Dear Mayor Buol:
On behalf of the Iowa Economic Development Authority (IEDA), we wish to thank the city of
Dubuque for submitting an application for the City Energy Management Program. We recognize
the significant effort expended on the part of your city to prepare an application. Your city was
not selected to be a participant in this program because of the significant progress your city has
already made in improving its overall energy efficiency. We commend your city and its
commitment to sustainability and energy efficiency, but the CEMP program is focusing on cities
that have more areas in which to improve for their efficiency.
However, as a result of the demand for the program, IEDA would like to invite your city to
participate in a parallel version of this technical assistance program called CEMP-Lite. While we
will not be able to provide you with a regional energy manager, staff from IEDA will work with
your city and assist you in joining the Iowa Public Building Benchmarking program, developing
a city energy advisory team, and contacting your utilities for an audit.

of an application to the Iowa Economic Development Authority's City Energy
Management Technical Assistance program. Because management of City facilities is
decentralized, with each department managing their own buildings and energy use, a
centralized process to create an Energy Action Plan would assist in assuring that
energy conservation and efficiency are high priorities organization -wide. Participating in
the Iowa Economic Development Authority's program would provide staff with technical
assistance to monitor energy use, identify opportunities for savings, and analyze new
technologies and programs to identify positive return on investments. Energy savings
will result in financial savings for the City and progress towards the 50% by 2030
greenhouse gas reduction targets.

INTRODUCTION
The purpose of this memo is to request City Council approval of the attached application to the Iowa Economic Development
Authority's City Energy Management Technical Assistance program.
BACKGROUND
To help cities around Iowa set energy reduction goals and implement energy efficiency projects, the Iowa Economic
Development Authority's Energy Office has created the City Energy Management Program.
Through the shared use of a Regional Energy Manager (REM), participating municipalities will share technical resources.
The REM will work with the cities to provide technical assistance in identifying energy use and areas where efficiency can be
improved by focusing on buildings, outdoor lighting, and water/wastewater facilities.
DISCUSSION
The City of Dubuque has submitted the attached application to be considered for technical assistance through this program.

The Water & Resource Recovery Center was reconstructed in 2013. The administration
building and lab are Energy Star rated buildings. The anaeroboc digestion process
allows us to produce methane and use as a fuel. The methane used in co -generation,
powering microturbines, which generates electricity, and produces heat. In the near
future, cogeneration will defray 2/3 of the charges for electrical power used within the
plant. The plant has the potential of becoming self-sufficient, in a few years, in terms of
electrical usage.
In 2012, the Carnegie -Stout Public Library underwent a renovation and became LEED
Silver certified.
Various city facilities have underwent lighting and HVAC upgrades in the last two years to
improve energy efficiency.
In 2011, the Municipal Services Center installed a solar array on its roof to provide up to
1/3 of the building's electricity.
The 5th Street, Iowa Street and Locust Street Parking Ramps have recently been
updated with new fluorescent lighting. In addition, the recently constructed Central
Avenue Ramp has the same lighting system. These systems have resulted in
approximately 35% less electricity used.
As street and trail lights are replaced, LED lights are installed.

All other facilities managers, along with their support staff and members of their staff who
participate in the City's Green Team, will be engaged as necessary to ensure that energy
use is tracked and managed and that those performance measures are integrated into
organizational systems such as the annual budget process.
1. Regular accountability and energy management. Because utility payment and facility
management is decentralized, often staff do not have the skills or knowledge to make
educated energy-saving recommendations. Additionally, the decentralization of energy
information (use and cost) make it difficult to create a complete picture of the City's
energy use.

2. Asset management. Related to #1, the City operates over 200 facilities ranging from
simple park shelters to complex convention centers and thousands of lights (street,
parking, and traffic). It is difficult to manage the complexity of this system.
3. Because many of the staff who manage these facilities are not trained in energy
management, it is difficult to even understand our own utility use and opportunities for
savings. V e recognize that addressing our peak demand offers the opportunity for
significant savings in several City facilities.
The FY15 budget, which was approved in March 2014, contains several CIPs and
operating budgets that will allow the City to address some energy efficiency projects,
particularly low -hanging fruit with short ROIs.
Becoming a more sustainable organization, including a more energy-efficient one, is the
City Council's top priority. The Council has also committed to a 50% reduction in
greenhouse gases by 2030. These goals require an aggressive energy management
plan. Staff are prepared to request additional energy efficiency projects in the coming
budgets and also pursue grants and rebates to assist in financing these projects.
The City is interested in reviewing the ROI of the regional energy manager after February
2016 to determine whether or not there continues to be value to our organization and if
so, how we can support that partnership.
