City Engineer Gus Psihoyos recommends initiation of the bidding process for the US 52
North Storm Sewer Improvement Project, and further recommends that a public hearing
be set for May 21, 2007.

INTRODUCTION
The enclosed resolutions authorize the public bidding procedure for the US52 North
Storm Sewer Improvement Project.
BACKGROUND
In the fall of 1993, Flexsteel Industries, Dubuque County, and the City of Dubuque
officially formed a partnership to address the inadequate drainage in the vicinity of
Flexsteel. The City and County each committed to funding an equal third, up to
$100,000, for the improvement project that was recommended by IIW Engineers. The
project was completed in the winter of 1995 for $301,672.99. The project consisted of
the construction of a levee, detention area, and pump station to handle stormwater from
Olympic Heights, Highway US52, and Jackson Street. Figure 1 shows the components
of the stormwater drainage plan established in 1995.
In 1998, the City discovered that debris had filled the storm sewers that convey
stormwater from Olympic Heights and US52 to the pump station. While storm sewers
are typically designed to pass sediment that naturally passes through a watershed, the
gradient, or slope, of the existing storm sewers and the high water table makes them
susceptible to debris buildup. A Fiscal Year 1999 appropriation of $338,000 was
established for drainage improvements.
It was important to design a system not susceptible to the buildup of debris. The levee
constructed in 1995 proved effective at preventing the flow of groundwater from north to
south of the levee. As a result, it was possible to lower the water surface elevation south
of the levee by reconfiguring the pump station. A lower water surface elevation would
allow two things: storm sewers less susceptible to debris buildup and a detention basin
with increased storage volume.

The drainage improvements in the vicinity of Flexsteel were split into three projects. The
first project involved the excavation of the existing Flexsteel detention basin to increase
the available storage volume. It was completed in the fall of 1999 for $32,760.26. The
second project, completed in the spring of 2001 for $70,205.91, involved adding a
second pump to the pump station with the capability of lowering the water surface
elevation two feet below the level previously achieved level established in 1995. The
last phase involves storm sewer reconstruction.
In addition to the storm sewer improvements associated with the US52 North Storm
Sewer Improvement Project, planned additional improvements involve adding ten
additional catch basins to better drain US52. When complete, the current number of
catch basins on US52 will be doubled.

The Iowa DOT has indicated that the second project could include substantial IDOT
funding support. In addition, it can be done in conjunction with IDOT's resurfacing of
US52 from W. 32"d Street to the NW Arterial.
DISCUSSION
The US52 North Storm Sewer Improvement Project consists of replacing a 24-inch
diameter storm sewer with a 48-inch diameter storm sewer from the Flexsteel Pumping
Station to US52. It will alleviate the ponding condition shown in Figure 3 below. With
jurisdiction over US52, the IDOT also has an interest in adequate stormwater drainage
of the highway. As a result, IDOT has indicated that the project is eligible for minor
IDOT cost sharing.

RECOMMENDATION
I recommend that the City Council establish the date for the public hearing and
authorize the City Clerk to advertise for bids for the US52 North .Storm Sewer
Improvement Project.
BUDGET IMPACT
The project will be funded by the following:
Balance of CIP#1001122, Jackson & Aquin Drainage: $165,560
Portion of CIP#7201810, US 52 Storm Sewer: $228,000
According to the guidelines provided by District Engineer, Jim Schoebelen provided in
January of 2006, up to $50,000 in project costs are eligible for IDOT funding. The actual
amount will depend on a negotiated agreement with IDOT.
The remaining balance of US 52 Storm Sewer will be reserved for addition storm sewer
improvements to be done in conjunction with the IDOT resurfacing of US52 North.
ACTION TO BE TAKEN
The City Council is ,requested to establish the date for the public hearing and to
authorize the City Clerk to advertise for proposals for the US52 North Storm Sewer
Improvement Project through adoption of the attached resolutions.

That the proposed plans, specifications, form of contract and estimated cost for

$310,649.00, are hereby preliminarily approved and ordered filed in the office of the City
Clerk for public inspection.

to be on file in the office of the City Clerk for public inspection.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY

That a public hearing will be held on the 21St day of May, 2007, at 6:30 p.m. in
the Public Library Auditorium at which time interested persons may appear and be

each bid shall be in an amount which shall conform to the provisions of the Notice to
Bidders hereby approved.
That the City Clerk is hereby directed to advertise for bids for the construction of
the improvements herein provided, by publishing the attached Notice to Bidders to be
published in a newspaper having general circulation in the City of Dubuque, Iowa, which
notice shall be published more than twenty days but not more than forty-five days

NOTICE IS HEREBY GIVEN: The City Council of the City of Dubuque, Iowa will
hold a public hearing on the proposed plans, specifications, form of contract and
estimated cost for the US52 North Storm Sewer Improvement Project, in accordance
with the provisions of Chapter 26, Code of Iowa, at 6:30 p.m., on the 21St day of May,
2007, in the Public Library Auditorium, 360 West 11tt' Street, Dubuque, Iowa. Said
proposed plans, specifications, form of contract and estimated cost are now on file in
the office of the City Clerk. At said hearing any interested person may appear and file

NOTICE TO BIDDERS
CITY OF DUBUQUE PUBLIC IMPROVEMENT PROJECT
US52 NORTH STORM SEWER IMPROVEMENT PROJECT
Time and Place for Filing Sealed Proposals. Sealed bids for the work comprising
each improvement as stated below must be filed before 2:00 p.m. on the 31St day of
May, 2007, in the Office of the City Clerk, City Hall -First Floor, 50 West 13t" Street,
Dubuque, Iowa.
Time and Place Sealed Proposals will be Opened and Considered. Sealed
proposals will be opened and bids tabulated at 2:00 p.m. on the 31S day of May, 2007,
at City Hall - Conference Room B, 50 West 13t" Street, Dubuque, Iowa, for
consideration by the City Council (Council) at its meeting on the 18t" day of June, 2007.
The City of Dubuque, Iowa, reserves the right to reject any and all bids.
Time for Commencement and Completion of Work. Work on each improvement
shall be commenced within 10 days after the Notice to Proceed has been issued and
shall be fully completed by October 12, 2007.
Bid Security. Each bidder shall accompany its bid with a bid security as security that
the successful bidder will enter into a contract for the work bid upon and will furnish after
the award of contract a corporate surety bond, acceptable to the governmental entity,
for the faithful performance of the contract, in an amount equal to one hundred percent
of the amount of the contract. The bid security shall be in the amount of ten percent
(10%) of the amount of the contract and shall be in the form of a cashier's check or
certified check drawn on astate-chartered or federally chartered bank, or a certified
share draft drawn on astate-chartered or federally chartered credit union, or the
governmental entity may provide for a bidder's bond with corporate surety satisfactory
to the governmental entity. The bid bond shall contain no conditions excepted as
provided in this section.
Contract Documents. Copies of the construction documents may be obtained at the
Engineering Department, City Hall -Second Floor, 50 West 13t" Street, Dubuque, Iowa
52001. No plan deposit is required.
Preference for Iowa Products and Labor. By virtue of statutory authority, preference
will be given to products and provisions grown and coal produced within the State of
Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes.
Sales Tax. The bidder should not include sales tax in its bid. A sales tax exemption
certificate will be available for all material purchased for incorporation in the project.

Conference Room A, City Hall, 50 W. 13th Street, Dubuque, Iowa. Attendance by all
prospective bidders is not mandatory but highly recommended.
