Van Milligen, City Manager SUBJECT: Pet Park In response to citizen complaints at the April 16, 2007 City Council meeting about barking dogs at the Pet Park, the City Council referred the matter to the City Manager. Leisure Services Manager Gil Spence is recommending some remedial steps at the site off of Grandview Avenue to mitigate the problem: 1. Adjust the hours of the park to 8:00 a.m. to 8:00 p.m., from the current 8:00 a.m. to 9:00 p.m. 2. Screen the fence at the entrance to the Pet Park at a cost of $348. It is felt that most of the barking comes from dogs in the park as new dogs approach the entrance. 3. Gil Spence is researching to see if requiring muzzles would reduce barking. 4. Staff continues to look at site alternatives for either another dog park or as a replacement to this dog park, depending on City Council direction related to this question. In the memorandum below dated may 3rd 2007.The city manager writes "Staff continues to look at site alternatives for either another dogpark or as a replacement to this dog park, depending on City Council direction related to this question" The troubling part of this statement is "for either another dog park" In reviewing a video of the April 16d' council meeting, the direction of the city council. seems clear. Here (in chronological order) are some direct quotes of council members from that meeting. Miss Braig: "I think we need to move it because I think we need a much bigger place" Miss Michalski: "Parking along Grandview at a busy time was not terribly safe" Miss Cline: "I agree with council member Braig that we need a bigger area" Mr. Jones: "I suggest that our consensus be that we develop a budget proposal to relocate the park in the next fiscal year if we can manage a way to do that" Mr. Buol: "I think we should limit the time that that park is open between now and the time we can find a new location" Miss Michalski: "What my suggestion was going to be is that we refer this matter to the city manager but with the recommendation that another solution be found no later than, and I was hoping that someone could come up with a reasonable date". Mr. Jones: " I suggest that we refer it to staff with the direction that we work with the neighborhood to come up with a reasonable schedule of operation for the time being and that we move as quickly as reasonably possible to a permanent solution of relocation" Miss Cline:" There is no way we're going to be able to fix this" We believe these statements from the April 16~' council meeting show that the council members and the mayor are in favor of closing the park when a new one is developed. We are respectfully requesting that the City council clarify in a statement to the residents of lower aspen ct. that the city will close the North Grandview Dog Park as soon as a new park is developed. Van Milligen, City Manager j SUBJECT: Pet Park In response to citizen complaints at the April 16, 2007 City C barking dogs at the Pet Park, the City Council refen'ed the matter to the City Manager. Leisure Services Manager Gil Spence is recommending some remedial steps at the site off of Grandview Avenue to mitigate the problem: 1. Adjust the hours of the park to 8:00 a.m. to 8:00 p.m., from the current 8:00 a.m. to 9:00 p.m. 2. Screen the fence at the entrance to the Pet Park at a cost of $348. It is felt that most of the barking comes from dogs in the park as new dogs approach the entrance. 3. Gil Spence is researching to see if requiring muzzles would reduce barking. 4. Staff continues to look at site alternatives for either another dog park or as a replacement to this dog park, depending on City Council direction related to this question. Costs related to another site will delay any implementation to next fiscal year. Mic ael C.
