THE CITY OF
DuB E MEMORANDUM

May 1, 2007
TO: Michael Van Milligen, City Manager
~,t1
FROM: Randy Gehl, Public Information Officer
SUBJECT: 175tH Anniversary Celebration Committee
BACKGROUND
In December 2006, the City Council chose to recognize 2008 as Dubuque's 175tH
birthday/anniversary. Since that time, the Telegraph Herald and several citizens have
expressed interest in being involved in planning ayear-long celebration of this
milestone.
Recently, Gary Olsen has begun developing a special logo to acknowledge the 175tH
anniversary. City staff recently met with members of the Telegraph Herald staff to
discuss ideas on how the community might celebrate the anniversary.
DISCUSSION
The City's FY 2008 budget includes a $33,000 CIP for the 175tH anniversary celebration.
I recommend that the City Council appoint a 175tH Anniversary Celebration Coordinating
Committee to facilitate broad-based community involvement, coordinate a calendar of
events, and develop a funding process and award funds from the CIP to assist with
events.
The make-up of this committee must be representative of the community, its history and
future, and the many interests of Dubuque's residents. I recommend that the committee
be limited to 15 people and include:
• One City Council member to chair the committee
• Six citizen representatives geographically distributed throughout the City
• One high school representative from the Community Foundation of Greater
Dubuque's Youth Area Philanthropists
• Two representatives from Dubuque's young professional organizations, the
Dubuque Jaycees and Young Professionals of Dubuque
• One representative from the Dubuque County Historical Society
• One representative from the Chamber of Commerce Convention and Visitors
Bureau
• One member of Dubuque's Arts & Cultural Affairs Advisory Commission
• One representative from the Telegraph Herald
• One representative from the education community
The committee will be staffed by the City of Dubuque Public Information Officer. The
activities of the committee will be limited by the budget and the limited amount of staff
time available and will be dependent upon other organizations to actually present the
specific events.
RECOMMENDED ACTION
Planning for the year-long celebration should begin very soon to allow adequate time to
prepare. The committee would begin its work as soon as the City Council appoints the
members and cease existence effective December 31, 2008. I respectfully request that
you ask the Mayor and City Council to approve the creation of this committee. Thank
you.
