YOUR STEERING COMMITTEE APPOINTMENT
What it means to be a member of an NLC steering committee...
Congratulations on your appointment to an NLC steering committee.By assuming
this important responsibility, you will help shape NLC policy positions on federal
issues affecting cities, become an expert on the frontline of NLC's advocacy efforts,
and take part in a unique networking opportunity which will bring new ideas and
perspectives to you and your city. This appointment is both an honor for your
demonstrated record and a responsibility involving a commitment of time and effort.
Summary of Duties
• Develop policy positions that serve as the basis for NLC's federal advocacy efforts, and
explore how issues affect cities locally.
• Attend and participate in four meetings: the Congressional City Conference in March;
spring and fall steering committee meetings; and the annual Congress of Cities.
• Participate in NLC's grassroots advocacy efforts as important issues arise.
NATIONAL MUNICIPAL POLICY
The National Municipal Policy (NMP) is NLC's comprehensive statement of goals, principles,
policies and objectives on national issues of concern to cities. The NMP serves as the basis for
NLC~s federal advocacy efforts, and is amended once each year through the annual policy
process. Policy amendments should not endorse or oppose specific Congressional bills, current
Administration positions, or the technical aspects of federal regulations. To address particularly
timely issues, NLC resolutions are passed which remain in effect for one year.
THE POLICY PROCESS
Policy and resolutions are developed through an annual, deliberative process guided by the
seven policy and advocacy committees and their respective steering committees, which serve as
subsets of the full committees.
- PRIORITY-SETTING - At the Congressional City Conference each March, the policy
and advocacy committees identify priority issues and set the agendas for the
steering committees.
- STEERING COMMITTEE WORK -The steering committees subsequently meet in the
spring and fall. At these two meetings, committee members hear guest presenters,
discuss options, and develop specific policy amendments and resolutions.
- APPROVAL - At the end of the year at the Congress of Cities, the full committees
review the steering committee recommendations and approve items for consideration
at the Resolutions Committee Meeting and the Annual Business Meeting. Approved
policy and resolutions become NLC's National Municipal Policy for the next year.
ADVOCACY
The views of local elected officials can be a criticnl consideration as Members of Congress
deliberate, and your personal contact often makes the difference. Throughout the year,
committee members are requested to participate in advocacy efforts as timely issues arise
related to your committee. This is accomplished by responding to periodic "calls to action" as
well as participating on advocacy "strike teams" in Washington, DC, or in your home district.
NLC policy staff guides the process, serves as resources, and is ready to assist you in any way.

Dear Members of the 2007 CityFutures Panel on Democratic Governance:
I am very pleased to inform you that NLC President Bart Peterson, mayor, Indianapolis, Indiana has
appointed you a member of the CityFutures Panel on Democratic Governance. Your experience and
commitment will bring great credit to the National League of Cities and to the efforts of the CityFutures
Program. Your term begins with the receipt of this letter and concludes at the adjournment of the 2007
Congress of Cities in New Orleans, Louisiana in November.
The panel will meet three times during this year, at the Congressional City Conference (March 10-14,
Washington D.C.}, this summer at a joint meeting of the panels that will focus on "The Future of
Governance" (tentatively scheduled for rune 21-22}, and at the Congress of Cities Conference
(November 13-17, New Orleans}. The panel will convene next at the Congressional City Conference in
Washington, D.C. Events will be held on Saturday, March 10 beginning with the CityFutures luncheon
from 12:00 - 2:00 p.m. The keynote address at the luncheon will be given by representatives from an
organization called Demos. Demos calls itself "a nework for ideas and action," and they will present
their work on how to more effectively talk about government. The CityFutures luncheon will then be
followed by the Democratic Governance Panel meeting from 2:00 - 5:00 p.m. More details and agenda
materials will follow in the next few weeks.
One of the reasons that the work of this Panel is so important is because of its connections to helping
cities solve problems in so many other areas -- public finance, land use and development, and issues of
equity and inclusiveness. For that reason, the theme of the program this year is the linkage between
democratic governance and these other issues, which you can already see conveyed in the selection of
the speakers for the CityFutures luncheon and the joint meeting of the panels is June.
So, this is going to be an exciting year to be a member of this panel and I hope that you will all be able
to join in the events in DC in March.

The 2006 Congress of Cities in Reno, Nevada was a success. The highlight of the UCC Membership Meeting
and Luncheon was a presentation from Daniel P. Mackie, MPH, Emergency Response Coordinator for the
Washoe County District Health Department. He spoke on preparing for a pandemic ftu outbreak or other public
health emergencies. The PowerPoint presentation for his talk will be posted on the UCC website soon.
Also in Reno, l distributed information about iwo programs in Mansfield of which I am particularly proud, and that 1
would like to share with you. The brochures for these two programs, the Mansfield Community Campus
Partnership and the Mansfield Housing Code Enforcement Program, will also be posted to the UCC website
soon. t encourage you to think about programs in your city or town that are worth sharing with other sties. The
Membership Meeting wilt be the start of a yearlong opportunity for members to learn from each other about
successful programs in their city.
