Van Milligen, City Manager Port of Dubuque Utility Relocation and Extension Project - Phase II Sealed bids were received for the Port of Dubuque Utility Relocation and Extension Project - Phase Il. Public Works Director Mike Koch is recommending that the City accept Alternate Bid C, which provides 100-year storm level protection for the Port of Dubuque area. He further recommends that the contract be awarded to the Iow bidder, Fischer Excavating, Inc. in the amount of $908,591.98. This is slightly below the engineer's estimate. As it was not originally determined that there would need to be this level of stormwater work in the Port of Dubuque project, the next two phases of work does not, at this time, have funds budgeted. One of those phases will need to be done this summer, at an estimated cost of $265,000 for storm sewer, and the final phase will be built sometime in the future as development occurs in the Port of Dubuque. This summer's project will be done with savings realized when existing construction projects are bid, revenues which exceed expenditures, or rescheduling of current capital improvement projects. Koch, Public Works Director Port of Dubuque Utility Relocation and Extension Project - Phase INTRODUCTION The enclosed resolution provides for the award of the construction contract for the Port of Dubuque Utility Relocation and Extension Project - Phase I1. DISCUSSION The development of the utility infrastructure for the Port of Dubuque shall take place in phases. Phase 1, which was completed in August, 2001, included the relocation of City and public utilities within the footprint of the Mississippi River Discovery Center, and the extension of the utilities to Bell Street. Phase II extends sanitary sewer, storm sewer, watermain, and utility conduit to within five (5) feet of the hotel as required by the agreement with Platinum Hospitality Group, LLC. Phase 11 also extends sanitary sewer, watermain, storm sewer, and utility conduit to the south side of the convention center. Future phases will extend the utilities north along Bell Street as demanded by the convention center and other developments. Sealed bids were received on January 10, 2002. The Iow base bid was submitted by Fischer Excavating Inc. of Freeport, Illinois in the amount of $800,093.77. The bid is 0.98% over the engineer's base bid estimate. The base bid included a storm sewer sized to convey the 10-year recurrence storm event. Storm sewers designed to convey the 25- and 100~year recurrent storm events were bid as Alternates B and C respectively. We are recommending that the City select Alternate C, which includes all the additional materials and work to build a storm sewer system to handle the 100-year return period storm event. The difference between providing 10-year and 100-year protection is approximately $137,000 for this phase. Under the 100-year alternative, there would be very little stormwater on parking lots and Iow spots during the 100-year storm. The storm sewer was designed based on a river stage of 13 feet in the Harbor. It is unlikely that any buildings would be flooded during a lO0-year event with a storm sewer designed to convey the lO-year storm, There would be significant ponding in the streets and in parking lots; however, based on the uncertainty of the final layout and design of the remainder of the Port of Dubuque, it is recommended that this phase of the project be designed with the 100-year design storm sewer to allow for future flexibility in the design of the storm sewer system. Additional money for future phases will come from present and future construction project savings, reallocation of current and future CIP projects, and revenues which exceed expenditures. ACTION TO BE TAKEN The City Council is requested to adopt the attached resolution awarding the construction contract to Fischer Excavating, Inc. through the adoption of the enclosed resolution. Whereas, notice of hearing on plans, specifications, form of contract, and estimated cost was published as required by law. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the said plans, specifications, form of contract and estimated cost are hereby approved as the plans, specifications, form of contract and estimated cost for said improvements for said project. Whereas, said sealed proposals were opened and read on the 10th day of January, 2002, and it has been determined that the bid of Fischer Excavating, Inc. of Freeport, Illinois, in the amount of $908,591.98 was the lowest bid for the furnishings of all labor and materials and performing the work as provided for in the plans and specifications. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That the contract for the above improvement be awarded to Fischer Excavating, Inc. and the Manager be and is hereby directed to execute a contract on behalf of the City of Dubuque for the complete performance of the work. BE IT FURTHER RESOLVED: That upon the signing of said contract and the approval of the contractor's bond, the City Treasurer is authorized and instructed to return the bid deposits of the unsuccessful bidders.
