Dear Mayor and City Council Members:
The City of Dubuque Historic Preservation Commission has reviewed the above-cited
request. The application, staff report and related materials are attached for your review.
Discussion
Richard Haberkorn, owner and applicant, cited reasons supporting his request to
demolish a portion of the service station at 598 Central Ave. Mr. Haberkorn stated there
is an interior wall which bisects the middle of the later addition perpendicular to Ern
Street. He stated he is unaware of the bisecting wall material.
Assistant Planner David Johnson stated the portion of the building subject to demolition
is a later addition constructed of modern masonry materials.
There were no public comments.
The Historic Preservation Commission discussed the request, finding that the addition
does not have historical or architectural significance.

Recommendation
By a vote of 6 to 0, the Historic Preservation Commission recommends demolition of the
portion of the addition to 598 Central Avenue, noting that the portion of the addition
subject to demolition does not have architectural or historical significance; and because
the entire addition does not have architectural or historical significance, the existing
three outside walls and roof of the entire addition can be demolished; however, any
original wall should be maintained because it may have architectural significance.
A simply majority vote is needed for the City Council to approve the request for
demolition.

Phase III Architectural and Historical Survey Report-Downtown Dubuque, 2003
The findings of this report and evaluation have important consequences for the city's recently enacted
demolition district. Al] proposed demolitions within the district must be reviewed and approved by both the
Historic Preservation Commission (potentially historical buildings) and the City Council. The demolition
district ordinance states that all properties having architectural and historical interest must receive consideration
in this review process. Consequently, the findings of this report (see summary table below) add this significance
category to the accepted National Register of Historic Places criteria for significance.
Report Recommendations:
This report adds the following districts as being National Register eligible:
Millworking District, (Carr-Ryder-Adams/Fazley-Loetscher Industrial complex), White to Pine, 6`~ to
11 m streets.
Dld Town Residential District, 11 `~ to 18~', Washington to Central.
Upper Central Avenue Commercial District, Central from north end of 1400s through 18`t' Street,
connects with previously identified commercial district to north).
Upper Main Street, between 10~' and 12~' streets.
Iowa Avenue, 1100s block (this could well be combined with the adjacent Upper Main district).
The existing Upper Main Commercial District, Main, l Os' to 12~' was also re-evaluated for its remaining
integrity. Recommendations for additions to the district were made.
Master List of Surveyed Phase III Downtown Properties (excludes Old Town
addresses, apart from side streets)
Properties which were determined to be individually Narional Register eligible (DOE or "determination of
[National Register] eligibility") were documented by the preparation of a site sheet (this list excludes currently
listed properties). A "local" evaluation under the Historical column indicates that the building is of local
historical/architectural interest and that it merits consideration under the building demolition ordinance. A "c"
notation indicates that the building is contributing within a historical district, listed or proposed. An
"inves#igate" notation indicates that the building cannot be evaluated due to the presence of some type of metal,
permastone or other covering. These are known to be historical buildings beneath the coverings and many are
very eazly building examples. Properties which require further investigation are also marked "local" so that they
will be considered in the event of threatened demolition. No entry under historical means that the building is not
of architectural or historical interest.

DEMOLITION PERMIT STAFF REPORT

Staff Analysis: The applicant is seeking to demolish a portion of the service station
(hereinafter referred as the subject building). The service station was constructed circa
1900. The station does not appear until the 1909 -1936 Sanborn Map. The 1909 -
1936 Sanborn Map shows the subject building was originally used as an ofl9ce and
fronts 6th Street.
Site inspections of the property indicate extensive mod cations to the subject property;
however no evidence can be found through building pem~its. A 1984 building permit
only indicates repair to a masonry wall on a commercial building. The subject property
is constructed of textured brick and larger masonry; whereas the main portion of the
service station is constructed of typical soft brick.
The Building Department is currently enforcing on Mr. Haberkom for an unsafe
structure. Mr. Haberkom took ownership of the service station approximately one year
ago. Prior to that, Mr. Haberlcom leased the building from the Aspermont Company.
Mr. Haberkom explained the previous property owners neglected needed repairs.
Perhaps the largest contributor to the condition of the subject building is the on site
drainage. The applicant explained the parking lot was paved approximately ten years
ago. The new parking lot drained water towards the foundation of the subject building
causing significant structural damage to the outside walls. if repaired, contractors have
indicated the subject building would have to be entirely removed and rebuilt.
Staff has conducted a number of onsite inspections and verified the Building
Departments and Mr. Haberkom's concerns. Staff is of the opinion the subject building
has been modified and is not a character defining feature or architecturally significant.
Staff requests the Commission recommend the demolition of the subject building with
the condition that the remaining portion fronting 6th Street be repaired.
