Van Milligen, City Manager SUBJECT: Port of Dubuque Design Review -Port of Dubuque Public Parking Ramp According to the Port of Dubuque Master Plan, the Port of Dubuque Design Review Committee (formerly referred to as the 4~' Street Peninsula Work Group) shall review building plans for the Port of Dubuque and make recommendations to the City Manager. Design approval, based on a review of the application materials, will be issued by the City Manager. I have exercised this authority for projects in the Port of Dubuque and will continue to do so. However, while I like the design of the Port of Dubuque Public Parking Facility and I have received a recommendation for approval from the Design Review Committee, I would {ike input from the City Council prior to giving final approval because this is a publicly-owned, operated, financed and constructed facility. _ i =~ ~ ~, Michael C. The parking facility design booklet and initial staff review are also enclosed for your review. Kevin Eipperle, Chris Wand, Andrew Busch and Gary Schulte were present to address the Port of Dubuque Design Review Committee on behalf of the Durrant Group. Committee Members Laura Carstens, Dave Heiar, Gus Psihoyos, Rick Dickinson, Jerry Enzler, Cindy Steinhauser and Staff Member Dave Johnson were also present. Chris Wand presented the Port of Dubuque Public Parking Facility and reviewed the design booklet with the Port of Dubuque Design Review Committee. Mr. Wand explained that because of the connectivity to the mixed use development the parking facility incorporates many of the same design features. He explained the ramp includes an additional bay on the west side which is designed to allow future condominiums to be constructed above it. He explained the parking facility is accessed off of Bell Street and has one entrance lane and two exit lanes. The entrance and exit lanes are designed to allow the possibility of a future pay booth to be installed. Mr. Wand explained that the parking facility will accommodate over 1,100 vehicles on four levels. Mr. Wand stated that mechanical equipment, offices and restrooms are provided on the first floor of the parking ramp. He stated that the public corridors throughout the mixed use development lead directly to the restroom facilities. The parking ramp currently is proposed to have nine-foot wide stalls. The parking ramp is designed as an "open parking garage" per the International Building Code. He explained the facility will have four stair towers and two elevators. Mr. Wand reviewed the second, third and fourth level parking facility plans. He noted traffic is reversed on the second, third and floors from the first floor to increase traffic efficiency. He explained the amount of fan and louver space needed to vent the parking facility is significant and consequently the ventilation shafts extend slightly higher than the stair towers. Mr. Wand stated that Durrant is considering mimicking the Port of Dubuque Design Review -Port of Dubuque Public Parking Facility Page 2 pavilion effect from the mixed use development on top of the exhaust towers which will blend in with the mixed use development. Mr. Wand noted the towers would mostly likely be brick; however, the arches would replicate the same roof form. Committee Member Carstens reported that. Committee Member Sue Czeshinski had emailed her that she liked the design. Committee Member Carstens questioned whether there were any special considerations that need to be made with regard to ADA accessibility in a parking ramp. Mr. Wand explained that parking ramps are treated the same as surface parking in terms of number of spaces, and approximately 24 spaces will be required for the parking facility. Mr. Wand explained that the exterior appearance of the parking facility will mimic and compliment the mixed use development. He explained the same building materials being used in the mixed use development will be used in the parking facility. He explained the parking facility will utilize limestone, precast panels, brick and glazed glass. The glazed glass in the stair towers will match the glass in the mixed used development. He explained many of the design features from the mixed use development were carried over to the parking facility, noting the arched limestone used on the first floor and precast panels. Committee Member Steinhauser noted that the parking facility design being considered by the Port of Dubuque Design Review Committee may not be the final design. She explained that the City Manager is interested in seeing additional articulation along the outside of the facility. She specifically cited the possibility of additional arched roof elements to mimic the mixed use development. Mr. Wand supported Committee Member Steinhauser's comments, noting they are seeking direction from the Committee on the principal elements of the design. Committee Member Steinhauser noted the City Manager's main concern is on the portion of the parking ramp visible from the Third Street overpass. She explained that corner of the parking ramp is a prominent feature as you travel the Third Street overpass. The Committee reviewed the renderings of the proposed parking facility and the context of surrounding development as viewed from the Third Street overpass. Committee Member Carstens reviewed the Port of Dubuque Design Standards for parking ramps. Some Committee Members explained they were in favor of the current design, as proposed. The Committee noted that Durrant will have to come before the Port of Dubuque Design Review Committee for review and approval of the project signage. Motion by Dickinson, seconded by Enzler, to recommend approval of the Port of Dubuque parking facility and to forward the design to the City Manager for final review and approval. Motion carried by the following vote: Aye -Carstens, Heiar, Psihoyos, Dickinson, Enzler, Steinhauser; Nay -None. Attachments Prepared by Dave Johnson, Assistant Planner Port of Dubuque Design Review -Public Parking Facility The project includes a four (4) level open parking ramp which provides approximately 500,000 square feet of parking space. The ramp will accommodate 1100 vehicles and connect the new Diamond Jo Casino and mixed-use development. Design Standards: The design standards for the Port of Dubuque {POD) have two components that apply to the parking facility: Built Form and Public Realm. The City Manager may modify the schedule or application of the design standards. A property owner who is aggrieved by the City Manager's decision may apply to the City Council for review thereof. The City Council may then modify the schedule or the application thereof. Built Form: a. Parking Structures -Parking decks and ramps shall be designed in compliance with these design standards in order to appear compatible with and similar to other nonresidential buildings: • The ground floor fagade abutting any public street or sidewalk shall be designed and architecturally detailed to resemble acommercial/office building. The Port of Dubuque Parking Facility was designed in conjunction with the mixed-use development. The parking ramp incorporates similar design elements of the mixed-use development. The parking ramp uses the same building materials as the mixed-use development. It will accommodate 1100 vehicles and connect the Diamond Jo at two locations and wil! also be connected to the mixed-use development. The ramp can be accessed from Bell Street and Ice Harbor Drive. • Where possible, the ground floor abutting a public street or sidewalk should include commercial or office uses. The proposed parking ramp does not include office or commercial uses on the ground floor. • The design of upper floors shall ensure that sloped floors do not dominate the appearance of the facade. The parking ramp continues many of the same design features as the mixed-use development. The facade articulation will ensure that sloped floors do not dominate the appearance of the facade. • Windows and openings shall be provided that echo those of nearby buildings and the Design Vocabulary. The parking ramp is designed as an open parking ramp. Tinted glass to match the g/ass in the mixed-use development will be incorporated into the four (4) stair towers. Arched opening accessing the ramp will be constructed in the same design and materials as the limestone arches framing the mixed-use developments storefronts. Public Realm: Information pertaining to the public realm design components of the parking facility has not been submitted. The facility will accommodate over 1,100 vehicles on four levels. The floor-to-floor elevations between each level (15'-0" from Level 1 to Level 2 and 14'-0" between each successive level) have been established to match the planned development and each level has a direct connection to the Diamond Jo at two locations. The levels are connected by express ramps in series rather than stacked to facilitate faster exiting after major events. Walker Parking Consultants is under contract to provide consulting regarding traffic flow, parking arrangement and other design considerations, drawing on their expertise in parking facility design. The facility will be free of charge and have entrances/exits to Bell Street and Ice Harbor Drive. Each level is approximately 125,000 square feet for a total square footage of approximately 500,000 square feet. This total does not include an additional structural bay that is being designed at the west end of the southern section. This bay will be designed to support up to five (5) levels of condominiums above it. Code Issues: The facility will be Type II-B construction and has been designated as an "open parking garage" per the 2003 International Building Code (2003 IBC). The northern section will eventually abut the planned development. At that time, the development will provide a 3-hour fire rated separation. The facility is separated from the shared property lines with the Diamond Jo and Durrant by a minimum of 10'-0" to allow unprotected openings on those facades, provide the amount of exposed perimeter to meet the code requirement for an open parking garage, and the opportunity to meet the opening requirements. It also opens up the possibility of naturally ventilating the southern portion of the facility. Due to the enveloping of the northern section of the facility by the planned development, mechanical ventilation will be provided along the north side to maintain air quality in that area. Discussions are on- going with the code official and fire department representative on other code related issues and Howe Engineers is under contract to assist with evaluating the life safety systems. Amenities: The facility will have four (4) stair towers and two (2) elevators for ease of access to each level. Public restrooms will be provided on the main level and will include two (2) men's restrooms, two (2) women's restrooms and three (3) family restrooms. The majority of these restrooms will be accessed from the rear of the planned development eventually. Until the development is built, these will be accessed from vestibules on the face of the parking facility. Another feature will be a snow chute from the top level to the main level for ease of snow removal. A maintenance area will be provided under the first express ramp and include storage, an office, mechanical and electrical rooms and a staff restroom. Other amenities such as hose bibs for cleaning, lighting and electrical outlets will be covered in other sections of this booklet. Exterior/Interior Appearance: The exterior appearance of the facility will be somewhat driven by the planned development that is connected to and envelopes it. Additionally, the potential additional bay to the west mentioned previously may someday have condominiums above it that may match the rest of the development. The exterior skin of the facility will be a combination of brick, limestone, colored precast, and metal on the surface of precast panels hung from the structure. Concrete beams and columns will be concealed wherever possible and appropriate. On the interior, the exposed Port of Dubuque Parking Facility The Durrant Group April 18, 2007 Page 4 ~ Architectural Narrative structure and infrastructure (i.e. electrical conduits, sprinkler piping, etc.) will be painted a light color. The large floor- to-floor heights will improve opportunities for signage, visibility and patron comfort. Refer to the exterior images contained elsewhere in this document. Landscaping: The site area remaining after the parking facility is constructed will be minimal. On the south and west, a strip approximately 10-feet wide will remain while the north side will be on the property line. This holds true for portions of the east and west sides as well. Therefore, minimal landscaping opportunities exist. Where some site is left exposed, very little sunlight and rainfall will reach any plantings that might be placed there. For these reasons, the exposed areas will see mostly low ground cover that can survive without a lot of sunlight or water. There is not enough room to plant trees or shrubs of any substance. Planters are being considered as part of the building fa4ade on the main level. Leadership in Energy and Environmental Design (LEED) Initiative: With the city's focus on sustainable design, the facility is being evaluated as it relates to the LEED certification program. The LEED checklist was reviewed. Credits were examined to determine whether or not they were already being achieved through the current approach to design or could be achieved with minor adjustments to design M philosophy. The cost implications of the possible improvements are being established so the city can make an informed decision as to how to proceed. LEED principles will be followed wherever feasible, even if the decision is to not pursue LEED certification. 1 Port of Dubuque Parking Facility The Durrant Group April 18, 2001 Page 5 t r I Narrative Struc u a Foundation System: Based on a comparison of recent construction activity in the Port of Dubuque, it is anticipated that a deep foundation system will be implemented to support the parking structure. Preliminary results from the geotechnical investigation indicate that the structure will likely require support on an augercast pile system or auger pressure-grouted displacement piles. These systems are typical of the foundation systems utilized at other recently constructed buildings in the Ice Harbor. It is anticipated that each building column will be supported by a pile cap on a pile group, except where columns are closely spaced, where individual pile caps may be combined into a larger pile cap and pile group. Preliminary geotechnical information also indicates that consideration should be given to a deep foundation system to support the slab. Indications are that the slab may experience unacceptable levels of differential settlement and may require premature repair and replacement if supported on grade. Suggested support methods include stone columns or rammed aggregate piers. Complete review of the geotechnical report is required prior to making a decision on the foundation and under slab support systems. Structural System: The parking structure is comprised of a 6" post-tensioned concrete slab supported by 14"x36" post-tensioned concrete beams. Post-tensioning strands are'/z" diameter strands with an ultimate strength of 270 ksi (See General Notes page 50.1 for additional information). The post tensioned beams are supported by 24"x24" cast-in-place reinforced concrete columns. The parking structure is divided into four sections that are separated by expansion joints. The parking structure is designed to resist lateral forces as a series of reinforced concrete moment frames. The moment frames will consist of post-tensioned beams /reinforced concrete columns in one direction and regular reinforced concrete beams /reinforced concrete columns in the other direction. Size and number of regular reinforced beams running perpendicular to the post-tensioned beams is dependent on the requirements to resist the lateral loads from seismic and wind forces. The parking structure is not designed for any future expansion, with the exception of the southwest section (between grid lines 5&16 and A'&A.9'). This portion of the ramp is designed to accommodate the loads from a future five story residential tower above the top ramp level. -' Stair Towers /Mechanical Shafts: Stair towers and mechanical shafts are isolated from the post-tensioned parking structure by an expansion joint. The towers and shafts are designed as free-standing structures. In order to provide an open stair concept with maximized glass and open surfaces, it is anticipated that the stair walls will be cast-in-place concrete walls and beams. Stairs (landings and stringers) are also anticipated to be constructed of cast-in-place concrete. To allow for maximum open area for air circulation, the mechanical shafts will also be cast-in-place concrete walls and beams. Stair towers and mechanical shafts will be supported on the same type of deep foundation system used for the support of the concrete columns. r Port of Dubuque Parking Facility The Durrant Group April 18, 2007 Page 6 r Mechanical Narrative Air Conditioning and Heating Systems: Restroom, elevator lobby and maintenance office areas air conditioning and heating will be provided by fan coil units with electric heating and direct expansion refrigerant cooling coils. Horizontal remote compressor will be hung from structure outside of the restroom or maintenance areas. Exhaust from the public rest rooms will be routed up to the stair roof. Public area fan coil units will be recessed, flush with ceiling and supply will be ducted to diffusers. Lobby fan coil units will have outside air ducted down from the roof to maintain a slight positive pressure in the lobbies. Maintenance area will have through the wall exhaust fans and exposed fan coil unit and ductwork. Stairway Heating Systems: Stairways will be heated to maintain 60 degrees during winter. Electric unit heaters will be located on the 1st and 4th floors. Stairway Pressurization Systems: All stair enclosures will be pressurized to minimize the infiltration of smoke into the required exit path. The mechanical pressurization provided will achieve a positive pressure of at least 0.05-inch of water column with all stair doors closed. Also, a dampered relief opening capable of relieving excess air to maintain design pressure difference will be located at the top of each pressurized exit enclosure. The stair pressurization system will be activated when fire is detected. In addition, the system will activate upon the actuation of any sprinkler water flow switch or manual pull station. The stair pressurization fans will be provided with a primary and a secondary power supply. In the event of primary power failure, the stair pressurization fans will continue to be operational through the activation of the standby power system. The stairway pressurization systems will be provided with a manual control/override switch and status indicator lights at a control panel in the fire command center (Maintenance Office). The manual control/override switches are proposed to be the three-position "ON- AUTO-OFF" type. • The "ON" position will manually activate all equipment into the pressurization mode. • The "AUTO" position will allow for operation in the normal building mode or in the pressurization mode upon receipt of an alarm signal from the fire alarm system. • The "OFF" position will shut down all equipment and return all dampers to their normal position. Elevator Pressurization Systems: All elevator shafts will be pressurized to minimize the infiltration of smoke into the shaft. The Southwest portion takes advantage of the openness of the garage's perimeter walls to assure good cross ventilation. Automobile exhaust ventilation mode, one fan will run continuously that will provide 42,000 cubic feet per minute of ventilation per ~ shaft to remove carbon monoxide and other products of automobile exhaust. Carbon monoxide detectors located throughout the garage levels will stage the 3 remaining fans on as needed to maintain carbon monoxide levels. Local codes will require the domestic water to have a single meter and backflow protection device. The city water pressure exceeds the maximum code requirement for inside a building, apressure-reducing valve will be provided. Sanitary and storm piping will depart the building at different locations based on final building design and fixture locations. Point-of-use electric water heater with tank type storage shall provide domestic hot water at each toilet room. Plumbing Materials: Plumbing fixtures and faucets shall be of commercial grade. Porcelain fixtures shall be a standard color white. Water Closets shall be low consumption with electronic flush valves for more water saving. Lavatories shall consist of electronic faucets with thermostatic mixing valves. Domestic water piping above grade shall be Type L copper and water piping below grade shall be pex tubing. Shut-off valves for piping 3" and smaller shall be ball valves. Water piping 3'/2" and larger will require butterfly valves. Domestic water piping shall be insulated per ASHRAE standard 90.1 with ASTM 50 fire and 25 smoke rating. Sanitary and storm piping above grade shall be service class, no-hub cast iron. Sanitary and storm piping below grade shall be polyvinyl chloride (PVC) schedule 40.
