When factoring in the cost of the bid options, Cues' total bid was $482 higher than the bid from Aries Industries; however, given the added capability of more easily inspecting Dubuque's many 6" sanitary sewer lines, Cues is definitely the preferred equipment. The price is $9,000 higher than the budget, but funds are available from savings on earlier equipment purchases. Van Milligen, City Manager FROM: Don Vogt, Public Works Director ~-lv SUBJECT: Sewer Pipeline Inspection Vehicle and Camera Equipment INTRODUCTION The purposes of this memorandum are to provide information and request your approval of the purchase of a sewer pipeline inspection vehicle and associated camera equipment from Cues Inc. BACKGROUND The Public Works Department's FY07 budget includes $135,000 for the replacement of the department's current sewer pipeline inspection equipment. The inspection vehicle is twenty-three years old. The vehicle's television inspection and recording equipment are fifteen years old. The FY07 budget provides for replacing the current, VCR/tape inspection and recording equipment with computer-based digital equipment. Two months ago, you and the City Council approved the purchase of the hardware and software for this system from Peninsular Technologies in the amount of $17,250. As a result, $117,750 remained for the purchase of the vehicle and camera equipment. DISCUSSION The attached memorandum from Street and Sewer Maintenance Supervisor John Klostermann details the process and team used to evaluate the two bids/equipment. His memorandum then notes that the evaluation team recommends that the sewer pipeline inspection vehicle and associated equipment, including two options, be purchased in the amount of $126,750 from Cues Inc. As John has noted in his memorandum, the two recommended options (#1 and #3) would prove invaluable to our inspection operations. When factoring in the cost of the two options, Cues total bid is only $482 higher (.4 of 1 %) than that from Aries Industries. Given the added capability of more easily inspecting Dubuque's many 6" sanitary sewer lines, Cues is definitely the preferred equipment. John proposes that the $9,000 shortfall be addressed through surpluses already in hand from two other equipment purchases made earlier this year from the same fund (#710). ACTION STEP I concur with John's recommendation and request your approval of same. Background The Fiscal Year 2007 Capital Improvement Budget provides funds ($135,000) for the purchase of a hi-cube van and pipeline inspection equipment. Peninsular Technologies was selected and approved by the City Council for providing the software and computer equipment for this unit at a cost of $17,250. The remaining fund balance of $117,750 is reserved for the truck and video equipment. Discussion On April 18th bids were received from Aries Industries and Cues Inc. for the purchase of the hi-cube van and pipeline inspection equipment. These firms are national leaders in the development and production of pipeline inspection equipment. The bid package included a base bid for the purchase of the hi-cube van and all necessary pipeline equipment. The bid package also included five optional pieces of additional equipment which would allow us the flexibility to purchase a complete pipeline inspection system as the budget allowed. After the bid opening both firms were required to demonstrate the equipment that they bid. Public Works employee Ron Gulyash and I evaluated both vendor's equipment by having them televise one 6 inch and two 8 inch sanitary sewer pipelines along with one 30 inch storm sewer. The pipelines that were selected had various known defects which provided different types of difficulty for the inspection equipment. Based on the performance of the equipment bid, we are recommending that we purchase the hi-cube van and pipeline inspection equipment from Cues Inc. While all equipment performed well in larger pipe the Cues equipment outperformed the Aries equipment in the smaller 6 inch sanitary sewer line. This is due to the overall length of the transporter and camera. The Aries transporter/camera unit is 26'/2 inches long while the Cues transporter/camera unit is 19'/2 inches long. With miles of 6 inch lines in our system it is important that we have a unit that works well in these small lines. Ron and I feel that the Cues equipment is the best equipment available to meet all of our pipeline inspection needs. If additional funds are available, I am recommending that we also purchase bid option #1, an additional camera for the unit ($12,850) and bid option #3, a portable inspection unit ($14,900). Based on our past experience we feel that it is important to have a second camera available to use when the main camera is down in for repair. Due to the miles of off road sanitary sewer lines I also feel it is necessary to have the capabilities to performing off road pipeline inspections. This is only possible with the purchase of the portable system that could be loaded onto our existing ATV unit and transported to an off road site. The portable system will use the camera/transporter bid in the base bid unit. The total cost of the Cues base unit with bid option #1 and #3 is $126,750. I am proposing that we fund the additional costs by using funds remaining from the completed root control program CIP#7101341 ($3,000) and the Sewer Jet/Vac purchase CIP#7101651($6,000). Action Required I am requesting that you recommend the purchase of the hi-cube van and pipeline video inspection equipment including bid option #1 and #3 from Cues Inc., Orlando, Florida.
