City Engineer Gus Psihoyos recommends award of the contract to the low bidder, Drew Cook and Sons Excavating, in the amount of $786,264, which is 13.3% over the estimate of probable cost. The price for concrete pavement is significantly higher for this project compared to the previous green alley projects. The general contractors informed the Engineering Department that costs are higher due to the lack of availability of concrete sub -contractors and the need to account for cold weather protection later in the season. As a result, special assessments for residents will be held at the preliminary assessment average of $1,078.77, including engineering and contingency. DISCUSSION The SRF Bid Set 1 — Year 2 project will involve the reconstruction of eight alleys in the Bee Branch Watershed. The alley locations are as follows: • AIIey from Paul St. to Foye St. between Lowell St and Clarke Dr. • AIIey from Foye St. to Schroeder St. between Lowell St. and Clarke Dr. • AIIey from Clarke Dr. to Lowell St. between Schroeder St and Harold St. • AIIey from Prairie St. to Walnut St. between W. lith St. and Chestnut St. • AIIey from Loras Blvd. to Wood St. between Mt. Pleasant St. and Wood St. • AIIey from University Ave. to N. Grandview Ave. between University Ave and Delhi St. • AIIey from Avoca St. to N. Algona St. between Green St and N. Grandview Ave.. • Alley from Atlantic St. to N. Grandview Ave. between University Avenue and Custer St. This project will reconstruct the first bid set of green alleys slated for year 2 in the Bee Branch Watershed. Currently, there are 18 alleys under contract. Of these 18 alleys, 7 alleys are complete and currently being used by the abutting property owners. The remaining 11 alleys are under construction. Engineering has 10 additional alleys that were bid on August 7, 2014. One bid set includes 2 alleys as part of the original year 1 alleys. This memo refers to the 8 alleys that were bid as part of the year 2 alleys. This bid set was developed by MSA Professional Services. The Engineering Department retained three private consulting firms to work on the design and construction documents for a portion of the year 2 alleys. The reconstruction of the alleys will include: — Removal of the existing alley pavement — Excavation of the subgrade to allow the placement of clean washed stone for a storage medium — Installation of a concrete border for the brick pavers — Installation of concrete headers at the alley intersection with the intersecting streets. — Reconstruction of the pavement surface with interlocking concrete pavers This project will reconstruct the alleys into green alleys. These alleys allow rainwater to infiltrate into the pavement rather than runoff into the storm sewers. This infiltration allows for filtering of the water and recharge back into the aquifer. Monitoring wells are also planned to be installed so that water quality improvements can be documented. The project construction documents will follow the Statewide Urban Design and Specifications (SUDAS) in the development of the construction documents. The Iowa Department of Natural Resources (IDNR) have reviewed and approved the plans so that the City cost can be covered with SRF funds. This project will have special assessments. BID RESULTS The City of Dubuque received the following bids for the SRF Green Alley Project - Bid Set 1 — Year 2 on August 7, 2014: Contractor Bid Results Drew Cook and Sons Excavating $ 786,264.00 Tschiggfrie Excavating, Inc. $ 837,842.75 Drew Cook and Sons Excavating of Dubuque, Iowa, submitted the low bid in the amount of $786,264.00. This amount is 13.3% over the estimate of probable cost. The price for concrete pavement is significantly higher for this project compared to the previous green alley projects. The IDNR has reviewed the bid tab and concurs with the award of the contract.
