Planner 50 West 13th Street Dubuque, IA 52001-4864 Re: City Precinct and Ward Plan Approval Dear Mr, Hemenway: As you know, my office is responsible for reviewing and approving all city reprecincting and ward plans. Under Iowa law, there are several technical and legal requirements that each plan must satisfy before the plan can be approved. My office has worked closely with the non-partisan Legislative Service Bureau and the Iowa Attorney General's office to make sure that all of these requirements have been satisfied by each plan before it is approved. My staff, with the guidance of the Legislative Service Bureau, has completed its rtcvSew of the precinct and ward plan you have submitted for the City of Dubuque. The plan appears to meet all applicable requirements, and I am pleased to convey approval of your plan. Under Iowa Code section 49.7, the new precincts become effective January 15, 2002. To the extent the new precincts and new wards differ from the old precincts and old wards, the old precincts and old wards must be used for aH elections before January 15, 2002.
