Van Milligen, City Manager FROM: Laura Carstens, Planning Services Manager SUBJECT: DMATS Transportation Enhancement Grant Application for County/City Heritage Trail Parking Lot DATE: June 30, 2014 Introduction This memo transmits for City Council review and approval, the City of Dubuque's grant application for the County/City Heritage Trail Parking Lot along S. John Deere Road near US 52 and IA 32, for the DMATS Transportation Enhancement Program. The enclosed application includes a series of location maps and a resolution. Background DMATS has re -programmed $1 million set aside in Transportation Enhancement (TE) Funds for the Southwest Arterial recreational trail to other local projects, such as the Lower Bee Branch: Overlook at 16th Street Detention Basin, Upper Bee Branch: MRT Route Trailhead parking lot at 22"d and Prince Streets, and County/City Heritage Trail Parking Lot along S. John Deere Road. The TE funds are part of the DMATS allocations from prior federal transportation bills. With the approval of the new federal transportation bill, MAP -21, the Iowa DOT required that these set-aside funds be obligated (encumbered) by October 2014 for eligible projects. The Iowa DOT has requested that any projects selected have an impact at gateways to the extent possible. These three projects were selected by the City. Discussion The project is a County/City partnership. Dubuque County has excess right-of-way on the north side of S. John Deere Road near the intersection of US 52 and IA 32 (Northwest Arterial). The project site is located in proximity to the Dubuque County Heritage Trail, the City of Dubuque's Heritage Trail Riverfront System, and the Iowa 32 Bike/Hike Trail. This section of the County/City Heritage Trail network is also part of the Mississippi River DMATS TE Grant Application for County/City Heritage Trail Parking Lot Trail (MRT), a State Recreational Trail that is part of a multi -state trail along both sides of the Mississippi River. A trailhead parking lot would be constructed to serve these trails on the excess right-of-way. Trail users arriving by personal vehicle are parking on the shoulders and on adjacent property owned by Alliant Energy, which includes an electric substation. These actions create hazardous conditions for the trail users and passing motorists. A trailhead parking lot that serves the County and City trails will improve the safety of trail users and motorists. The parking lot would be paved, landscaped and designed using sustainable best management practices to manage stormwater in accordance with floodplain development regulations. Budget Impact It is my understanding that this project previously has been approved by the DMATS Technical and Policy Boards, and the application is more of a formality required for compliance with IDOT procedures. The estimated project funding of $65,000 will be met by $50,000 in DMATS grant funding and the City local match of $15,000. The City source for this local match is the FY2013 Planning CIP #350-2430 Trails & Complete Streets, which is still in the budget per Senior Budget Analyst Mary Brooks. Recommendation I recommend the City Council authorize the DMATS TE grant application and approve the resolution for the County/City Heritage Trail Parking Lot along S. John Deere Road near US 52 and IA 32. DMATSTranspor•tation Enhancement Program FFY2011 16 In order to be eligible for transportation enhancement funding, each project must have a direct relationship to at least one element of the transportation system - highways and roads, railroads, airports, and bicycle or pedestrian facilities. Your project must have a strong link - the stronger the link, the better the chance that your project will be selected. Its' relationship must be one or more of the following: 1"! Function (pass a functional relationship to the transportation system) The project must serve as a fiinctional component of the transportation system such as a bicycle or pedestrian path, a bicycle rack, a pedestrian bench, etc. F Proximity (is adjacent to or in near proximity to the transportation system) The project must be in the immediate vicinity of the transportation system such that, for example, a historic building renovation or landscaping is within the view shed of and can be enjoyed by the traveling public. Removal of outdoor advertising is also eligible in this category. How does the project benefit the population on a local, regional or national level? What type of benefits are expected - economic development, tourism, safety enhancement, traffic volume reduction or maintenance? Who are the perceived users? With its location near the Dubuque County Heritage Trail, the City of Dubuque's Heritage Trail Riverfront System, and the Iowa 32 Bike/Hike Trail, this parking lot will serve users of all three trail systems. The project site is along S. John Deere Road near US 52 and IA 32. US 52 is part of Iowa's Great River Road Scenic Byway. IA 32 (Northwest Arterial) extends south to US 20. The adjacent portion of the County/City Heritage Trail network is part of the Mississippi River Trail (MRT). The Dubuque County Heritage Trail is a 26 -mile National Recreational Trail that traverses the rural landscape between Dubuque and Dyersville on an abandoned railway. The project is expected to enhance safety and tourism. 12. Project Maintenance: Who will maintain this project? What will need to be maintained in the short and long term and what institution will be responsible for that? The city or county may enter into an agreement with another entity to maintain the project. If this is the case, a commitment letter must be included with the application. However, ultimately, DMATS will hold the local government responsible for assuring that the project is properly maintained. Failure to do so may result in the removal of your project. Please note that enhancement funds are not available for ongoing maintenance activities such as mowing and snow removal. Due to joint use and benefit, the City and County will need to develop a maintenance agreement for the trail parking lot, which will cover pavement markings, pavement surface, snow and ice control, landscaping, signs, and stormwater management. The project will be designed by the City, in consultation with Dubuque County. Both the City and the County have experience with the design, construction and maintenance of trails and parking lots. 15.
