in
the amount of $3.69 million; in 2003, a Round 11 HUD grant, in the amount of $2.4
million; and a Round 14 grant of $2.98 million in 2007, for a combined total of $9.09
million. 1,150 properties occupied by very low to moderate -income families have been
made lead safe. More than 1,800 contractors, workers, owners, and inspectors have
been trained. This program has initiated many cost-effective measures to prevent and
eliminate childhood lead poisoning in Dubuque and has built local capacity through
extensive public education efforts.
This application is for a Lead Paint Hazard Control Program totaling $3,400,000 to
$3,900,000 to be submitted and administered by the Health Services and Housing and
Community Development Departments. This application is for the continuation of the
lead-based paint poisoning prevention program for an additional 36 months in the City
of Dubuque. If funded, this grant would be awarded in FY 2015 with work commencing
in FY 2018. As required match, $180,000 in CDBG funds will be committed as part of
the Council's approval of the application. The funds will be expended during fiscal
years 2015- 2018.

RECOMMENDATION
It is recommended that the Council approve the submission of a Lead Paint Hazard
Control Program application to HUD.
