Van Milligen, City Manager SUBJECT: US 20 (Devon Drive to Menards) Capacity Improvements Project -Phase II, Traffic Signal and Intelligent Transportation System Improvements Iowa DOT Project No. STP-A-020-9(187)--22-31 The US 20 (Devon Drive to Menards) Capacity Improvements Project -Phase II, Traffic Signal and Intelligent Transportation System Improvements was originally let through the Iowa DOT on January 15, 2007; however, due to some omissions in the technical specifications, all bids were rejected. Since that time the plans and specifications were reviewed to ensure that the proper technical documentation is incorporated and the Iowa DOT will be re-bidding the project. City Engineer Gus Psihoyos recommends City Council authorization of the public bidding procedure for the US 20 (Devon Drive to Menards) Capacity Improvement Project-Phase II, Traffic Signal and Intelligent Transportation System Improvements, approval of the construction documents and the estimate of probable cost, and further recommends that a public hearing be set for May 7, 2007. Van Milligen, City Mana r ~/~ FROM: Gus Psihoyos, City Engineer ~ f; ~\~ SUBJECT: US 20 (Devon Drive to Menards) Capacity Improvements Project -Phase II, Traffic Signal and Intelligent Transportation System Improvements Iowa DOT Project No. STP-A-020-9(187)--22-31 INTRODUCTION The enclosed resolutions authorize the public bidding procedure for the US 20 (Devon Drive to Menards) Capacity Improvements Project -Phase II, Traffic Signal and Intelligent Transportation System Improvements. BACKGROUND On July 7, 2006, the City Council approved (Res. 270-06) an agreement with the Iowa Department of Transportation (Iowa DOT) and the City of Dubuque (City) for the funding of the US 20 Capacity Improvements Project for the use of Iowa Clean Air Attainment Program (ICAAP) funding. Under ICAAP funding, 80 percent (80%) or $260,370 of the total eligible project items are reimbursable. Phase I of this project included the installation of fiber optic cable on US 20 from Devon Drive to Hill Street and then on various City streets from US 20 and Hill Street to City Hall. The Phase I contract was awarded to Volkens Excavating, Inc. in the amount of $189,855.00. Work on Phase I began on April 2, 2007 and is expected to be completed in 25 working days. DISCUSSION Phase II of this project involves camera installation and traffic signalization improvements on US 20 at the Menard's entrance, Iowa 32 (Northwest Arterial), Wacker Drive, John F. Kennedy Road, and Devon Drive. This Phase II project was originally let through the Iowa DOT on January 15, 2007; however, due to some omissions in the technical specifications, all bids were rejected by the Iowa DOT and the City Council (Resolution No. 146-07). Since that time, the plans and specifications were reviewed to ensure that the proper technical documentation is incorporated and the Iowa DOT will be re-bidding the project. The Dubuque Metropolitan Area Transportation Syste funding into the Transportation Improvement Program submitted the funding into the Statewide Transportation for authorization of the federal funds. Failure to execute a contract and file an acceptable Performance Bond and Certificate of Insurance within 30 days of the date of the approval for awarding the contract, as herein provided, will be just and sufficient cause for the denial of the award and the forfeiture of the proposal guarantee.
