Appointments shall take into con- sideration the various racial, religious, cultural and social groups of the City. (1976 Code, § 21-18) Sec. 27-19. Officers*- The Commission created by this Article shall elect from its own membership, at its regular March meeting, its chairperson and vice chair- person, each to serve a term of one year. The chairperson shall appoint a secretary, who need not be a member of the Commission. The Com- mission shall fill vacancies among its officers for the remainder of the unexpired term. Compensation: The members of the Commission created By this Article shall serve w/thout compensation; provided, that, they may receive reimbursement for necessary travel, and other expenses while on official Commission business, and such shall be within the limits established in the City budget. Removal Of Members For Unexcused Absences: In the event a member of the Commission created by this Article has been absent for three (3) or more consecutive meetings without beAng excused by the chairperson, the Commission by majority vote may certify such fact to the City Council and petit/on the City Council to declare a vacancy by reason of such unexcused absence and appoint a successor to fill such vacancy. In order to determine the suitability of alternative materials and methods of installation; to provide for rea- sonable interpretations of the plumbing code, to serve as an appeal body for the decisions of the building official; to advise the city council on all plumbing regulations and procedures; and to provide for examining applicants for master plumbers and journeym,n plumbers licenses and issuing master plumber and journeyman plumbers licenses; there is hereby created the plumbing cede board. (b)Membershlp. The plumbing code board shall consist of five (5) members appointed by the city council. One member shah hold a license as a journeyman plumber of at least five (5) years experience; two (2) members shall be master plumbers who have engaged in the plumbing business as master plumbers for at least five (5) years in this city; the fourth member shall be one who holds a bachelor of science degree in the area of physical sciences; and the fifth member shall represent the public at large. (c) Term of office. The term of office of all board members shah be three (3) years. (d) Rules and regulations. The board shall make such rules and prescribe such procedures as may be reasonably necessary for its operation, except that such rules shah include the following: (1) Board chairperson. The chairperson of the board shah be a member of the board elected annually by a majority cf the board. (3) (4) (5) (6) (7) (g) (2) Secretary of the board. The building official, or the building official's (9) § 37-2 designee, shall be secretary of the board. The secretary shall arrange for meetings and prepare and keep such minutes and records and perform such other clerical work as the beard may direct. Quorum. Three (3) members shall con- stitute a quorum. The concurring vote of three (3) members of the board shall be necessary to pass any motion. Service until appointment of successor. Upon completion of the term of office, members of the plumbing code board shall continue to serve in their full capacity until the/r successor has been duly appointed. Meetings. The plumbing code board shall meet at least once every three (3) months upon call of the chairperson, secretary or city manager. Members of the plumbing code board shah attend at least two- thirds (2/8) of all scheduled meetings within a twelve-month period. If any member does not attend such prescribed number of meetings, it shall constitute grounds for the board to recommend to the city council that said member be replaced. Attendance. The attendance of all mem- bers shall be entered on the minutes by the secretary. Conformity with open meetings law. All meetings shah be held in conformance with provisions of the Iowa Open Meetings Law. Minutes. The plumbing code board shah file with the city council a copy of the minutes of each meeting of the board within ten (10) working days after such meeting. Administrative policies.
