Sealed bids were received for the Fiscal Year 2015 Sewer Cured -in -Place Pipe Lining
Project. City Engineer Gus Psihoyos recommends award of the contract to the low
bidder, Visu-Sewer, Inc., for the base bid amount of $254,825.20, which is 8.25% under
the estimate.
While Visu-Sewer bid a total project cost (Base Bid and Alternate Bid) lower than the
engineer's estimate and the authorized amount, the alternate bid will be removed from
the proposed contract due to higher priority repairs needed in Sewershed 5. The
alternate bid locations within Sewershed 10 will be included in the upcoming Fiscal Year
2016 budget recommendations, with other Sewershed 10 Consent Decree project work.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the
FY2015 Sanitary Sewer Cured -in -Place Pipe (CIPP) Lining Project.
DISCUSSION
The FY2015 lining program includes rehabilitation of sewers identified in the Sewershed
7 Corrective Action Plan; sanitary sewers evaluated during smoke testing, televising
and flow metering in Sewershed 5; and sewers evaluated during maintenance activities.
This year's lining project also sought an alternate bid for sanitary sewers located in
Sewershed 10, and will not be recommended for award due to other priority repairs.

Pre -Qualification of Bidders
As the project work is specialized in nature including materials and installation, pre -
qualification statements is a requirement for bid; the pre -qualification standards followed
are those listed in SUDAS. The City has pre -qualified six contractors for CIPP Lining.
BID RESULTS
The engineer's estimate for the FY2015 sanitary sewer CIPP lining project based bid is
$277,225.00 with an alternate bid estimate of $67,575.00, for a total estimated amount
of $345,300.00. Including engineering design and inspection and contingency the total
project is estimated at $394,600.00.
Sealed bids were received on the project on June 19, 2014. Visu —Sewer, Inc. of
Pewaukee, Wisconsin submitted the apparent low base bid in the amount of
$254,825.20, with alternate bid amount of $59,203.10 for a total bid of $314,028.30.
The base bid amount is 8.25% under the estimate and the alternate bid is 12.39% under
the estimate of probable construction cost. Bids were also received from Municipal Pipe
Tool of Hudson, Iowa and SAK Construction of O'Fallon, Missouri. A summary of the

BUDGET IMPACT
Resolution No. 150-14 authorizing the FY2015 Sanitary Sewer Cured -In -Place Pipe
(CIPP) Lining Project reflects a total estimated project cost including construction,
contingency, and engineering of $394,600.00
While the lowest responsive bidder, Visu-Sewer, bid a total project cost lower than the
engineer's estimate and the authorized amount, the alternate bid will be removed from
the proposed contract due to higher priority repairs needed in Sewershed 5. The
alternate bid locations within Sewershed 10 will be included in the upcoming FY2016
budget recommendations, with other Sewershed 10 Consent Decree project work.
Therefore the revised cost estimate for the FY2015 Sanitary Sewer Cured -in -Place Pipe
(CIPP) Lining Project is:

AWARDING PUBLIC IMPROVEMENT CONTRACT FOR FY2015 SEWER CURED -IN-
PLACE PIPE (CIPP) LINING PROJECT
Whereas, sealed proposals have been submitted by contractors for the FY2015
Sewer Cured -In -Place Pipe (CIPP) Lining Project (the Project) pursuant to Resolution
No. 150-14 and Notice to Bidders published in a newspaper published in the City of
Dubuque, Iowa on the 23rd day of May, 2014, and
Whereas, said sealed proposals were opened and read on the 19th day of June,
2014 and it has been determined that Visu-Sewer, Inc. of Pewaukee, WI with a base bid
proposal in the amount of $254,825.20, is the responsive, responsible bidder for the
Project, and
Whereas, it has been determined that it is in the best interest of the City of
Dubuque to enter into an improvement contract with Visu-Sewer, Inc. for said Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Visu-
Sewer, Inc. and the City Manager is hereby directed to execute a Public Improvement
Contract on behalf of the City of Dubuque for the Project.
Passed, approved and adopted this 7th day of July, 2014.
