On May 30, 2014 Iowa House File 2448 was signed into Iowa law. This law repeals the
existing Iowa Economic Development Authority Enterprise Zone transferring authority to
the existing Iowa High Quality Jobs Program. The State law becomes effective July 1,
2014, at which time the ability to modify zones, approve new zones, or enter into new
agreements ends. As such, a commission to review, approve, and submit applications
for the State program is no longer needed.
Economic Development Director Maurice Jones recommends City Council adoption of
an ordinance repealing Section 3-4B of the City of Dubuque Code of Ordinances which
will essentially dissolve the Enterprise Zone Commission.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This memorandum transmits for City Council review and adoption an ordinance
repealing City of Dubuque Code of Ordinance Section 3-4B.
BACKGROUND
On April 6, 1998 the City Council passed, approved and adopted Ordinance 23-98
which created the Enterprise Zone Commission. The by-laws for the Enterprise Zone
Commission of the City of Dubuque, Iowa, were approved and adopted by its
Commissioners on February 19, 1999.
DISCUSSION
On May 30, 2014 Iowa House File 2448 was signed into Iowa law. This law repeals the
existing Iowa Economic Development Authority Enterprise Zone transferring authority to
the existing Iowa High Quality Jobs Program. The State law becomes effective July 1,
2014, at which time the ability to modify zones, approve new zones, or enter into new
agreements ends. As such, a commission to review, approve, and submit applications
for the State program is no longer needed. The ordinance attached hereto would
essentially dissolve the commission.
RECOMMENDATION/ ACTION STEP
I recommend that the City Council approve the ordinance attached hereto, repealing
City of Dubuque Code of Ordinance Section 3-4B.

TAXATION, CHAPTER 4 ECONOMIC DEVELOPMENT BY REPEALING ARTICLE B,
ENTERPRISE ZONE COMMISSION
WHEREAS, Iowa House File 2448 signed into Iowa law on May 30, 2014 repeals the
existing Iowa Economic Development Authority Enterprise Zone transferring authority to
the existing Iowa High Quality Jobs Program; and
WHEREAS, the State law becomes effective July 1, 2014, at which time the ability to
modify zones, approve new zones, or enter into new agreements ends; and
WHEREAS, Ordinance No. 23-98 passed, approved and adopted by the City Council
on April 6, 1998 created the Enterprise Zone Commission; and
WHEREAS, the Commission does not need to continue in existence after June 30,
2014.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. City of Dubuque Code of Ordinance Section 3-4B is hereby repealed.
Section 2. This Ordinance takes effect upon publication.
