Rail Feasibility Study KeylineMEMORANDUM January 16,2002 TO: FROM: SUBJECT: The Honorable Mayor and City Council Members Michael C. Van Milligen, City Manager Request to Redirect Local Match to Feasibility Study KeyLine Transit had programmed $127,500 as a local match to purchase trolley vehicles for the Port of Dubuque and downtown area. This project did not receive any federal funding from the available statewide allocation. However, the City did receive $200,000 through a congressional appropriation for the purpose of conducting a Light Rail Feasibility Study, which requires a $50,000 local match. Economic Development Director Bill Baum is recommending that $50,000 of the $127,500 be redirected to provide the local match for the Light Rail Feasibility Study. I concur with the recommendation and respectfully request Mayor and City Council approval. Van Milligen, City Manager Bill Baum, Economic Development Director Request to redirect local match to Feasibility Study Purpose The purpose of this memo is to request permission to redirect local match from one transit project that lacks federal matching funds to another project that has secured federal matching funds. Background A congressional earmark for the City of Dubuque, in the amount of $200,000 was approved by Congress for the purpose of conducting a Rail Feasibility Study in FY 2002. The project requires $50,000 local match. KeyLine Transit has programmed $127,500 local match in FY 2002 for Trolley vehicles that did not receive federal funding from the statewide allocation. The rubber-tired trolley buses were programmed in anticipation of possible use in the Port of Dubuque and downtown Dubuque. The purpose of the Rail Feasibility study is to examine alternatives to address transportation needs in the Port of Dubuque and downtown Dubuque including the feasibility of rubber-tired trolley buses as a primary or secondary shuttle service. Recommendation I recommend redirecting $50,000 local match from the Trolley Bus project to the Rail Feasibility Study, with the intention of reprogramming additional local match for Trolley buses if supported by the recommendations of the feasibility study.
