SUBJECT: UDC Sign Review Advisory Committee -Additional Members
Planning Services Manager Laura Carstens recommends City Council approval of the
addition of Joe LoBianco and Tom Culbertson to the Unified Development Code (UDC)
Sign Review Advisory Committee.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: UDC Sign Review Advisory Committee -Additional Members
Introduction
The City has hired JEO Consulting Group to assist with updating the Zoning and
Subdivision Ordinances, and then combining them with the Historic Preservation
Ordinance and City sign regulations into a Unified Development Code {UDC). The City
Council confirms the membership for the Citizen Advisory Committee, the Sign Review
Advisory Committee, and the Bluffland Advisory Committee that have been organized
for this process.
Discussion
The Sign Review Advisory Committee will provide initial input on sign issues, react to
the first draft and the proposed final draft of the consolidated sign regulations, and then
forward recommendations to the Citizen Advisory Committee. The Planning Services
Department confirmed which previous members of this committee were interested in
continuing to serve. We also asked members of the Environmental Stewardship
Advisory Commission, Historic Preservation Commission, Housing Commission, Long
Range Planning Advisory Commission, Zoning Advisory Commission, and Zoning
Board of Adjustment if they would be interested in serving on the Citizen Advisory
Committee. The updated membership list is enclosed.
At their initial meeting, the Sign Review Advisory Committee suggested that we try to
broaden the committee to include additional members outside the sign industry, such as
in marketing and graphic arts. Two individuals are interested in joining the committee.
Joe LoBianco is Project Manager at Conlon Construction. Tom Culbertson is Creative
Director at Mission Creative.
Recommendation
I recommend that the City Council confirm the addition of Joe LoBianco and Tom
Culbertson to the UDC Sign Review Advisory Committee.
