Minutes_Historic Preservation 7 17 14THE CITY OF Dui Dubuque — YMSIOCb E �Illlr Masterpiece on the Mississippi MINUTES HISTORIC PRESERVATION COMMISSION REGULAR SESSION 5:30 p.m. Thursday, July 17, 2014 City Council Chamber, Historic Federal Building TEM Commissioners Present: Chairperson Bob McDonell; Commissioners David Klavitter, Otto Krueger, Christina Monk, Joseph Rapp, and John Whalen. Commissioners Excused: Commissioners Julie Schlarman, Mary Loney-Bichell, and Chris Olson. Staff Members Present: David Johnson and Eric Van Buskirk. CALL TO ORDER: The meeting was called to order by Chairperson McDonell at 5:30 p.m. AFFIDAVIT OF COMPLIANCE: Staff presented an Affidavit of Compliance verifying the meeting was being held in compliance with the Iowa Open Meetings Law. MINUTES: Motion by Whalen, seconded by Klavitter, to approve the minutes of the June 19, 2014 meeting as submitted. Motion carried by the following vote: Aye: McDonell, Klavitter, Monk, Rapp, and Whalen; Nay - none; Abstain — none. DESIGN REVIEW: Application of Adam Johnson for a Certificate of Appropriateness for 1576 Locust Street, located in the Jackson Park Historic District. Commissioner Otto Krueger entered the meeting at 5:34 p.m. Staff Member Johnson provided an overview of the project to the Commission. He highlighted the architectural features of the building and provided the Commission with an overview of the project details. He noted the project would be utilizing Historic Tax Credits and would be following the Department of Interior Standards. Adam Johnson, 211 Fourth Street Galena, Illinois, was present to represent the owners. He indicated to the Commission that the rehabilitation would result in three apartments, not five apartments, and highlighted the modified porch design that would replicate the original features of the home. The Commission inquired as to whether the home was located on West Locust or Locust Street, and whether the rehabilitation would be under further review by the Minutes — Historic Preservation Commission July 17, 2014 Page 2 State. Staff corrected the location on the agenda from 1576 West Locust Street to 1576 Locust Street, and indicated that there would be additional review by the State because the project was utilizing Historic Tax Credits. The Commission applauded the applicant and owners for their investment in the property and neighborhood. Motion by Whalen, seconded by Klavitter, to approve the Certificate of Appropriateness as submitted. Motion carried by the following vote: Aye: McDonell, Klavitter, Krueger, Monk, Rapp, and Whalen; Nay - none; Abstain — none. DESIGN REVIEW: Application of Adam Johnson for a Certificate of Appropriateness for 56, 58, and 60 Bluff Street, located in the Cathedral Historic District. Staff Member Johnson provided an overview of the project to the Commission. He highlighted the numerous alterations to the row house style homes, and that the rehabilitation would return the homes to their original character. He noted that the property owner would like to replace wood windows with aluminum clad windows, clean and repoint the brickwork, and that the project will be utilizing Historic Tax Credits. Adam Johnson, 211 Fourth Street Galena, Illinois, was present to represent the owners. He indicated that paint would be removed from the brick, and that he was unsure if the State would approve the use of aluminum clad windows in the project. The Commission inquired as to whether the buildings have their original windows. The applicant indicated that the windows are in various states of disrepair. The commission indicated that they would like to see wood windows used in the project in the project. Motion by Whalen, seconded by Klaviter, to approve the Certificate of Appropriateness with the condition that wood windows be used in the design. Motion carried by the following vote: Aye: McDonell, Klavitter, Krueger, Monk, Rapp, and Whalen; Nay - none; Abstain — none. ITEMS FROM PUBLIC: There were no items from the public. ITEMS FROM STAFF: Election of Officers: Staff Member Johnson outlined the duties and powers of the Chairperson and Vice -Chairperson, and indicated that all members of the Commission were eligible to serve as Chairperson and Vice -Chairperson. Motion by Whalen, seconded by Klaviter, to re -appoint Bob McDonell as Chairperson and Julie Schlarman as Vice -Chairperson. Motion carried by the following vote: Aye: McDonell, Klavitter, Krueger, Monk, Rapp, and Whalen; Nay - none; Abstain — none. ITEMS FROM COMMISSION: Minutes — Historic Preservation Commission July 17, 2014 Page 3 Work Plan Update: Commissioner Monk did not have any update on the Survey and Registration Project goal. Staff Member Johnson indicated staff received four proposals in response to the Phase VI Intensive Survey and Evaluation Request for Proposals and that staff would be reviewing those applications shortly. Staff Member Johnson also informed the Commission that two applicants responded to the Phase IV Registration Project. He noted Jim Jacobsen of History Pays! would be awarded the contract. The Commission discussed the potential impacts and neighborhood revitalization efforts as a result of other National Register District status and how the public would be involved in the process. Commissioner Whalen did not have an update on the Comparative Analysis of Historic Districts goal. Commissioner Schlarman was absent from the meeting and could not provide an update on the Public Spaces in Historic Districts goal and Ordinance Adoption and Enforcement goal. Commissioner Klavitter did not have an update on the Education Plan goal. ITEMS FROM STAFF: Building Department Historic Preservation Enforcement Update: Staff Member Johnson provided an overview of updates to the Enforcement Report. The Commission and Staff discussed the new website and Citizen Support Center, and whether the Commission was required to attend training in response to the Housing and Community Development Voluntary Compliance Agreement.
