Kennedy Road & Wacker Drive Traffic Signal Replacement Project. City Engineer Gus Psihoyos recommends award of the contract to the low bidder, Portzen Construction, in the amount of $327,497.66, which is 69% over the estimate of probable cost. In speaking with the low bidder, there were two main issues that contributed to the high bids, the unique truss structure and night work. The truss structure and foundations came in much higher than anticipated. A truss structure for the signals was utilized for traffic safety concerns and so that additional poles and easements would not have to be purchased for this project. With the complexity of the project, night work needs to be performed for installation of the mastarms and truss structure to minimize closures to businesses on Wacker Drive and John F Kennedy Road. In working with abutting owners and businesses for easements, agreements where made to maintain access to their locations during the replacement of the signals. The overage for the project will primarily be funded from the Cedar Cross Road Reconstruction Project. Funds will need to be considered for rebudgeting next year for that project. Kennedy Road & Wacker Drive Traffic Signal Replacement Project. DISCUSSION The John F. Kennedy Road & Wacker Drive Traffic Signal Replacement Project will provide for the reconstruction of traffic signals at the intersection of JFK & Wacker. This newly -rebuilt signal will be tied into the City-wide traffic management operations center at City Hall. Improvements to the intersection will include new mastarms, signal truss structure over JFK, new microwave detection and other ITS Components. These signals have been evaluated by the Engineering Department and are in need of immediate replacement for safety concerns. New mastarms and detection have already been purchased for the project from other CIPs to eliminate the long lead time in equipment ordering. BID RESULTS Sealed bids were received on the project on June 26, 2014. Portzen Construction, Inc. of Dubuque, Iowa submitted the low bid in the amount of $327,497.66. This amount is 69% over the estimate of probable cost. RECOMMENDATION I recommend that the contract be awarded to Portzen Construction, Inc. in the amount of $327,497.66. BUDGET IMPACT The overage for the project will primarily be funded from the Cedar Cross Road Reconstruction Project in FY2015. This will leave a remaining balance of $25,000.00 to begin preliminary engineering for the Cedar Cross Road. Next year we will re -budget for the Cedar Cross Road Reconstruction Project. KENNEDY ROAD AND WACKER DRIVE TRAFFIC SIGNAL REPLACEMENT PROJECT Whereas, sealed proposals have been submitted by contractors for the John F. Kennedy and Wacker Drive Traffic Signal Replacement Project, pursuant to Resolution No. 176-14 and Notice to Bidders published in a newspaper published in the City of Dubuque, Iowa on the 6th day of June, 2014. Whereas, said sealed proposals were opened and read on the 26th day of June, 2014 and it has been determined that Portzen Construction, Inc., with a bid in the amount of $327,497.66, is the lowest responsive, responsible bidder for the Project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Portzen Construction, Inc.
