Meeting Called to Order
The meeting of the Dubuque County Emergency Management Commission was called to order at 7:01 p.m. by Vice
Chairperson Dan Neenan.
Determination of Quorum
A quorum was determined as we have eight jurisdictions attending.

Approval of minutes of the February 5th, 2014 Meeting
A motion was made by Brian Arnold and second by Roger Oberbroeckling to approve the minutes of the February 5th,
2014 meeting. Motion carried.
Old Business
EMERGENCY MANAGEMENT PERFORMANCE GRANT AND AUDIT
Tom reported that the commission will be audited during the next EMPG grant period. Tom will submit the by-laws and
job description as necessary. There will also be additional requirements for submitting the quarterly reports to include
payroll and personal accountability reports. The grant period started on October 1st, 2013 and will conclude on
September 30th, 2014. The EMPG grant for FY2014 will be $39,000.00.

New Business
EMA COMMISSION BYLAWS
Discussion was held on the proposed update of the commission bylaws. Tom reported the last bylaws were completed
in 1996. Revisions to the bylaws mainly include changes to Iowa Code Chapter 29C that were made through the
legislature over the past years. A quorum established in the new bylaws will be 8 jurisdictions of possible 23
jurisdictions. It will be preferred for the annual budget meeting that we achieve at least 12 jurisdictions in order to
approve or amend the budgets. No comments were submitted to Tom by jurisdictions not able to attend the meeting.
A motion was made by Roger Oberbroeckling and second by Todd Davis to approve the proposed by-laws via roll call
vote as follows: City of Dyersville — No, City of Epworth — Yes, City of Farley — Yes, City of Holy Cross — Yes, City of
Luxemburg—Yes, City of Sherrill —Yes, Dubuque County Board of Supervisors —Yes and Dubuque County Sheriff—Yes.
Motion carries by a vote of 7-1. Tom will get the signatures from Chair and Vice -Chair and have the new by-laws
recorded at the Courthouse and submitted to the State of Iowa HSEMD.
CODE RED EMERGENCY NOTIFICATION UPDATE
Tom reported that the Code Red Emergency Notification system will be upgraded and appears to be more user friendly.
The plan for the switch over will be on July 1st. We are under contract with CodeRed through June 30th, 2015. The state
of Iowa will also be implementing a statewide system on July 1st, 2014. We will be able to monitor that system to see if
we want to migrate to it for FY2016. It is unsure how much access will be given to the local EMAs.

Good of the Commission
UPCOMING TRAINING EVENTS
Dan Neenan reported on upcoming classes and the success of the recent Winter EMS Classes that were held at the
training center. The Training Operations Committee (TOC) will be looking to expand to some fire based training
sessions. Dan also reported on the training plans for a school bus that was recently donated to the County Fire
Association from the Dubuque Community School Districts. The firefighter 1 class with Hazmat Ops training will be
offered again in the fall.
Tom reported that the basic National Incident Management System (NIMS) training was conducted for county officials
through a public health grant. The class was taught by Rick Steines and was cosponsored by EMA and Dubuque County
Public Health.
HAZARDOUS MATERIALS REPORT
Tom reported on the status of payment for a couple hazmat calls that occurred over the winter months. Payment was
recently received from an incident on Highway 52 South. Payment on an incident on Sundown Road remains
uncollected as does a call from Highway 151 near Bernard.
Open Discussion
ALICE TRAINING
Tim Pins questioned the EMA role on the school intruder training and what system is endorsed by local law enforcement
and school districts. Captain Snyder reported on the sheriff's office response and that the decision on what system used
is up to the school districts. EMA role in a school intruder incident would be to support local law enforcement and
provide or obtain resources from the state or other jurisdictions.
Next Meeting
The next regular meeting of the Dubuque County Emergency Management Commission will be held on Tuesday, August
5th, 2014 at 7:00 pm at the Dubuque County Firefighters Association Regional Emergency Responder Training Facility —
Classroom West.
