Van Milligen, City Manager SUBJECT: Proposal for New All Veterans' Memorial Leisure Services Manager Gil Spence is recommending City Council approval of a request that the All Veterans' Memorial be constructed at the McAleece Park and Recreation Complex, and once completed, it become the property of the City of Dubuque. The total cost of the project is estimated at $400,000, which will be funded through grants, donations and the sale of brick pavers. Representatives of Veterans Memorial Plaza, Inc. will attend the May 21 City Council meeting to answer questions and to provide a more detailed description of the project. Spence, Leisure Services Manager SUBJECT: Proposal for New All Veterans' Memorial INTRODUCTION The purpose of this memorandum is to request City Council approval of construction on anew All Veterans' Memorial at the McAleece Park and Recreation Complex. BACKGROUND On January 25, 2007 Assistant City Manager Cindy Steinhauser and I met with representatives of several veterans organizations wanting to construct an All Veterans' Memorial that would recognize all veterans from all wars. We discussed several locations and my suggestion of the McAleece Park and Recreation Complex, next to the new Chaplain Schmitt Memorial, was selected. When I asked the group what this new memorial meant for the Veterans' Memorial in Marshall Park, the following responses were given: • Some did not even know the memorial was there. • This memorial will recognize all veterans of all wars. • All branches of service would be recognized. • Marshall Park has limited access. DISCUSSION The group making this proposal has incorporated as Veterans Memorial Plaza, Inc. and is in the process of filing for 501.C3 status. Attached is a design of the plaza they are continued All Veterans' Memorial, page two proposing. On the upper left of the first picture you can see the back of the Chaplain Schmitt Memorial. The plaza opens to the existing parking lot. The flags shown are all USA flags but six of them will actually be flags of each branch of service. The group is asking for approval to construct the memorial on City property and then donate the memorial to the City. This memorial plaza is designed to be as maintenance free as possible so there should not be a big impact on our operating budget to assume this responsibility. The cost of flags and electricity to light the flags will be the main cost. Limited snow plowing will also need to be done. Total cost is estimated at $400,000 and will be funded through grants, donations, and the sale of brick pavers. Design has been donated by Straka Johnson Architects, P.C. The goal is to have construction completed by November 11, 2008 (Veterans' Day). Representatives of Veterans' Memorial Plaza, Inc. will attend the May 21st City Council meeting to answer questions and provide a better description of the project. ACTION STEP The action requested is that the City Council approve the request that the All Veterans' Memorial be constructed at the McAleece Park and Recreation Complex and once completed, it become the property of the City of Dubuque.
