After a February 16, 2007 solicitation of proposals, City Engineer Gus Psihoyos is
recommending the acquisition of the Federal Building audiovisual equipment from
Electronic Communication Systems, Inc. of Davenport, Iowa, in the amount of
$97,829.21
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request City Council approval for the purchase
and installation of audiovisual equipment for the Federal Building Renovation Project.
BACKGROUND
The Federal Building is an historic structure anchoring downtown. On September 6,
2005, the City Council directed City staff (Resolution 427-05) to prepare the formal
application to General Services Administration (GSA) for the conveyance of the Federal
Building to the City of Dubuque. After an extended coordination process, the City of
Dubuque took possession of the former US Post Office and Courthouse in July, 2006.
As part of the Federal Building Renovation Project, the former second floor federal
courtroom will be used for the City Council chambers. To meet the audiovisual needs of
City Council meetings and other public meetings, Cable TV Coordinator Craig Nowack
solicited proposals for the purchase and installation of "state-of-the-art" audiovisual
equipment.
DISCUSSION
Based on the approved scope of the project and in order to best meet the project
completion date, an advanced bid package for the purchase and installation of
audiovisual equipment was issued. Solicited proposals were received on February 16,
2007. Electronic Communication Systems, Inc. (ECS Inc.) of Davenport, Iowa,
submitted the low bid in the amount of $97,829.21. A summary of the proposals
received are as follows:

It is recommended that the City Council approve the purchase and installation of
audiovisual equipment and installation in the amount of $97,829.21 from Electronic

Whereas, the City Manager recommends the purchase and installation of
audiovisual equipment from Electronic Communication Systems, Inc. of
Davenport, Iowa, for a purchase price of $97,829.21, for the Federal Building
Renovation Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBQUE, IOWA:
Section 1. That the purchase and installation of audiovisual equipment
from Electronic Communication Systems, Inc. of Davenport, Iowa, for the
purchase price of $97,829.21 is hereby approved.
