MEETING MINUTES OF
April 9, 2007
Commissioner Oswald called the meeting of the Dubuque Human Rights Commission to order at
4:21 p.m. on Monday, April 9, 2007, in Conference Room 2 at the City Hall Annex.

Approval of Minutes
Commissioner Wilberding moved and Commissioner Vanden Heuvel seconded to approve the
March 12, 2007 meeting minutes as submitted. Roll call:

Motion carried.
Caseload Report
Carol summarized the March Caseload Report. There were fifty-three intakes, 4 new cases filed,
12 cases under active investigation, 2 cases in administrative review, 3 cases in administrative law
judge review, 2 cases were closed, and 5 cases remain in backlog. The case summary details
allegations of discrimination in the area of employment on the basis of race.
Chairperson's Report
No report given.
Director's Report
Kelly provided a written report highlighting past and future initiatives.
Kelly distributed a proposed plan for implementing the Council priority on ADA.
The Regional Executive Council on Civil Rights is having a conference in Kansas City on August
22 – 24. She will distribute printed materials on the specific sessions once received.
Commissioners should determine their interest and let Carol know so that she can begin making
travel arrangements.
Subcommittee Reports
Accessibility – Katrina, Bill
Commissioner Wilberding stated that the Accessibility Subcommittee did not meet this past
month due to some scheduling conflicts. The subcommittee will need help with the outreach
plan to educate builders, contractors and architects on accessibility issues and compliance.
The group will also be mailing letters and educational information to holders of the
accessible parking tags.
Proudly Accessible Dubuque has been busy preparing for a media campaign. They are
planning a media blitz in September at a Chamber event, and they are currently designing a
website.
Education and Outreach – Bill, Vince, Anthony, Gretel
Commissioner Ross reported that the Sexual Orientation Speakers' Bureau has two

speaking engagements scheduled this month. They plan to meet on April 25 at 1:00 p.m.
in Conference Room II. They want to expand the speakers' bureau to include other diverse
groups. Commissioner Winterwood voiced an interest in serving on this subcommittee.
Ordinance Review – Anthony, Marcos, Shane
Commissioner Allen stated that they did not meet due to scheduling conflicts.
Commissioner Oswald is interested in serving on the subcommittee.
New Business:
No new business.
Adjournment
There being no further business to come before the Commission, Commissioner Ross moved to
adjourn the meeting. Commissioner Wilberding seconded. Motion passed by acclamation.
Meeting was adjourned at 4:57 p.m.
