City Engineer Gus Psihoyos recommends City Council authorization for the City of
Dubuque to submit a grant application to the State of Iowa for Traffic Safety
Improvement Program funding for the North Grandview Avenue and Delhi Street
Roundabout Intersection Improvement.
The total cost of this project is estimated at $650,000, of which $500,000 would be
requested as part of the grant. The City would need to provide $150,000, which would
be budgeted in Fiscal Year 2016, or seek other grant opportunities, such as Iowa Clean
Air Attainment Program funding. Construction would take place the summer of 2015.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Application Authorization for a Traffic Safety Improvement Grant to assist
with funding a proposed North Grandview Avenue and Delhi Street
Roundabout Intersection Improvement
INTRODUCTION
The attached resolution provides the authorization for the City of Dubuque to officially
submit an application for a Traffic Safety Improvement Grant to assist with funding a
proposed North Grandview Avenue and Delhi Street Roundabout Intersection
improvement.
BACKGROUND
Every year the Engineering Department meets with staff from the Iowa Department of
Transportation Office of Traffic and Safety to discuss and identify intersections having
safety and/or operational concerns. The intersection of North Grandview Avenue and
Delhi Street was identified due to the number of broadside crashes that occur. During
the site visit, the Office of Traffic Safety personnel suggested this intersection would be
a good candidate for a roundabout and suggested the City submit a traffic safety
application for project funding.
The North Grandview Avenue and Delhi Street intersection was not included as part of
the East-West Corridor Connectivity Study.
The section of University Avenue, from Pennsylvania Avenue to Loras Boulevard,
referred to as the "Overlap Section" in the East-West Corridor Study was recommended
for converting the three intersections along University Avenue to roundabouts. However,
the City does not have funding programmed in its current Five -Year Capital
Improvement Budget for construction related improvements within the four east -west
corridors identified, including the proposed roundabout intersections along the
University Avenue "Overlap Section". The current planning level cost projection to
construct a series of three roundabout intersections along the University Avenue
"Overlap Section" is approximately $6.5 million.
With the Traffic Safety Improvement Grant having a maximum allocation of $500,000
per recipient, this funding amount would not be sufficient to implement any of the

recommended East-West Corridor improvements, thus the University Avenue "Overlap
Section" was not recommended for grant consideration at this time.
DISCUSSION
This grant application is requesting funding from the State of Iowa's Traffic Safety
Funds. The location selected is along North Grandview Avenue, Delhi Street and Grace
Street. Currently this intersection is a five way stop and has operational delays during
peak travel times. A conceptual roundabout design (see attachment) was designed by
the City's consulting engineer to minimize the impact to adjacent property owners. The
roundabout concept was developed to accommodate various trucks, provide adequate
sight distance, and provide natural vehicle paths. This concept was created using an
aerial photo and is subject to modifications that include a minor shift in the circle
location or shape, alignment adjustments, and development of optimal entry/exit paths.
RECOMMENDATION
I recommend that the City submit the grant application with the Iowa Department of
Transportation for a Traffic Safety Improvement Grant to assist with funding a proposed
North Grandview Avenue and Delhi Street Roundabout Intersection improvement..
BUDGET IMPACT
The total cost of this improvement is estimated at $650,000.00 of which $500,000 would
be requested as part of the grant. If accepted, the Traffic Safety Improvement Program
funding would cover 77% of this cost and the City would need to provide $150,000
which would be budgeted in FY 2016 or seek other grant opportunities such as Iowa
Clean Air Attainment Program (ICAAP) funding. Construction would take place the
summer of 2015.
There is no other fee associated with the application process since the City is utilizing
the services of the East Central Intergovernmental Association (ECIA).
PUBLIC OUTREACH
Engineering Department staff will hold a public information meeting for the affected
business owners on August 1, 2014. Prior to this meeting, city staff called and sent
letters to all affected business owners informing them of the meeting.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution authorizing the filing of
the application with the Iowa Department of Transportation for Traffic Safety
Improvement Program funding for the proposed North Grandview Avenue and Delhi
Street Roundabout Intersection Improvement.

RESOLUTION AUTHORIZING THE FILING OF A GRANT APPLICATION WITH THE
IOWA DEPARTMENT OF TRANSPORTATION FOR TRAFFIC . SAFETY
IMPROVEMENTS FUNDING FOR THE CITY OF DUBUQUE NORTH GRANDVIEW
AVENUE AND DELHI STREET ROUNDABOUT INTERSECTION IMPROVEMENT
Whereas, the increasing growth of traffic volumes, along with operational and
safety concerns, at North Grandview Avenue, Delhi Street and Grace Street in the City
of Dubuque could be improved by a roundabout; and
Whereas, the City of Dubuque has determined that improvements to this
intersection, as recommended by the Iowa Department of Transportation office of Traffic
Safety, will improve traffic flow; and
Whereas, the City of Dubuque is seeking the necessary funding for project
implementation, and upon completion, in cooperation with the Iowa Department of
Transportation, be responsible for adequately maintaining and operating the project for
public use during the project's useful life.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA, THAT:
Section 1. The City files this grant application for funds through the Traffic Safety
Improvement Program to fund North Grandview Avenue and Delhi Street Roundabout
Intersection Improvement.
