Background The project goal is to complete an intensive historic/architectural survey and evaluation of the North Couler Valley which includes portions of the North End Neighborhood. The project represents Phase VI in an ongoing architectural survey and evaluation of the community. Nearly 5,000 structures have been surveyed to date. Phase VI will include an inventory, evaluation and data entry on the properties within the project area which encompasses 700 properties and 196 acres. Maps of the project area are enclosed. The Phase VI area was selected based on: 1) The 1977 Kriviskey survey and the 2000 Community Assessment both identified potentially significant properties in the project area; and 2) Federally -mandated Section 106 reviews often are required for properties in this area for the City's housing rehabilitation programs. The survey/evaluation will reduce the time and resources needed to facilitate Section 106 reviews. Discussion In January 2014, the HPC developed their annual work plan. The Commission identified a survey and registration program as a top priority. Commission noted the importance in evaluating the city's historic resources. In addition to documenting over 5,000 structures, the following has been done with the assistance of these surveys: • Listing of 13 National Register Districts 1l Listing of 44 Individual National Register Properties ▪ Listing of 10 Local Landmarks • Listing of 2 National Historic Landmarks Over 1300 Section 106 Reviews CLG Grant Application e Phase VI Intensive Architectural/Historic Survey & Evaluation Page 2 The estimated project cost is $13,213.00. The project will be funded through CIP 102- 2432 Historic Preservation Technical Assistance funds which currently has $9,999.68 available. An additional $500 will be funded from CIP 240-2431/102-2431 Historic Preservation Technical Assistance funds. The remaining balance of $2,713.32 will be funded through FY2015 CIP 102-2432 Historic Preservation Technical Assistance fund contributions. Requested Action The requested action is to review and authorize issuing the attached RFP to solicit proposals from qualified consultants to conduct the Phase VI Historic/Architectural Survey and Evaluation. The consultant must meet the professional qualification standards as established by the Secretary of the Interior and the State Historic Preservation Office for history and architectural history. The consultant must have either a master's degree in American History, American Studies or a closely related field, or a bachelor's degree plus two years full-time experience in research and writing, teaching or have made substantial contribution to the field. COMMUNITY PROFILE The City of Dubuque is located on the Mississippi River in northeastern Iowa, adjacent to Illinois and Wisconsin. The City is approximately 31 square miles in area, with a population of approximately 60,000. The City provides a full range of services. The community has a stable and diversified manufacturing base and a growing service sector. Dubuque is the major retail, medical, educational and employment center for the tri-state area. Tourism continues to be a major economic force in the community. City government continues to work in collaboration with the private sector to promote economic development. SCOPE OF WORK AND SERVICES Goals and Objectives The project goal is to complete an in-depth architectural/historic survey/evaluation of one of Dubuque's oldest residential neighborhood adjacent to the downtown. This project represents Phase VI in an architectural/historic survey/evaluation of the community, as shown on the following map. Request for Proposals: Phase VI Architectural/Historical Survey/Evaluation North Couler Valley Neighborhood Survey Area 2 Request for Proposals: Phase VI Architectural/Historical Survey/Evaluation The City began surveying and evaluating buildings in the mid 1970's. In 1979 the Architectural Survey of Dubuque was completed. This survey and evaluation project created the groundwork for the City of Dubuque Historic Preservation Program and early historic districts. Dubuque's many architectural themes and historic contexts were later recorded in the 1999 Comprehensive Survey and the 2000 Community Assessment of historical contexts and supporting architectural themes funded in part by the State of Iowa. This multiple property document became the foundation for phased historical and architectural surveys and evaluations of Dubuque's older residential and commercial neighborhoods. Completed in 2000, Phase I of Dubuque's Historical/Architectural Survey/Evaluation encompassed 993 structures in the Couler Valley area. Phase II examined 2,092 structures in the Eagle Point area in 2001. Completed in 2003, Phase III involved 647 structures in and around the central business district, including the Old Main Historic District. Completed in June of 2004, Phase IV evaluated 544 structures in the Jackson Park, Cathedral, West 11th Street, and Langworthy Historic Districts. It included nominating the West 11th Street and Langworthy Historic Districts to the National Register. Completed in June of 2005, Phase V evaluated 452 structures in the remaining areas of the conservation districts not previously surveyed. Since the Multiple Property Document was completed in 2000 seven (7) of Dubuque's ten (10) National Register Districts were established and twelve (12) of Dubuque's 46 individually listed properties were registered. Dubuque has been eager to survey additional older residential and commercial neighborhoods to gain a better understanding of their historical contexts and architectural significance of these resources as well as build on our historic registry. The Phase VI area was selected because the 1979 Architectural Survey and the 2000 Community Assessment both identified significant properties in the survey area. The Phase VI survey area comprises one (1) neighborhood, twenty-seven (27) blocks, one hundred ninety-six (196) acres and seven hundred (700) structures. The south half of the survey area is primarily residential buildings supported by neighborhood businesses and churches. A number of corner -store buildings still exist and the Holy Ghost Catholic Historic District is located in the survey area at 2882-2921 Central Avenue. The north half of the survey area is predominantly large scale commercial operations. Much of the north half of the area is occupied by the former Brunswick-Balke-Collender Company Building and the Dubuque Brewing and Malting Company complex. In 1911 the Brunswick-Balke-Collender Company produced ornate front and back tavern bars from the building at Jackson Street and Peru Road. The Dubuque Brewing and Malting Company complex, 3000 Jackson, competed in 1895, was once the premier brewing facility for the Upper 3 Request for Proposals: Phase VI Architectural/Historical Survey/Evaluation Midwest. The Dubuque Brewing and Malting Company complex was delisted from the National Register of Historic Places in 1978. The following is a map of the survey area. Identification activities include explicit procedures for record keeping and distribution of information. 3) Architectural themes and historic contexts are identified. 4) Evaluation of the significance of historic properties is accomplished using established criteria. 5) Evaluation of significance applies the criteria within identified historic contexts and architectural themes. 6) Evaluation results in an inventory of historic properties that is consulted when assigning registration and treatment priorities. 7) Evaluation results are made available to the public, to enhance and increase knowledge of and appreciation for the community's historical, architectural and cultural resources. Started in April 2009, the City's historic preservation intern and Planning Staff have collected historical property data on the North Couler Valley Neighborhood. The data includes City directory information, building and sewer permits, water tap information, and City assessor information for the survey area. Historic contexts will be further researched, developed, and refined, using information gathered during the project. Each resource will be evaluated in terms of both architectural and historical significance. A local determination of National Register eligibility will be made for each property (either individually or as part of a district). If it is determined that a historic district exists, boundaries will be clearly defined. No National Register nominations will be prepared as a part of this survey and evaluation phase. Iowa Site Inventory Forms will be prepared for all buildings determined to be National Register Eligible either individually or part of a district. Coordination This project will require a professional with expertise in the field of architectural - historical, survey and evaluation. Through a competitive bidding process, the City will hire a professional consultant. The consultant to be hired must meet the professional qualification standards established by the Secretary of the Interior and the State Historic Preservation Office for history and architectural history. 5 Request for Proposals: Phase VI Architectural/Historical Survey/Evaluation The consultant must have either a master's degree in American History, American Studies or a closely related field, or a bachelor's degree plus either two years full-time experience in research and writing, or teaching or have made substantial contribution to the field. In addition, the City's project director and historic preservation intern will be involved in the Phase V project by assisting the consultant with project management, data collection, research, photography, date entry and map making. The consultant will be responsible for the quality and completion of the work performed as well as organizing and coordinating project activities including research, evaluation, and preparation of the final report and recommendations. Work Products The Consultant will produce: Three (3) draft copies of survey report; the report will follow the format of a an amendment to a Multiple Property Cover Document; A minimum of eleven (11) copies of the final project report, to include nine (9) bound copies, one (1) unbound, print -ready master copy and one (1) electronic file; Two (2) finished sets of completed typed Iowa Site Inventory forms for each recorded property, each set with at least one (1) black and white photographic print, enclosed in a Print -File type plastic sleeve; One (1) black and white photograph will be taken of each surveyed property; Two (2) contact sheets and one set of negatives for each roll of black and white film used during the survey; Use 35 mm, kodachrome film for any slides. Prepare a copy of each colored slide, taken for the survey; Two (2) typed copies of "Photograph/Catalog Field Sheet" for each roll of black and white or colored slide film; Two (2) copies of a one-page report, summarizing the project results; One (1) completed, typed Historic -Architectural DataBase (HADB) encoding form for summarizing report information; 6 Request for Proposals: Plisse VI Architectural/Historical Survey/Evaluation Schedule July 11, 2014 Request For Proposals Due to the City July 12 —August 4, 2014 Review proposals and select consultant. August 5 o August 15, 2014 Subcontract signed by City and consultant August 18 e November 2014 Project starts and fieldwork and research is compiled November 3, 2014 The consultant submits draft report and sample inventory sheets and photographs to the City. November 20, 2014 The Historic Preservation Commission reviews and comments on the draft report and sample inventory sheets and photographs. November 21 — December 2014 The consultant revises the report based on comments provided by the HPC. January 2015 The Consultant submits final report and work products. The Consultant will be required to email a project update to the City of Dubuque, to the attention of Assistant Planner Wally Wernimont at wwernimo(a�cityofdubuque.orq by the 1st of every month during the contract period. Each consultant assumes full responsibility for delivery and deposit of the completed proposal package on or before the deadline. The City of Dubuque is not responsible for any loss or delay with respect to delivery of the proposals. Consultants whose proposals are not accepted will be notified as soon as the selected consultant has been approved. INFORMATION TO BE INCLUDED IN THE PROPOSAL, Letter of Transmittal Provide a letter of transmittal briefly outlining the consultant's understanding of the work and general information regarding the consultant and sub -consultants to be involved, and the name, address, telephone number, fax number and E-mail address for the firm's primary contact person. Profile of Consultant The proposal shall include general information about the consultant, the consultant's area of expertise related to this RFP, and the consultant's official name, address and principal officers, including the qualifications of the project manager and other key personnel who would be assigned to the project. Qualifications 1. The proposal shall include the name of the project manager, his or her qualifications and experience, and the names, qualifications and experience of other key personnel who would be associated with the project. The selection of a project manager by a consultant will constitute a contractual commitment by that consultant and a substitute manager will not be allowed without prior written approval by the City of Dubuque. 2. The proposal shall describe the experience of the consultant in conducting intensive architectural/historic survey/evaluations. The proposal shall 8 Request for Proposals: Phase VI Architectural/Historical Survey/Evaluation include at least three references of clients with which the consultant has had similar projects and which have been completed within the past five years, and the names of the key personnel proposed for this project who worked on the reference projects. 3. The proposal shall discuss the consultant's ability to integrate this project into the consultant's present workload. Fees and Compensation Provide a proposed cost plus expenses budget for completion of the scope of services with cost breakdowns by scope element. Quotation of fees and compensation shall remain firm for a period of at least 90 days from the proposal submission deadline. Please provide the proposed fees and compensation under separate cover. Initial screening will be done by a selection committee without the benefit of knowing the proposed fee for services. EVALUATION CRITERIA Proposals will be evaluated by a selection committee. Proposals will be screened to ensure that they meet the minimum requirements of the proposal. A review of qualifying proposals will identify the potential consultant which most closely meets the needs of the City. Factors to be considered by the selection committee will include the following: 1. Qualifications and experience of the consultant — reference checks, achievements and completion of similar projects within the past five years. 2. Project Design Team — qualifications and experience of the principal consulting staff proposed to work on the project, variety and application of various disciplines within team, and availability and qualifications of the subcontracting staff. 3. Grasp of project requirements and understanding of project scope — the consultant's/firm's analysis, preparation and level of interest. 4. Design approach/methodology in completing scope of services — technical alternatives, creativity and problem solving ability. 5. Responsiveness and compatibility between consultant and the City of Dubuque — general attitude, ability to communicate with general public. 6. Proposed schedule required to complete project and ability to complete the project on time and within budget. 7. Proposed cost to complete project. 9
