The application, staff report and related materials are attached for your review. Discussion The applicant spoke in favor of the request, reviewing the location of the property, the surrounding land use, parking, and proposal to convert the existing school building to 12 dwelling units. The applicant reviewed the proposed changes to the property that will increase green space, provide appropriate lighting levels, and provide adequate off-street parking. Staff reviewed the staff report, noting the surrounding zoning and land use, the requirements for off-street parking, and previous zoning changes in the neighborhood. There were several public comments in support of the rezoning and conversion of the St. Mary's School building to apartments. The Zoning Advisory Commission discussed the request and felt it was appropriate. Recommendation By a vote of 4 to 0 with one abstention, the Zoning Advisory Commission recommends that the City Council approve the request. A simple majority vote is needed for the City Council to approve the request. Property History: This property was originally subdivided circa 1890 and the St. Mary's Church, rectory and school were built here in 1900. The property has continued to be used as a church and school campus until recently. One of the church buildings at 1561 Jackson Street, immediately adjacent to the subject property, was rezoned and converted to a residential shelter in 2000 and the other church buildings are vacant or underutilized. The subject building is currently vacant. Physical Characteristics: The subject property is 12,200 sq.ft level corner lot located on the St. Mary's Church campus at the intersection of 15th and Jackson Streets. The lot accommodates a three-story, 15,000 sq.ft. former school building and 12 parking spaces. Concurrence with Comprehensive Plan: The comprehensive Plan encourages mixed use areas but also recommends that incompatible uses be buffered from each other. The future Land Use Map calls for this area to remain single-family and multi- family residential use. Impact of Request on: Utilities: Existing utilities are adequate to serve the site. Rezoning Staff Report — 1501 Jackson Street Page 2 Traffic Patterns/Counts: IDOT Average Daily Traffic counts indicate 4,590 vehicle trips per day on Jackson Street just north of the subject property and 6,700 vehicle trips per day on Jackson Street just south of the subject property. Public Services: Existing public services are adequate to serve the property. Environment: Staff does not anticipate any adverse impact to the environment provided adequate erosion control and storm water control is provided during all phases of development. Adjacent Properties: The subject parcel is bordered on three sides by single and multi -family residential development and on the fourth side by the vacant church building. Multi -family residential activity at this location may generate more traffic, noise and activity than the existing vacant building, but generally less than was generated by the former school and office uses. CIP Investments: None proposed. Staff Analysis: The applicant is proposing to rezone an approximately 12,200 square foot lot located at the intersection of Jackson and 15th Streets from R -2A Alternate Two - Family Residential district to OR Office -Residential district. The property currently accommodates an approximately 15,000 square foot vacant school building and 12 parking spaces that were part of the former St. Mary's Church campus. The applicant has indicated that he intends to redevelop the subject building for apartments and to reconfigure the church campus to accommodate additional landscaped green space. The current off-street parking area will be redesigned to provide 4 accessible spaces directly west of the subject building and the applicant intends to use one off-street space on the adjacent lot serving the Maria House. The applicant indicates that he will utilize 16 spaces in a remote lot at the southwest corner of 15th and White Streets approximately 225 feet from the subject lot. The subject property is located in a mixed-use area that is characterized by single, two and multi -family residential development and the underutilized church campus and buildings. Adaptive reuse of these buildings, and the provision of additional housing options while slightly increasing the amount of traffic, activity and demand on parking, should have a positive impact on the neighborhood. In addition to single and multi -family residential development, the OR district allows general and medical offices, mortuaries, nursing homes, artist studios and art galleries, schools and hospice. Staff recommends the Commission review Article 9-5 of the Unified Development Code regarding reclassification of property.
