INTRODUCTION
This memo requests that the City Council set a public hearing on the Chaplain Schmitt
Island Master Plan for July 21, 2014. A resolution for setting the hearing is enclosed.
DISCUSSION
The City Council has made creation of a Master Plan for Chaplain Schmitt Island a
priority. Preparation of the Master Plan is jointly and equally funded by the City of
Dubuque and Mystique Casino / Dubuque Racing Association (DRA).
The City of Dubuque has hired Cuningham Group to lead a Master Plan Process for
Chaplain Schmitt Island to identify opportunities and build partnerships for development.
The Master Plan will result in a vision and a direction for improvements to the Island,
substantiated by an economic feasibility and market study.
The City Council received a presentation on the draft plan at a work session on June 2,
prior to a public open house later that evening. Additional stakeholder input has been
gathered since then. The consultants now are preparing the final plan for adoption.
REQUESTED ACTION
The City Council is asked to set a public hearing on the Chaplain Schmitt Island Master
Plan for July 21, 2014.

RESOLUTION NO. 195-14
RESOLUTION SETTING A PUBLIC HEARING ON THE CHAPLAIN SCHMITT ISLAND
MASTER PLAN
Whereas, the City of Dubuque and Mystique Casino / Dubuque Racing Association
(DRA) have jointly funded the creation of a Master Plan for Chaplain Schmitt Island; and
Whereas, the Master Plan will identify opportunities and partnerships for
development and improvements, including an economic feasibility/market study; and
Whereas, the 2012 Dubuque Comprehensive Plan includes goals and objectives for
riverfront development.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. That the City Council hereby sets a public hearing on the Chaplain
Schmitt Island Master Plan for July 21, 2014 at 6:30 PM in the City Council Chamber,
Historic Federal Building, 350 W. 6th Street, Dubuque, Iowa.
Passed, approved and adopted this 7th day of July, 2014.
