AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the meeting
was being held in compliance with the Iowa Open Meetings Law.
CALL TO ORDER: The meeting was called to order by Vice Chairperson Suzanne Guinn at
5:10 p.m.
MINUTES: Motion by Wand, seconded by Gibbs, to approve the minutes of the November 15
and December 10, 2001 meeting as submitted. Motion carded by the following vote: Aye -
Kringle, Gibbs, Wand and Guinn; Nay - None.
DESIGN REVIEW: Application of Tim Woods/Vicky Bechen for a Certificate of Economic
Hardship to install vinyl siding on all four sides of structure located at 623-627 Arlington Street
in the W. 11th Street Historic Preservation District.
Motion by Wand, seconded by Gibbs, to approve the Certificate of Economic Hardship to
install vinyl siding on all four sides of structure located at 623-627 Arlington Street. Motion
carried by the following vote: Aye - Guinn, Wand, Kringle and Gibbs; Nay - None.
DESIGN REVIEW: Application of Preston Hobbs/Rick & Leslie Koehler for a Certificate of
Appropriateness to construct front porch located at 414-416 Loras Boulevard in the W. 11th
Street Historic Preservation District.
Rick Koehler presented his application to the Commission. He reported that the current
porch, which was constructed in the 1970s, is now in poor condition. He wants to replace the
porch with a new porch made of cedar with a roof that would extend 4'9" out from the building,
Commissioners Wand, Guinn and Gibbs requested specific information on the design of the
porch. Mr. Koehler reported that the new porch would be exact replica of the original porch.
For safety reasons, Mr. Koehler reported he plans to use a synthetic deck material for the
steps and deck of the porch, which is less slippery than cedar. The synthetic deck material

looks exactly like cedar. If this is not acceptable, he could use strips to help prevent slipping.
Lengthy discussion followed regarding the dimensions of the building materials for the porch.
Mr. Koehler reviewed the proposed dimensions of the building materials he plans to use to
build the pomh, all of which he felt would meet City building code requirements. Staff Member
Wernimont reported that the proposed porch is consistent with other porches in the
neighborhood.
Chairperson Terry Mozena arrived at 5:20 p.m.
Commissioner Guinn suggested that 6" by 6" support posts be used, which would be the
sturdiest, and are aesthetically more pleasing. Chairperson Mozena questioned if the roofline
would fall above the ornamental stone. Mr. Koehler said that the roof would begin above the
ornamental stone.
Motion by Guinn, seconded by Wand, to approve the Certificate of Appropriateness with the
following conditions: 1) Match the profile of the original porch; 2) Use 6" by 6" support posts
and 6" x 6" box beams to top with a 6' overhang; 3) remove two 2' by 4' brace from back of
spindles and add two posts to back of porch. Motion carried by the following vote: Aye -
Mozena, Guinn, Wand, Gibbs and Kringie; Nay- None.
DESIGN REVIEW': Application of Kathleen Freeman for a Certificate of Appropriateness to
redesign front porch located at 653-655 Bluff Street in the Cathedral Historic Preservation
District.
Kathleen Freeman stated that the present porch is a full-length porch, but is not the original
porch. She explained that her proposal is not to change the porch at this time, but to replace
the steps, columns and railing. She explained that she plans to do an open porch. Ms.
Freeman presented pictures of various porches, all containing similar elements.
Commissioner Gibbs commented that the pictures appear aesthetically correct and very
appropriate. Ms. Freeman noted that the porches shown in the photographs are not the same
as the original porch, but are very appropriate.
Staff Member Wernimont reported the Historic Preservation Commission previously approved
a Certificate of Appropriateness in 1994, a copy of which is included in today's packet. The
Certificate of Appropriateness approved the removal of the columns brick piers and sides of
the front porch in preparation for restoration of the wood floor and lattice underneath the
porch. Ms. Freeman reported today's request is to replace the columns and steps, which will
be wood. She explained that the cost to repair was almost exactly the same as replacement,
so they plan to replace the wood steps, decking and porch pillars. Discussion following
regarding the proposed plans for the porch and questions arose regarding the dimensions and
materials to be used. Chairperson Mozena asked that for future reference, all project plans
submitted to the Commission must contain the dimensions of the proposed project.

Commissioners and the applicant discussed the dimensions of the materials to be used for the
porch reconstruction. Ms. Freeman reported that at this time, she only plans to replace the
steps and columns. Alt wood will be painted and will be either cedar or treated lumber. Ms.
Freeman asked if the Commission was interested in copies of the pictures she presented
today. Commissioners indicated they would like copies of the photos. Commissioner Wand
suggested the latticework be approved underneath the porch with the angle going diagonally
with painted trim.
Motion by Guinn, seconded by Wand, to approve the Certificate of Appropriateness to include
the use of 8 x 8 posts chamfered fir posts as indicated with wrapping at bottom and joist below
bracket with minimal overhang 11" square. Motion carried by the following vote: Aye -
Mozena, Gibbs, Guinn, Kringie and Wand; Nay- None. Motion carried unanimously.
Ms. Freeman reported the roof over the back porch is leaking and needs to be reshingled.
She requested input from the Commission regarding the type of shingle they would
recommend. Staff Member Wernimont reported that John Allen had contacted him regarding
the replacement of these shingles, and he has given his approval, since the porch roof is not
visible from the public right-of-way. Chairperson Mozena and Commissioner Guinn asked if
they had considered Carriage House shingles, which carry a lifetime warranty and have a very
rich look to them. The Commission discussed the roofing shingle material of the front porch,
which is 3~tab asphalt. The possibility of going with a 3-tab shingle because it is at a Iow
angle and not very visible.
ITEMS FROM THE COMMISSION: The Commission discussed a letter to the City Manager
for reallocation of funding for Historic Preservation Grant Program. The National Trust has
awarded $2,500 for Preservation Service Fund to help fund the reproduction of the design
review guidelines.
Discussed memo about Historic Design Guidelines for Historic Structures.
Commission discussed Brian Frank and his compromise. After first of year notify Brian Frank
of the response.
Ken Kringle left at 6:30 p.m.
Commissioner Wand discussed Durrant and Town Clock Plaza.
Chairperson Mozena requested to re-open 414-416 Lores Boulevard to discuss paining of
porch.
Motion by Mozena, seconded by Wand, to approve the porch at 414-416 Loras to be painted
within two years. Motion carried by the following vote: Aye - Mozena, Gibbs, Guinn and
Wand; Nay-None.
