Dear Mr. Firnstahl:
Thank you for participating in the Consulting Party Process for the Phase I Cultural Resources Survey of
one (01) Radio Tower within Dubuque, IA under Section 106 of the National Historic Preservation Act and
the implementing regulations at 36 CFR Part 800. This is a consultative process, the purpose of which is
to inform you of the proposed project. Positive Train Control is a project mandated by the US Congress
to enhance train safety and is being implemented by all Class 1 railways. Canadian Pacific has
previously constructed one 150 -foot tall lattice tower within the right-of-way (ROW) of the DME Railroad
through Dubuque, IA. The tower is supported on a drilled auger foundation placed within previously
disturbed ground (the existing railroad ROW). The construction involved minimal soil displacement.

Golder Associates Inc. is conducting the cultural resources investigations necessary for the project as
part of the Federal Communications Commission (FCC) Wireless Telecommunications New Tower (NT)
Submissions Packet (FCC Form 620) as outlined in the Nationwide Problematic Agreement (NPA) for
Review of Effects on historic Properties for Certain Undertakings Approved by the FCC. As part of the
NPA, public notification is also being provided for these towers through advertisements in a local
periodical.
