Candace further recommends award of the contract for the Jule Transit Facility Sprinkler Repair Project to the only bidder, Continental Fire & Sprinkler, in the amount of $54,925, which is 12% under the engineer's estimate of probable cost. DISCUSSION This project will include upgrades to the sprinkler system, structural repairs related to the roof replacement and full roof replacement. The roof and sprinkler components were bid as separate contracts. The construction work will involve gutter and downspout replacement, masonry repair, parapet capos and metal flashing, rough lumber and sheathing with sprinkler head replacement, updated fire department connection, wood beam replacement, wall sub -drain system, tuckpointing and sealing, and column bollards. BID RESULTS The City of Dubuque received the following bids for the Jule Transit Facility Roof & Sprinkler Repair Project on July 8, 2014: Roof Replacement Contractor Base Bid 1 Bel Aire Home Improvement $ 148,968.80 2 Geisler Brothers $ 218,890.00 3 Giese Roofing & Architectural $ 198,890.00 4 Jim Giese Commercial Roofing $ 208,662.00 Sprinkler Replacement Contractor Base Bid Alternates Total 1 Continental Fire & Sprinkler $ 39,775.00 $ 15,150.00 $54,925.00 RECOMMENDATION I recommend that the contract for the Jule Transit Facility Roof Repair Project be awarded to Bel Aire Home Improvement of Platteville, Wisconsin in the amount of $148,968.80 which is 43% under the engineer's estimate of probable cost. I recommend that the contract for the Jule Transit Facility Sprinkler Repair Project be awarded to Continental Fire & Sprinkler of Davenport, Iowa, in the amount of $54,925.00 which is 12% under the engineer's estimate of probable cost. Architecture 1 Structural Engineering 1 Interiors June 11, 2014 Candace Eudaley-Loebach, MS Director of Transit Operations The Jule Public Transit 2401 Central Avenue Dubuque, IA 52001 RE: Recommendation on Award of Construction Contracts Candace Eudaley-Loebach, 1030 Main Street, Suite 101 Dubuque, Iowa 52001 515.583.4900 The Bids received on July 8, 2014 for the Roof Replacement and Sprinkler Updates for the Jule Transit Facility indicated a lot of interest from local and area contractors. We have reviewed the 5 bid results for the two contracts that were bid. The bids have indicated that the lowest responsive and responsible bidder for the Roofing and Masonry Bid is Bel Aire Home Improvement Co. LLC, 63 Means Drive, Platteville, Wisconsin, 53818. The lowest responsive and responsible bidder for the Sprinkler Bid is Continental Fire Sprinkler Company, 1216 West 76th Street, Davenport, Iowa, 52806. They both have completed other public projects of similar scope. Both are involved on projects we are currently working on or have completed in the past. We recommend that the Jule Public Transit accept the low bid submitted from Bel Aire Home Improvement in the base bid amount of $148,968.80 for Contract No. 1. The Unit prices for the rigid roofing insulation and plywood sheathing were $0.50/square foot and $0.40/square foot, respectively. These numbers are acceptable and shall become part of the contract. We recommend that the Jule Public Transit accept the bid submitted from Continental Fire Sprinkler Company in the base bid amount of $39,775.00 for Contract No. 2. We had contacted both Continental and Blackhawk, both Iowa firms, during the bid period to make them aware of the project. It is our recommendation that the Alternate 1 — Replace Sprinkler Heads, submitted as an Add $15,150.00 of should be accepted as part of the project. The total value of Contract No. 2 would be $54,925.00. As part of our standard process in bidding, we reviewed the qualifications and information provided by the low bidder and verified that they will honor their bid. Bel Aire Home Improvement Co. LLC, and Continental Fire Sprinkler Company will honor their bid and have the qualifications to accomplish the work. We are looking forward to the next stage in the renovation of the Jule Transit Facility and a very successful project. Let us know when you would like us to issue a notice to proceed.
