A map of the eligible districts is enclosed in the attached RFP. Background A role of the Historic Preservation Commission (HPC) is to conduct ongoing surveys to identify historically, archaeologically and architecturally significant properties, structures and areas that exemplify the cultural, social, economic, political, archeological or architectural history of the nation, state or city. Additionally, the Commission is charged with assisting and encouraging the nomination of potential landmarks, landmark sites and historic districts to the NRHP, and review and comment at a public hearing on any NRHP nomination submitted to the Commission upon the request of the Mayor, City Council or the State Historic Preservation Office (SHPO). NRHP districts provide added financial incentives, resources and recognition for historic properties. They do not impose any added regulations for property owners or tenants. The City of Dubuque is blessed with many cultural resources which contribute to our community's sense of place and pride, economic prosperity, and social and cultural vibrancy. Dubuque has 13 NRHP Districts and 44 properties individually listed on the NRHP. The importance of registering properties cannot be overstated. Preserving, enhancing and promoting the city's historic building stock are key components to Dubuque's sustainability and redevelopment efforts. The nominations provide valuable information critical to implementing city programs and facilitating Historic Tax Credit projects. State Historic Tax Credit projects must be deemed eligible for listing on the NRHP and Federal Historic Tax Credit projects must be listed or become listed on the NRHP. In the State of Iowa, Federal Tax Credits have assisted over 130 projects which resulted in $378 million in investment. They have creating over 1,700 jobs, exceeding $65 million in salaries. Federal Historic Tax Credits has leveraged more than $96 million in private investment in the state and provided more than $21 million in tax benefits to Federal, State and local government. In the City of Dubuque, over $63 million in State Historic Tax Credits have been reserved to assist in the rehabilitation of 45 historic properties. Many of these properties also benefited from Federal Historic Tax Credits. This has had an incredible impact in the revitalization of Dubuque's downtown and historic neighborhoods. Registering properties to the NRHP not only helps facilitate the city's preservation and housing program, it also places Dubuque residents and developers at a competitive edge when competing for these statewide resources. The districts were identified as eligible for listing on the NRHP as a result of past historic survey work undertaken since 2000. NRHP nominations are considered the "fruit" of historic survey and evaluation efforts. The SHPO has expressed their desire for the City to register eligible districts before additional grant funds are given for other projects. Registering these, and other properties, will make the City of Dubuque more competitive for future grant opportunities. Discussion In January 2014, the HPC developed their annual work plan. The Commission identified a survey and registration program as a top priority. Specifically they prioritized the Old Town District, which is underway with the assistance of a CLG Grant, as well as expand and update the Old Main NRHP District and register the Fenelon Place, Madison Park, and Iowa Street District. All these districts were identified as eligible districts from past historic survey efforts. The estimated cost to undertake the project is $14,500. The project will be funded through FY2013 CIP 240-2431/102-2431 Historic Preservation Technical Assistance funds which currently has $15,000 available. Requested Action The requested action is to review and authorize issuing the attached RFP to solicit proposals from qualified consultants to prepare the Iowa Street, Madison Park, Fenelon Race, and Old Main National Register of Historic Places (NRHP) district nominations. The consultants work on this project is anticipated to begin July 2014 and conclude November 2015. A map of the proposed registration projects is attached. BACKGROUND The City of Dubuque began surveying and evaluating buildings in the mid 1970's. In 1979 the Architectural Survey of Dubuque was completed. This survey and evaluation project created the groundwork for the City of Dubuque Historic Preservation Program and early historic districts. Dubuque's many architectural themes and historic contexts were later recorded in the 1999 Comprehensive Survey and the 2000 Community Assessment of historical contexts and supporting architectural themes. This multiple property document became the foundation for phased historical and architectural surveys and evaluations of Dubuque's older residential and commercial neighborhoods. Old Main NRNP District - Completed in 2003, Phase III of Dubuque's historic and architectural survey program evaluated 647 structures in and around the central business district and downtown. Noted in the Phase III Architectural and Historical Survey Report and more thoroughly documented in an Iowa Site Inventory form on file in the Planning Services Department and the State Historical Society of Iowa, it recommended to expand and update the Old Main NRHP District. The City of Dubuque has consulted with SHPO Staff and this will be treated as a new nomination, not an amendment to the 1982 nomination form. The new nomination will entail a thorough historical documentation of the buildings and district, individually and collectively, a refining of the claims for significance within downtown contexts, and the addition Service People Integrity Responsibility Innovation Teamwork Alvin Nash, Housing & Community Development Department Director Maurice Jones, Economic Development Director Page 2 of a number of adjacent and related commercial buildings. The Iowa Site Inventory Form began that process by providing known construction dates, building histories and some historical context for the 11.2 acre district. The suggested amended boundaries in 2003 identified 26 contributing resources and 7 non-contributing resources. The 2003 image captioned above depicts the current district in heavy black lines and potential additions in lesser lines. Fenelon Place NRNP Eligible District — This 28.65 acre district was identified as being eligible for listing on the National Register of Historic Places during Phase V of Dubuque's survey program in 2005. The survey area was approximately 200 buildings and the eligible district contains approximately 150 buildings. The resources are more thoroughly documented in the Dubuque Historical and Architectural Survey of the Fenelon Place, North Main and Broadway Neighborhoods report which is on file with the Planning Services Department and State Historical Society of Iowa and can be downloaded at the following link: http://www.cityofdubuque.org/DocumentCentel•/Home/View/2926.. Fenelon Place is the southernmost of Dubuque's distinctive bluff -front neighborhoods. The survey area is bordered by Hill Street (east side only) between West 3rd and West 5tIn, West 5th (south side only) between Hill and the bluff front, the bluff front on the east (or Raymond Place), and West 3rd, between the bluff front and Hill on the south (also included were a number of south side properties along West 3rd between Burch and the west side of James streets, and properties on Cardiff Street). Predominantly residential, the distribution of housing within the survey area assumes no dominant pattern. The area surveyed contained approximately 160 resources, of which an eligible district of approximately 40 buildings was identified. This is more thoroughly documented in the Dubuque Historical and Architectural Survey tithe Fenelon Place, North Main and Broadway Neighborhoods report which is on file with the Planning Services Department and State Historical Society of Iowa and can be downloaded at the following link: http://www.cityofdubuque.otg/DocumentCenter/HomeNiew/2926. Clarke Drive, and the cross or intersecting Madison and North Main streets comprise the district. Houses front north and south along Clarke and east/west along the other two streets. Of the approximate 40 houses, 7 were identified as non-contributing in 2005. The nomination will require the district be fully evaluated. The consultant will conduct archival research and fieldwork to not only fully document historic resources and develop historic contexts to the degree necessary for a NRHP nomination but also document any changes to the district and adjacent areas since the time the report was prepared in 2005. North Main Neighborhood Area Phase V Survey Boundary Madison Park Potential National Register District 2 -Foot Contour Line Madison Park NRHP Eligible District (2005) Service People Integrity Responsibility Innovation Teamwork Page 4 Iowa Street NRHP Eligible District — The Phase III Architectural and Historical Survey Report identifies the 1100 Block of Iowa Street as a potential NRHP District. The district is more thoroughly documented in an Iowa Site Inventory form on file in the Planning Services Department and the State Historical Society of Iowa, though to a much lesser extent than other forms referenced in this RFP. The Iowa Site Inventory Form can also be viewed and downloaded here: http://www.cityofdubuyue.org/DocumentCenter/View/18602. Developmental pressure from the area around the City Hall/Central Market area immediately north displaced this residential block from the north, beginning in the late 1870s. It wasn't until the late 1890s that the block was fairly solidly infilled with commercial fronts. Four buildings are exceptional and substantial designs and two represent some of the more ornate and well-preserved blocks that survive in the city. The 1.63 acre block also contains one of the best -preserved two-story brick side gable residences and it is likely of very early date and represents a fragment of what was originally a residential neighborhood. The consultant will conduct archival research and fieldwork to not only fully document historic resources and develop historic contexts to the degree necessary for a NRNP nomination but also document any changes to the district and adjacent areas since the time the Site Forms and reports were prepared. The research will yield sufficient information to recommend proposed significance or non -significance of the investigated properties and further develop the historic contexts and district boundaries. The consultant will prepare National Service People Integrity Responsibility Innovation Teamwork Page 5 Register Fortes consistent with National Register of Historic Places Bulletin 16A. The document will be presented by the consultant with proper content, form and order to the State Nominations Review Committee for consideration and recommendation to the National Park Service. SCHEDULE/ PROCESS July 1, 2014: Consultant proposals are due to the City. July 7, 2014: The City selects a consultant and contracts are signed. July 8, 2014: Fieldwork and archival research begin. December 1, 2014: Consultant submits 3 draft copies of nomination and technical materials to the State Historic Preservation Office (SHPO) for preliminary review. Requested revisions are sent to the Consultant. January 29, 2015: SHPO Staff comments and editing are sent to the Consultant. February 13, 2015: If necessary, Consultant submits three copies with revisions of the nomination draft to SHPO. April 1, 2015: Consultant submits three (3) final draft copies of the nomination and technical materials to SHPO for final review. The State schedules the nomination for the February 13, 2015 State Nominations Review Committee meeting. SHPO sends Certified Local Governments (CLG) a copy of the nomination and a set of photographs. SHPO sends mock-up committee packet and photographs to print shop. April 13, 2015: SHPO sends CLG a copy of the nomination, set of photographs and CLG National Register Review Form. May 13, 2015: SHPO sends Property Owners, Mayor and Press notification of SNRC meeting. SHPO sends committee packets to SNRC members. May 21, 2015: The City of Dubuque Historic Preservation Commission considers the nomination at their regularly scheduled public meeting. June 1, 2015: The City of Dubuque City Council will consider the nomination at their regular public meeting. June 2, 2015: The signed CLG National Register Review Form is sent to the SHPO. June 12, 2015: The SNRC meeting is held. July 3, 2015: Notice of revisions and editing requests provided by SNRC members are sent to Consultant by SHPO. Owners, Mayors, and CLGs are notified by SHPO of SNRC decision. July 17, 2015: Consultant submits three single -sided revised draft copies of nomination. September 25, 2015: Consultant submits three single -sided final copies of the nomination on 25% cotton, acid free paper to State and required technical materials. September 28, 2015: SHPO send the nomination to the National Park Service in Washington, DC for final review. November 12, 2015: Eligible Districts are listed on the NRHP. PROFESSIONAL REQUIREMENTS The project will require a professional with expertise in the field of history and/or architectural history. The consultant must meet the Secretary of the interior Professional Qualification Standards for History and Architectural History. The Consultant must be approved by the State Historic Preservation Office. The selected consultant shall adhere to insurance requirements for professional services as detailed in the attached insurance schedule during the term of the contract agreement. Please provide confirmation that the requirements will be met. An insurance certificate can be supplied at a later date by the successful firm. SUBMISSION REQUIREMENTS The City of Dubuque reserves the right to reject any and all proposals and to negotiate changes with any firms. The City of Dubuque is not liable for any cost incurred by any firms prior to the execution of an agreement or contract. Nor shall the City of Dubuque be liable for any costs incurred by the firm that are not specified in the contract. The City of Dubuque is an Equal Employment Opportunity Employer. INFORMATION TO BE INCLUDED 1N THE PROPOSAL Letter of Transmittal Provide a letter of transmittal briefly outlining the consultant's understanding of the work and general information regarding the consultant and individuals to be involved, and the name, address, telephone number, fax number, and e-mail address for the firm's primary contact person. Profile of Consultant The proposal shall include general information about the consultant, the consultant's area of expertise related to this RFP, and the consultant's official name, address, and principal officers, including qualifications of the project manager and other key personnel who would be assigned to the project. Qualifications 1. The proposal shall include the name of the project manager, his or her qualifications and experience, and the names, qualifications, and experience of other key personnel who would be associated with the project. The selection of a project manager by a consultant will constitute a contractual commitment by that consultant and a substitute manager will not be allowed without prior written approval by the City of Dubuque. 2. The proposal shall describe the experience of the consultant in preparing National Register Nominations and amending National Register Nominations. The proposal shall include at least three references of clients with which the consultant has had similar projects and which have been completed within the past five years, and the names of the key personnel proposed for this project who worked on the reference projects. 3. The proposal shall discuss the consultant's ability to integrate this project into the consultant's present workload. Fees and Compensation Provide a total cost plus expenses budget for completion of all registration projects. The budget must also itemize the cost of each registration project independently. Quotation of fees and compensation shall remain firm for a period of at least 90 days from the proposal submission deadline. Please provide the proposed fees and compensation under separate cover. Initial screening will be done by a selection committee without the benefit of knowing the proposed fee for services. Contract A contract for services must be included in the submittal. Proposals will be screened to ensure that they meet the minimum requirements of the proposal. A review of qualifying proposals will identify the potential consultant which most closely meets the needs of the City. Factors to be considered by the selection committee will include the following: 1. Qualifications and experience of the consultant — reference checks, achievements, and completion of similar projects within the past five years. 2. Grasp of project requirements and understanding of project scope — the consultant's analysis, preparation, and level of interest. 3. Proposed schedule require to complete project and ability to complete the project on time and within budget. 4. Proposed cost to complete project.
