On Thursday, May 3, 2007, there was an informal bid-letting for the Historic White
Water Creek Bridge Relocation Project - Phase I Bridge Relocation to Dubuque
Industrial Center West.
There was one bid received in the amount of $76,080, which is significantly greater than
the $17,600 estimate of probable cost.
City Engineer Gus Psihoyos is recommending removal from the agenda of Items to be
Set for Public Hearing Item #2, White Water Creek Bridge Relocation Project -Phase
III.
Gus Psihoyos recommends that Public Hearing Item #3, White Water Creek Bridge
Project -Phase II -Lead Paint Removal, Cleaning and Painting, proceed so that the
City can continue to refine cost estimates to determine possible funding sources.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

On Thursday, May 3, 2007, there was an informal bid-letting for the Historic
White Water Creek Bridge Relocation Project - Phase I Bridge Relocation to
Dubuque Industrial Center West.
There was one bid received in the amount of $76,080, which is significantly

ACTION TO BE TAKEN
Due to insufficient funding to complete this project, it is recommended that
Historic White Water Creek Bridge Relocation Project -Phase III, Bridge
Abutment & Relocation to Bergfeld Pond, that is to be initiated on May 7, 2007 be
pulled from the City Council agenda.
Additionally, at the May 7, 2007 City Council meeting, there is a public hearing
scheduled on Phase II -Lead Paint Removal, Cleaning and Painting of this
project. It is recommended that this public hearing and the subsequent bid-
letting (May 10) be held to have a better understanding of the bid proposals for
the Phase II work. Should there be insufficient funds, bids for the Phase II work
will be rejected. Staff will then review alternate options to fund the project at a
later date.

INTRODUCTION
The enclosed resolutions authorize the public bidding procedure for the Historic White
Water Creek Bridge Relocation Project, Phase III -Bridge Abutments and Relocation
Over Bergfeld Pond.
BACKGROUND
This historic bridge was constructed in 1872 as part of an approach span for a bridge
over the Mississippi River at Dubuque. It later was relocated to White Water Creek near
Cascade. In the 1990's Dubuque County determined the bridge was no longer able to
handle vehicular traffic and had to be replaced. In 1998, the City of Dubuque agreed to
accept ownership of the bridge from Dubuque County, and to preserve it through reuse
on a bike/hike trail within the City.
In 2005, the State Historical Society of Iowa (SHSI) awarded a $30,000 Historic
Resource Development Program (HRDP) grant to the City for relocation of the historic
bridge from its current Cascade location to the Bergfeld Recreation Area in the
Dubuque Industrial Center West. In 2006, the SHSI awarded the City an additional
$55,250 from the Historic Site Preservation Grant (HSPG) Program to rehabilitate the
bridge. The HSPG program provides funds to acquire, repair, rehabilitate, and develop
historic sites that preserve, interpret, or promote Iowa's cultural heritage.
DISCUSSION
The Historic White Water Creek Bridge Relocation Project consists of three (3) phases.
- Phase I will relocate the bridge from its current Cascade location to temporary
staging area at the Bergfeld Recreation Area. Through an informal bid process, bid
proposals will be received on May 3~d for Phase I.
- Phase II will include the removal and disposal of lead paint, cleaning and applying
new paint on the bridge structure. Bid proposals will be received on May 10, with
City Council award approval scheduled for May 21.
- Phase III will construct new bridge support abutments and the relocation and
placement of the bridge over the Bergfeld Pond, on the north side, near the
playground area and restroom facilities. The final phase will also include the
installation of new bridge decking, approach sidewalks and pedestrian railing along
with interpretive signage and lighting. Attached is an aerial location map which
shows the proposed placement location of the bridge at Bergfeld Pond.
The City has retained NNW, Inc. of Iowa City, Iowa, to assist with the preparation of the
construction documents for the Historic White Water Creek Bridge Relocation Project.
The City has also received all the appropriate permits and approvals from the Corps of
Engineers, Iowa DNR and the State Historical Preservation Office to proceed with the
project.

Although the preliminary estimate of total cost for the Historic White Water Creek Bridge
Relocation Project is slightly greater than the available funding, the cost estimate
includes a 10% contingency and staff is optimistic that bid proposals will be within
budget.
RECOMMENDATION
I recommend that the City Council give approval of the construction documents and the
estimate of probable cost and to establish May 21, 2007 as the date of the public
hearing and hereby authorize the City Clerk to advertise for bid proposals.
ACTION TO BE TAKEN
The City Council is requested to establish the date of the public hearing, and authorize
the City Clerk to advertise for bid proposals through the adoption of the enclosed
resolutions for the Historic White Water Creek Bridge Relocation Project, Phase III -
Bridge Abutments and Relocation Over Bergfeld Pond.

Relocation Over Bergfeld Pond (the Project) and ordered the same to be on file in the
office of the City Clerk for public inspection.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a public hearing will be held on the 21St day of May, 2007, at 6:30 p.m. in
the Public Library Auditorium at which time interested persons may appear and be

NOTICE IS HEREBY GIVEN: The City Council of the City of Dubuque, Iowa will
hold a public hearing on the proposed plans, specifications, form of contract and
estimated cost for the White Water Creek Bridge Relocation Project -Phase III, Bridge
Abutments and Relocation Over Bergfeld Pond, in accordance with the provisions of
Chapter 26, Code of Iowa, at 6:30 p.m., on the 21st day of May, 2007, in the Public
Library Auditorium, 360 West 11th Street, Dubuque, Iowa. Said proposed plans,

PHASE III, BRIDGE ABUTMENTS AND RELOCATION OVER BERGFELD POND
Time and Place for Filing Sealed Proposals. Sealed bids for the work comprising
each improvement as stated below must be filed before 2:00 p.m. on 7th day of June,
2007, in the Office of the City Clerk, City Hall -First Floor, 50 West 13th Street,
Dubuque, Iowa.
Time and Place Sealed Proposals will be Opened and Considered. Sealed
proposals will be opened and bids tabulated at 2:00 p.m. on the 7 day of June, 2007,
at City Hall - Conference Room B, 50 West 13th Street, Dubuque, Iowa, for
consideration by the City Council (Council) at its meeting on the 18th day of June, 2007.
The City of Dubuque, Iowa, reserves the right to reject any and all bids.
Time for Commencement and Completion of Work. Work on each improvement
shall be commenced within 10 days after the Notice to Proceed has been issued and
shall be fully completed by September 14, 2007.
Bid Security. Each bidder shall accompany its bid with a bid security as security that
the successful bidder will enter into a contract for the work bid upon and will furnish after
the award of contract a corporate surety bond, acceptable to the governmental entity,
for the faithful performance of the contract, in an amount equal to one hundred percent
of the amount of the contract. The bid security shall be in the amount of ten percent
(10%) of the amount of the contract and shall be in the form of a cashier's check or
certified check drawn on astate-chartered or federally chartered bank, or a certified
share draft drawn on astate-chartered or federally chartered credit union, or the
governmental entity may provide for a bidder's bond with corporate surety satisfactory
to the governmental entity. The bid bond shall contain no conditions excepted as
provided in this section.
Contract Documents. Copies of the construction documents may be obtained at the
Engineering Department, City Hall -Second Floor, 50 West 13th Street, Dubuque, Iowa
52001. No plan deposit is required.
Preference for Iowa Products and Labor. By virtue of statutory authority, preference
will be given to products and provisions grown and coal produced within the State of
Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes.
Sales Tax. The bidder should not include sales tax in its bid. A sales tax exemption
certificate will be available for all material purchased for incorporation in the project.
