01.AIRPORT COMMISSION MINUTES
Commissioner Santillo moved to approve the minutes of the March 26, 2007
Commission meeting, motion seconded by Commissioner Brotherton. AYES: All.
NAYS: None.
OLDBUSINESS:
01. REVIEW STATISTICS
Airport Manager Grierson said there was a decrease in March of 8.75% compared
to last year in aircraft operations. The decrease was due to weather-related
cancellations which also affected passenger enplanements in March. He also
mentioned the average passengers per day are increasing from 112 to 118.
The Airport Manager reviewed the draft report proposed by the FBO Scoping
Committee which is a one page snapshot of the FBO revenues and expenses. The
Commission expressed support for the new report structure.
NEW BUSINESS:
01. INTRODUCTION OF NEW COMMISSIONER SUE CZESHINSKI:
Chairperson Accinelli introduced new Commissioner Sue Czeshinski who is
replacing former Commissioner Teri Goodmann.

02. INTERN T-HANGAR REPORT:
The Airport Manager explained University of Dubuque student Aaron Soenksen
compiled a report of fuel prices, services and amenities available at area airports.
The T-hangar report University of Dubuque student Ashley Adams completed was
also discussed. Commissioner Brotherton asked for a square foot per year price,
occupancy rates, waiting list, and utilities available at each location. The Airport
Manager directed intern Adams to make those changes prior to the meeting.
03. TRACTOR/MOWER REPLACEMENT RESOLUTIONS:
Commissioner Daoud moved to approve Resolutions A400-1-2007, A400-2-2007,
and A400-3-2007 to replace the current maintenance airfield tractor. Commissioner
Santillo seconded the motion. AYES: All. NAYS: None.
04. RUNWAY 18/36 PAINTING RESOLUTIONS:
Commissioner Daoud moved to approve Resolutions No. A500-1-2007, A500-2-
2007, and A500-3-2007 to repaint Runway 18/36. Commissioner Brotherton
seconded the motion. AYES: All. NAYS: None.
05. TERMINAL ROOF REPLACEMENT RESOLUTION:
Commissioner Daoud moved to approve Resolution No. A600-6-2007 for
substantial completion of the terminal roof project. The motion was seconded by
Commissioner Brotherton. AYES: All. NAYS: None.
06. AIRPORT TASKFORCE & COMMITTEE REPORTS:
The Airport Manager appointed Commissioner Czeshinski to the Marketing Task
Force.
07. UNIVERSITY OF DUBUQUE LEASE:
Chairperson Accinelli handed the chair over to Commissioner Santillo for the next
agenda item and did not participate in the discussion and abstained from the vote.
The Airport Manager advised the Commission the current University of Dubuque
leases will expire on May 30, 2007. He proposed a five year lease with an option
for an additional five years. Commissioner Daoud moved to approve Resolution
No. A300-1-2007 to set the public hearing and Commissioner Brotherton seconded

the motion. AYES: All. NAYS: None. ABSTAIN: Accinelli.
08. MANAGER’S UPDATE:
A. Dates for Leasing Policy Workshop
Commissioner Daoud and Commissioner Santillo volunteered to
serve on the Leasing Policy Committee. A date will be set for later.
B. Land Negotiation Update
The real estate contract with Ronald and Ellen Hartman is signed. Staff

met with the Bradleys on April 10 and the Bradleys countered the
Airport’s offer with a three million dollar request. They were asked to
show the justification for this amount. Their response is expected within
the week.
C. Construction Update (Jet Fuel Truck)
The jet fuel truck is currently under construction and should be delivered
in three to four weeks.

D. IPAA Conference April 4 & 5th
This was an excellent conference with great opportunities to meet with
FAA, TSA, IDOT officials, and Congressman Braley, as well as, other
Airport Managers and staff. Several speakers discussed the pending
appropriation legislation.
E. DuPage Airport Visit
Airport Manager Grierson and FBO Supervisor Vetsch visited the
DuPage Airport to gain knowledge on another airport-run FBO. Staff
plans to visit other airports in the future.
F. Zoning Map
The map was given to the Commission showing the two mile area from
the geographical center of the Airport as requested by Chairman
Accinelli.

G. House Aviation Subcommittee
The Airport Manager has been asked by Congressman Braley to speak

H. Restaurant Survey Results
Restaurant employee Mike Marshall will assume operation of the

FlyDBQ Café on June 1 He is considering more health-conscious
menu items in the future. The survey shows passengers do not want
vending machines.
I. Dates for Manager’s AAAE Conference, Army Annual Training

The Airport Manager has his annual Army training May 14 – 24 and

will attend the AAAE Conference in Washington DC June 11th – 15and
will take his vacation following the conference.
07. CORRESPONDENCE:
The Airport Manager reported to the Commission that two flights were diverted to
Dubuque due to mechanical problems last week.
08. NEXT COMMISSION MEETING:
The next scheduled Commission meeting is June 4, 2007.
Commissioner Daoud moved to adjourn the meeting and this motion was seconded
by Commissioner Brotherton. AYES: All. NAYS: None. The meeting was
adjourned at 4.58 p.m.
