INTRODUCTION
The enclosed resolution is in reference to the public hearing on the Historic White Water
Creek Bridge Relocation Project, Phase II -Lead Paint Removal, Cleaning and Painting.
BACKGROUND
This historic bridge was constructed in 1872 as part of an approach span for a bridge
over the Mississippi River at Dubuque. It later was relocated to White Water Creek near
Cascade. In the 1990's Dubuque County determined the bridge was no longer able to
handle vehicular traffic and had to be replaced. In 1998, the City of Dubuque agreed to
accept ownership of the bridge from Dubuque County, and to preserve it through reuse
on a bike/hike trail within the City.
In 2005, the State Historical Society of Iowa (SHSI) awarded a $30,000 Historic
Resource Development Program (HRDP) grant to the City for relocation of the historic
bridge from its current Cascade location to the Bergfeld Recreation Area in the
Dubuque Industrial Center West. In 2006, the SHSI awarded the City an additional
$55,250 from the Historic Site Preservation Grant (HSPG) Program to rehabilitate the
bridge. The HSPG program provides funds to acquire, repair, rehabilitate, and develop
historic sites that preserve, interpret, or promote Iowa's cultural heritage.
DISCUSSION
The Historic White Water Creek Bridge Relocation Project will consist of three (3)
phases.
- Phase I will relocate the bridge from its current Cascade location to temporary
staging area at the Bergfeld Recreation Area.
- Phase II will include the removal and disposal of lead paint, cleaning and applying
new paint on the bridge structure.
- Phase III will construct new bridge support abutments and the relocation and
placement of the bridge over the Bergfeld Pond, on the north side, near the
playground area and restroom facilities. The final phase will also include the
installation of new bridge decking, approach sidewalks and pedestrian railing along
with interpretive signage and lighting.
BUDGET IMPACT
The estimate of probable cost for the Historic White Water Creek Bridge Relocation
Project, Phase II -Lead Paint Removal, Cleaning and Painting is summarized as
follows:

I recommend that the City Council approve the plans, specifications, form of contract

Phase II -Lead Paint Removal, Cleaning and Painting.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the proposed plans, specifications,. form of contract and estimated cost for
the Historic White Water Creek Bridge Relocation Project, Phase II -Lead Paint
Removal, Cleaning and Painting, in the estimated amount $30,800, are hereby
approved.
