Van Milligen, City Manager SUBJECT: Riverwalk Security Camera System On November 22, 2006, the City of Dubuque issued a Request for Proposal for the Riverwalk Camera Security System. The RFP Review Committee's objective was to determine the firm that could provide the highest-definition camera system within the budget parameters. In addition, the selected vendor would need to complete the scope of the work within two months of the contract signing. Three firms submitted proposals. After individual proposal review and presentations, the RFP Review Committee determined that Racom can provide the highest-definition camera system and has the technical background and proven experience to complete the project within the completion timeframe. City Engineer Gus Psihoyos is recommending City Council approval of the selection of Racom to provide the Riverwalk Security Camera System from the Recognition Wall mural northerly to the Alliant Amphitheater site at a cost of $75,434.50. Van Milligen, City Mana FROM: Gus Psihoyos, City Engineer _ -, SUBJECT: Riverwalk Security Camera System INTRODUCTION The purpose of this memorandum is to request approval for the selection of Racom of Dubuque, Iowa, as the vendor for the Riverwalk Camera Security System Project. BACKGROUND The Riverwalk Camera Security System Project was initiated in response to the ongoing vandalism along the Port of Dubuque's Riverwalk. The vandalism has involved the smashing of limestone rip-rap on the walks, steps, Riverwalk lower pier wall, railings and other infrastructure along the Riverwalk. The designed system will curtail vandalism and will also assist law enforcement officials with crowd control monitoring during large public events. On November 22, 2006, the City of Dubuque issued a Request for Proposal for the Riverwalk Camera Security System-a project that involves the purchase and installation of surveillance cameras and associated security system. The firms were asked to provide two cost quotations: Option 1) A camera security system that would extend from the Recognition Wall mural (outside the entrance to River's Edge Plaza) northerly along the river's edge to the northern end of Riverwalk lower pier wall with costs not to exceed the $75,000 budget; and Option 2) A camera security system that would extend from the Recognition Wall mural northerly to the Alliant Amphitheater. The following committee was established to review the proposals: Project Manager Steve Sampson Brown; Assistant City Engineer Bob Schiesl; Public Works Director Don Vogt; Street/Sewer Maintenance Supervisor John Klostermann; Police Chief Kim Wadding; and Information Services Manager Chris Kohlmann. The committee's objective was to determine the firm that could provide the highest-definition camera security system within the budget parameters. In addition, the selected vendor would need to complete the scope of the work within two months of the contract signing and under the general direction and coordination of the Engineering Department. DISCUSSION Three firms submittal proposals: 1) ComElec Services, Inc. (Dubuque, Iowa); 2) Communications Engineering Company (Hiawatha, Iowa); and 3) Racom (Dubuque, Iowa). After individual proposal review and presentations, the Committee has determined that Racom can provide the highest-definition camera system for the Riverwalk Security Camera System Project. It has the technical background and proven experience to complete the project with the completion timeframe. Racom's proposal for Option 1 will provide extended camera coverage from the Recognition Wall mural northerly to the Alliant Amphitheater. This approach would provide maximum security for the entire Riverwalk in acost-effective manner. The committee concluded that additional camera locations may be required at some point in the future to maximize captured image quality at all locations along the Riverwalk. No submitted proposal provided 100% coverage of the Riverwalk based on available project funding. After the system is in operation for several months, the committee will be able to identify if there is a need to request additional camera locations. As a condition of this RFP, for a period of 24 months starting on the date of the signature of the contract, the City has reserved the right to be able to add new work under the RFP at various sites located in the Port of Dubuque, by exclusively negotiating for additional services with the vendor who is awarded the contract for the RFP. RECOMMENDATION Based on the review of the proposals, the committee recommends that the City retain Racom to provide the Riverwalk Camera Security System from the Recognition Wall mural northerly to the Alliant Amphitheater site at a cost of $75,434.50. BUDGET IMPACT The Riverwalk Camera Security System Project will be funded from the Fiscal Year 2008 Public Works Electronic Data Collector (10054450-72415).
