Van Milligen, City Manager FROM: Cindy Steinhauser, Assistant City Manager SUBJECT: Grandview Gallop Introduction The purpose of this memorandum is to request City Council approval of the Special Event application to hold the second annual Grandview Gallop. Background In 2006, the city of Dubuque received a request from Mississippi Valley Running Association (MVRA) to hold the Grandview Gallop run/walk. The proposed route was along Grandview Avenue from Finley Hospital to Murphy Park and back, which resulted in the partial closing of Grandview Avenue. Since this was a first time event, City Council approved the application subject to specific additional measures requested by the city and completed by the event organizers including: • Holding a neighborhood meeting with neighbors to inform them of the event; • Partial closure of the race route with course marshals and auxiliary police located at every intersection along the route and uniformed officers located at key intersections to allow traffic and emergency vehicles enter and exit when necessary; and • Posting of no parking signs along Grandview Avenue 24 hours in advance of the race to reduce on street parking. Upon conclusion of the 2006 event, afollow-up report was submitted to City Council as requested. A copy of the memo is attached for your review. As indicated in the report, there were no significant problems encountered during the event. Discussion The Mississippi Valley Running Association has submitted a Special Event application to hold the second annual Grandview Gallop on June 14, 2006. As indicated on the attached application, the proposed route and timeframe is the same as last year. Based upon input from the Special Event Review committee, city staff is recommending requirements similar to what was required in 2006 for this race including: • Holding a neighborhood meeting with neighbors to inform them of the event; • Partial closure of the race route with course marshals and auxiliary police located at every intersection along the route and uniformed officers located at key intersections to allow traffic and emergency vehicles enter and exit when necessary; and • Posting of no parking signs along Grandview Avenue 24 hours in advance of the race to reduce on street parking. Action The requested action is for City Council to authorize the City Manager to issue a Special Event Permit for the Grandview Gallop subject to the MVRA meeting all the conditions of the permit. Van Milligen, City Manager FROM: Cindy Steinhauser, Assistant City Manager SUBJECT: Grandview Gallop Introduction The purpose of this memorandum is to provide you with an update regarding the Grandview Gallop special event. Background In February 2006, the city received a request from Darrell Zmolek, President of the Mississippi Valley Running Association (MVRA) requesting the partial closure of Grandview Avenue for the purposes of holding a four mile run/walk on June 17, 2006. The race as proposed would start at 8:00 a.m. at Murphy Park, head north on Grandview Avenue to West 3~d Street and return south on Grandview Avenue to end again at Murphy Park. The race was anticipated to end at 9:20 a.m. and only one side and certain sections of Grandview Avenue would be closed at a time to accommodate the anticipated runners and walkers. As part of the special event review process, Darrell met with representatives from the Police, Fire, Engineering and City Managers office to discuss the race route, street closure and additional measures that would need to be done to address concerns over street access for public safety during the event. Specific additional measures requested by the city and completed by the event organizers were: • Holding a neighborhood meeting with neighbors to inform them of the event; • Partial closure of the race route with course marshals and auxiliary police located at every intersection along the route and uniformed officers located at key intersections to allow traffic and emergency vehicles enter and exit when necessary; and • Posting of no parking signs along Grandview Avenue 24 hours in advance of the race to reduce on street parking. On May 15, 2006, the City Council approved the special event application by Darrell Zmolek on behalf of the Mississippi Valley Running Association to hold the Grandview Gallop as proposed. Discussion Attached is a follow-up report from Lt. Dan Avenarius regarding the Grandview Gallop. As indicated, there were approximately 422 participates for this event that began at 8:00 a.m. and ended at approximately 9:12 a.m. As indicated in the report, there were a few reports of calls to the 911 Communications Center regarding traffic, but these were found to be unsubstantiated. There were no other problems or concerns raised by city staff or the special event review committee. Also included in Lt. Avenarius' report are suggestions to improve the event for 2007 should the MVRA wish to continue the event. These suggestions will be provide to Darrel Zmolek to discuss at their organization's follow up meeting for this event.
