SUBJECT: Historic White Water Creek Bridge Relocation Project, Phase II -Lead
Paint Removal, Cleaning and Painting
On May 10, 2007, sealed bids were received for the historic White Water Creek Bridge
Relocation Project, Phase II -Lead Paint Removal, Cleaning and Painting. The bids
received for the Phase I and Phase II work were significantly over the estimate of
probable cost and the City does not have sufficient funding budgeted to complete the
project.
City Engineer Gus Psihoyos recommends rejection of all bids and that the City review
the project for potential cost savings and alternate ways for additional funding.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

Phase II -Lead Paint Removal, Cleaning and Painting
INTRODUCTION
The enclosed resolution rejects the construction contract bid proposals for the Historic
White Water Creek Bridge Relocation Project, Phase II -Lead Paint Removal, Cleaning
and Painting.
DISCUSSION
The Historic White Water Creek Bridge Relocation Project consists of three (3) phases.
- Phase I will relocate the bridge from its current Cascade location to temporary staging
area at the Bergfeld Recreation Area.
- Phase II will include the removal and disposal of lead paint, cleaning and applying new
paint on the bridge structure.
- Phase III will construct new bridge support abutments and the relocation and placement
of the bridge over the Bergfeld Pond, on the north side, near the playground area and
restroom facilities. The final phase will also include the installation of new bridge
decking, approach sidewalks and pedestrian railing along with interpretive signage and
lighting.
BID RESULTS
Sealed bids were received for the Phase II project on May 10, 2007. A summary of the bid
proposals received are as follows:

TMI Coatings, Inc. $96,500.00
All four bids were considerably more than budgeted, ranging from 60.4% to 244.6% higher
than the $28,000 estimate of probable cost. Since the bids received for both the Phase
and Phase II work were significantly over the projected cost, the City does not have
sufficient funding budgeted to complete all three (3) phases of the project. As a result, the
bid proposals for the Phase II project will need to be rejected.
RECOMMENDATION
recommend that the City Council reject the bid proposals received for the Historic White
Water Creek Bridge Relocation Project, Phase II -Lead Paint Removal, Cleaning and
Painting and the City will review the project for potential cost savings and alternate ways for
additional funding.
ACTION TO BE TAKEN
The City Council is requested to adopt the attached resolution rejecting the construction bid
proposals received for the Historic White Water Creek Bridge Relocation Project, Phase II -
Lead Paint Removal, Cleaning and Painting.

Whereas, sealed proposals have been submitted by contractors for the
Historic White Water Creek Bridge Relocation Project, Phase II -Lead Paint
Removal, Cleaning and Painting, pursuant to Resolution No, ~U~and Notice to
Bidders published in a newspaper in the City of Dubuque, Iowa, on the 20th day
of April, 2007; and
Whereas, said sealed proposals were opened and read on the 10th day of
May, 2007.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
That the sealed bid proposals received for the Historic White Water Creek
Bridge Relocation Project, Phase II -Lead Paint Removal, Cleaning and Painting
are hereby rejected.
