Department Furnishings (CIP 1001841)
City Engineer Gus Psihoyos is recommending approval for the purchase and installation
of furnishings for the Housing & Community Development Department as part of the
Federal Building Renovation Project. The Durrant Group of Dubuque, as part of the
professional services agreement, solicited quotations on furnishings that would best
meet the approved scope of the project and the needs of the Housing & Community
Development Department. The recommendation is to purchase the furnishings through
KOR Office Interiors of Cedar Rapids. KOR serves as a representative and dealer for
Inscape Architectural Interiors. Durrant has used bid prices based on the Government
Services Administration's cooperative purchasing agreement. The cost to purchase and
install the furnishings is $127,221.28. Durrant states that due to the technical
specifications, no local manufacturer is able to meet the requirements.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request City Council approval for the purchase
and installation of furnishings for the Housing & Community Development Department
as part of the Federal Building Renovation Project.
BACKGROUND
The Federal Building is an historic structure anchoring downtown. On September 6,
2005, the City Council directed City staff (Resolution 427-05) to prepare the formal
application to General Services Administration (GSA) for the conveyance of the Federal
Building to the City of Dubuque. After an extended coordination process, the City of
Dubuque took possession of the former US Post Office and Courthouse in July, 2006.
As part of the Federal Building Renovation Project, the former third floor Social Security
Administration offices will be used by the Housing & Community Development
Department.
DISCUSSION
As part of the professional services agreement, The Durrant Group of Dubuque
(Durrant) solicited quotations on furnishings that would best meet the approved scope of
the project and the needs of the Housing & Community Development Department.
Durrant is recommending the purchase of the furnishings through KOR Office Interiors
(KOR) of Cedar Rapids. KOR serves as a representative and dealer for Inscape
Architectural Interiors (Inscape). Durrant has used bid prices based on the GSA's
cooperative purchasing contract.
Durrant has justified their use of the GSA cooperative purchasing contract by the
following criteria:
Due to the technical specifications, no local manufacturer would be able to meet the
requirements.
• Use of the GSA's cooperative purchasing contract results in an approximate 10
percent to 20 percent cost-savings on this order when compared to the traditional
competitive bid process.
• The offices require full-height, movable steel partitions with windows above the door
height. There are only a few manufacturers that produce a wall like this to
specifications. Inscape produces a quality product that is installed on top of the
finished floor and has anon-damaging connection to the new ceiling grid and
perimeter walls. Inscape can also meet the space needs with sliding doors in the
moveable offices.
• Inscape's filing system allows more file storage in the same amount of space as
compared to other systems.
• Surface materials include walls painted to blend with the new permanent gypsum
board construction. Work surfaces are be to the NuForm patented process which is
a seamless work surface product that is tough and resilient.
• Inscape Architectural Interiors has an exceptional warranty compared to other
manufacturers with similar products; most components have life-time coverage.
• Inscape is also a company committed to sustainability through its manufacturing
process and recycling program. Their product designs are interchangeable and can
be easily updated without the waste associated with replacing them.
RECOMMENDATION
It is recommended that the City Council approve the purchase and installation of
furnishings for the Housing & Community Development Department in the amount of
$127,221.28 from KOR Office Interiors of Cedar Rapids, Iowa.

Whereas, the City Manager recommends the purchase of furnishings as
part of the Federal Building Renovation Project for the Housing & Community
Development Department from KOR Office Interiors of Cedar Rapids, Iowa, for a
purchase price of $127,221.28.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBQUE, IOWA:
Section 1. That the purchase of furnishings for the Housing &
Community Development Department from KOR Office Interiors of Cedar
Rapids, Iowa, for the purchase price of $127,221.28 is hereby approved.
