PARK AND RECREATION COMMISSION MEETING
Tuesday, April 10, 2007
4:30 p.m., Snack Bar, Bunker Hill Golf Course
PRESENT: Chuck Duggan, Paul Hoffmann, Karen Lyness and Evelyn Nadeau

MINUTES It was moved by Duggan, seconded by Lyness, to approve the minutes of the
APPROVED;
March 13, meeting. The motion passed unanimously.
VOTE:
APPROVE MENU A proposed price list may be found as part of the original minutes. As shown

on the menu, staff is proposing: ? deleting fountain pop; ? increasing bag of
CHANGES FOR
popcorn/peanuts, hot dogs, nachos, and frozen ice cream all 25 cents each;
McALEECE
? deleting punch/lemonade; ? increasing brats and hamburgers 50 cents; and
CONCESSION
adding new item, fruit smoothie for $4.00.
STAND; VOTE:
It was moved by Lyness, seconded by Nadeau, to approve proposed additions
and price increases to the McAleece concession stand menu. The motion
passed unanimously.
PARK DIVISION Park Division Manager Bob Fritsch was at City Expo. In his absence, Leisure
REPORT:
Services Manager Gil Spence informed commissioners:
The head of maintenance at Emmaus wants to donate play equipment in
?
memory of his deceased daughter, and it would possibly go in Flora Park to
replace the old play unit by the Open Air Pavilion. Flora Park had funds
?
budgeted for storm sewer work. We are changing the scope of the project and
will now be doing some surface plantings and creating spots to catch and
absorb water, creating a more natural prairie look; this will require some
burning. At Eagle Point, concrete work on the Riverfront porches is
?
completed; construction has begun on the fee collector’s booth; roofing project
on band shell and Eagle’s View pavilion is completed. Staff is working with
?
Corps of Engineers and DNR about restoration at the Heron Pond area where
the trees were removed, and clarifying whether the trees were removed from
the buffer area around the dog track or the mitigation area. It is a more serious
problem if any of the trees removed were in the mitigation area. Staff has a
?
whole new mowing schedule and we expect to be more efficient and have a far
superior product. New leases are being developed with the Water Ski Club
?
and Finley Hospital (Cancer Survivor Park).

RECREATION Recreation Division Manager Pat Prevenas was at City Expo. In his absence,

Recreation Classes saw growth in Just For Kids and after school basketball

programs; basketball teen open gym participation was up and the new family

open gym went well for the first year; the alumni basketball tournament was
very successful; offering a new family exercise program at Prescott;

summer brochure will be given out at City Expo tonight and registration begins

discussion was good and we gave out a lot of information; started out with ten
or fifteen people then grew to about 40 by the end of the meeting. Mike
Denman, Superintendent explained some changes on sand traps and there
were suggestions from attendees; will come back at next meeting with
changes.
C.I.P. update:
There are a lot of small projects this year – play equipment

BUSINESS:
and new basketball goal for Waller-Cooper; development of Welu Park; play
unit at Southern Avenue. There is $59,000 budgeted to do some extra
?
spruce-up work at Eagle Point: new sign for entrance; new trash
??
receptacles; paint Riverfront Pavilion and landscape around it; pull out
??
eight concrete dividers and replace with square limestone pillars.

Sandblasting work has begun on the gazebo in Washington Park. Jaycees
donated $5,000 for landscaping. The project is to be completed before
DubuqueFest in May. Valentine Park rest room project is being awarded;
?
bids came in under budget.
Map of all park locations:
Commissioner Lyness asked about the status of
the map that would show all park locations in Dubuque. Mr. Spence said the
city’s GIS person is working on it and it should ready soon.
Indemnity agreements:
The department will be signing new indemnity
agreements with Loras and UD which will cover all our usages of their facilities,
instead of having to sign something with each usage.
Emerald Ash Borer disease:
Forester Steve Pregler is doing a lot of
investigation for when the Emerald Ash problem hits Dubuque.
