SUBJECT: Purchase of Replacement Dump Trucks
Public Works Director Don Vogt is recommending approval of the purchase of two
31,000 GVW dump trucks and associated equipment from the low bidder, Hawkeye
Truck and Henderson Truck Equipment, in the amount of $182,265.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Purchase of Replacement Dump Trucks
INTRODUCTION
The purposes of this memorandum are to provide information and request your
approval of the purchase of two 31,000 GVW dump trucks and associated equipment to
replace #3203 and #3204.
BACKGROUND
The Public Works Department's approved FY07 budget contains an appropriation of
$92,000 for the purchase of a replacement for #3204, a large dump truck used during
the winter months to spread deicer and plow snow and during the warm weather
months to haul asphalt for our street paving crew. The FY07 budget also includes
appropriations of $80,000 to replace #3203 with its standard dump box and $10,000 to
replace #3203's underbody snowplow. #3203 is used during the winter months to spray
anti-icer on Dubuque's streets prior to winter storms and then to plow the streets.
During the warm weather months, it is used by our crews for concrete street repair and
rehabilitation work. Bid proposals for the units were recently solicited and tabulations of
those bid proposals are attached.
DISCUSSION
The attached memorandum from Street and Sewer Maintenance Supervisor John
Klostermann recommends that the lowest bids, from Hawkeye Truck and Henderson
Truck Equipment, be accepted. He also recommends that the budget overage of $265
be offset by anticipated snowplow purchase savings.
ACTION STEP
I agree with John's recommendations and request your approval of same. If you do
concur with our recommendations, (request that the truck and equipment purchases be
approved by resolution by the City Council at its April 16th meeting.

SUBJECT: Truck Bids -Replacement Units 3203 and 3204
In this memorandum I'll review the truck bids we received on March 27, 2007 and
recommend a course of action concerning the purchase of these trucks.
The Fiscal Year 2007 approved street maintenance budget (25054400) provides
funding for one 31,000 GVW dump truck (3204) with a combination material box
($92,000). It also provides for the purchase of one 31,000 GVW (3203) with a
standard dump box ($80,000). The snow and ice control budget (25054420) also
provides funds ($10,000) for the replacement of one under body plow to be
mounted on unit 3203.
Bid requests were sent out for the purchase of the two 31,000 GVW chassis, one
combination material spreader/dump box and one standard dump box with under
body plow. The truck chassis bid specifications were mailed to the two local truck
dealerships. We received only one bid on the chassis. That bid was from
Hawkeye Truck for a net cost to the City of $103,000 for the two units. We
believe that Truck Country could not provide a bid price on the requested chassis
because they will not receive new pricing on their units until May of 2007.
We received two prices for the combination spreader/dump box (3204). The
lowest price received for this unit was from Henderson Truck Equipment for the
net price of $41,382. The other price received on the combination box was from
Monroe Truck Equipment for $43,358. The other dump box unit bid was for the
standard dump box with under body blade (3203) in which we received three
bids. The lowest price received for this unit was also from Henderson Truck
Equipment for $37,883. The other bids received were from Tri-State Truck
Equipment for $37,899 and from Monroe Truck Equipment for $41,598. Using the
lowest prices received from Hawkeye Truck and Henderson Truck Equipment the
total net cost for the replacement unit for 3203 is $87,883 and the net
replacement cost for unit 3204 is $94,382. A complete break down of the bids
received is attached for your review.
It is my recommendation to purchase the chassis units from Hawkeye Truck and
the dump boxes and under body blade from Henderson Truck Equipment by
funding the new units in the following way:
25054400 - 71 314 (Truck Replacement) $172,000.00
25054420 - 71416 (Plows) $ 10,265.00
Total Cost: $182,265.00
The over-budget cost of $265.00 charged to the snow and ice control budget for
plows will be covered by anticipated savings from the purchase of the three
replacement snow plows.
