Laura Carstens recommends City Council approval for the design of the sign system components, initiation of the bidding, and further recommends that a public hearing be set for June 4, 2007. City staff is still examining the feasibility of making the map kiosk component electronic, and if that is feasible, there might be a higher cost estimate considered at the City Council meeting on May 21. The request is for City Council approval for the design of the sign system components and for initiation of the bidding process for fabrication and installation of the signs. The enclosed resolutions authorize the public bidding procedure for the Pedestrian Wayfinding Sign System. BACKGROUND The project involves installation of a Pedestrian Wayfinding Sign System consisting of map kiosk signs and trailblazer signs throughout the Downtown and Port of Dubuque. The intent of this Pedestrian Wayfinding Sign System is to enhance the visitor experience and to compliment the existing highway and street signs, the Vehicular Wayfinding Sign System, and the Historic District Entry Signs. The Project Steering Committee is facilitated by Assistant City Manager Cindy Steinhauser and me, and includes: Sue Czeshinski, Director, Convention & Visitors Bureau; Stacy Hubanks, Manager, Iowa Welcome Center; Dan LoBianco, Executive Director, Dubuque Main Street; Randy Gehl, Public information Officer; Bob Schiesl, Assistant City Engineer; Bill Schlickman, Engineering Assistant; and Wally Wernimont, Assistant Planner. Graphic design services are provided by Mission Creative. DISCUSSION The Pedestrian Wayfinding Sign System consists of two systems: map kiosks at strategic decision points and directional trailblazer signs. The enclosed map depicts the map kiosks at strategic decision points as well as the destinations and points of interest that will be part of the Pedestrian Wayfinding Sign System. Design and Bidding for Pedestrian Wayfinding Sign System Page 2 Mao Kiosks The map kiosks will include a map of Downtown Dubuque and the Port of Dubuque, showing locations of map kiosks, key destinations, and attractions. Map kiosks will be located on public sidewalks at key visitor sites and landmarks, at public parking ramps, and in municipal parking lots in the Downtown and Port of Dubuque. Approximately 20 signs at an estimated cost of $3,265 each for fabrication and installation would be located at these sites. Sign materials will be brushed and powder coated aluminum, with decorative lettering sand blasted on the pole. The map will be changeable as attractions change or are added. A prototype electronic screen is planned for the Iowa Welcome Center location as funds become available. An electronic screen may be added to all map kiosks in the future as budget permits. With electronic capabilities, the map could be alternated with other cultural information, such as a schedule of current events. The map kiosks in the Old Main Historic District will have conduits for power and telecommunications installed as part of the Old Main streetscape project. Where conduit is not being installed with the signs in other locations, wireless capability will be explored for electronic maps. The information symbol "i" will be lit with an LED. Map kiosks can be internally illuminated, even in historic districts where internally illuminated signs are not allowed, because public information signs are exempt from sign regulations. Trailblazer Sians The trailblazer signs will be located in the public sidewalks within Downtown Dubuque and the Port of Dubuque. These signs will be aluminum with Scotch-guard 3M type lettering (like the historic district entry signs). Approximately 30 signs at an estimated cost of $835 each for fabrication and installation would be located at key wayfinding points. The colors and the graphic design elements of the map kiosks and trailblazer signs will assist the travelers to find their way to an attraction or a destination. Since the map kiosks and trailblazers span a variety of sub-districts in the Downtown and Port areas, a modern design has been developed. Dubuaue History Trail The Pedestrian Wayfinding Sign System is a component of the Dubuque History Trail project. The City has received a $148,500 Preserve America grant from the National Park Service on behalf of the Dubuque County Historical Society for the project. The Dubuque History Trail project will feature pedestrian wayfinding and interpretation signs, a history trail map for dozens of sites, five historic district walking tours, on-site Design and Bidding for Pedestrian Wayfinding Sign System Page 3 interpretation at 8 key sites, historic site signage, district interpretative signage, downloadable iPod casts, cell phone messaging, trolley tours, web site education, and even a river taxi-tour on the Mississippi River. The Pedestrian Wayfinding Sign System is part of the local match for the Preserve America grant for the Dubuque History Trail project. This CIP is part of the Vision Iowa project. The estimated project cost exceeds this CIP, so additional funds are needed. Design and Bidding for Pedestrian Wayfinding Sign System Page 4 Two additional funding sources have been identified by Budget Director Jennifer Larson. Both funding sources are CIPs in the Planning Services Department budget. One funding source is the Historic District Public Improvement Program (HDPIP). The program is used to enhance the public places and streetscapes in the historic districts, at local landmark sites, and at individually designated historic properties to retain and augment their sense of place. HDPIP has been used for the Historic District Entry Signs and interpretive and entry signs at the Four Mounds Estate landmark site. The other funding source is the Riverfront 2000 Plan Implementation CIP. This CIP serves as a grant match and supplemental funding source for riverfront-related projects. HDPIP Review The Historic Preservation Commission advises the City Council on applications for HDPIP funds. The Commission will consider the use of HDPIP funds for the Dubuque History Trail and the design of the pedestrian wayfinding signs at their May 17 meeting. The Commission's recommendation on HDPIP funds will be provided to City Council at the May 21 meeting. RECOMMENDATION The Project Steering Committee's recommendation is for the City Council to approve the designs for signs and initiation of the bidding process for fabrication and installation of the signs for the Pedestrian Wayfinding Sign System. The City Council is requested to establish the date of the public hearing and to authorize the City Clerk to advertise for proposals through the adoption of the enclosed resolutions. Recommendation By a vote of 5 to 0, the Historic Preservation Commission recommends that the City Council approve $59,500.00 in HDPIP funds for the Dubuque History Trail to be used for part of the local match to cover costs of wayfinding signs and maps not covered by the Preserve America grant. HDPIP provides 3:1 matching grants on a competitive basis to neighborhood associations and neighborhood groups and non-profit organizations for streetscape improvements in the City's five historic districts, at local landmark sites, and at individually designated historic properties. The Commission has recommended funding for HPC pilot projects related to streetscapes, such as development of the Historic District Design Guidelines and the Historic District Entry Signs. Project Scope The City of Dubuque's five historic districts, Cathedral, Jackson Park, Langworthy, West 11th Street, and Old Main, are all listed on the National Register of Historic Places, and contain 615 structures. The city's 9 conservation districts protect 960 structures. The Dubuque History Trail will feature 3 of the 21 National Historic Landmarks located in the state of Iowa: the Mines of Spain, the Old Jail and the William M. Black. The City is in the process of nominating the Shot Tower as a National Historic Landmark. Dubuque also has 63 structures individually listed on the National Register and has been adding to its inventory through historic preservation tax credit projects in the central business district. The Dubuque History Trail is the next step in Dubuque's heritage tourism plan. The Dubuque County Historical Society recently opened the National Mississippi River Museum & Aquarium. This award winning, $50 million museum tells the story of Dubuque's unique place on the Mississippi River and the story of the Mississippi River itself. A Smithsonian Affiliate, the River Museum includes a National Historic Landmark Steamboat William M. Black, a National Register Railroad Freight house building, and three additional sites eligible for the National Register of Historic Places. It is a key interpretive facility for Dubuque and Mississippi River history. Visitation of over 250,000 people annually provides a ready source of participants for the Dubuque History Trail. The Dubuque County Historical Society also recently established two additional museums which will be interpreted by this history trail: the Ryan House, an 1873 National Register Italian Villa house, as well as the Old Jail Museum, an 1858 National Landmark Egyptian Revival jail. The Dubuque Museum of Art is now creating a permanent gallery of Grant Wood paintings, which have local and regional history. The public will travel to the Dubuque History Trail in five ways - by foot, by their own car, by tour bus, by City of Dubuque trolley, and by a Mississippi River tour-taxi boat connecting the National Mississippi River Museum and Aquarium (and its National Historic Landmark William M. Black) and the Mines of Spain (a National Historic Landmark). Interpretive materials Interpretive materials for this Dubuque History Trail will include: HDPIP Funding Request for Dubuque History Trail Page 3 • Design, fabrication and installation of pedestrian wayfinding signs with historical interpretation. The Pedestrian Wayfinding Sign System consists of two systems: map kiosks at strategic decision points and directional trailblazer signs. • As part of the promotion of the districts, the Convention and Visitors Bureau will produce afour-color mapping system highlighting the districts, attractions, and destinations of the Dubuque History Trail. This cohesive and compelling map will be printed at a quality of 50,000. This will be sustained in future years through sponsorship support. • Writing, design and printing of 5 separate heritage walking tours which will interpret significant structures, sites and districts along the Dubuque History Trail. 2,000 walking tours will be printed for each district. • Development of a downloadable iPod cast and cell phone accessible interpretation for the description and interpretation of the sites on the Dubuque History Trail. The content will be created by the project partners under the direction of the Project coordinator. • Development of interpretive messaging to be used on the City of Dubuque downtown trolley. The cost of the trolley is provided by the City of Dubuque. • Development of interpretive messaging to be used on the Mississippi River Museum's boat tour on the Mississippi to the National Landmark Mines of Spain State Recreation Area. • Creation of 7 interpretive kiosks at 7 major sites which offer an in-depth interpretive heritage experience. Budget The project budget for the Dubuque History Trail is enclosed. The original funding source identified by the Dubuque County Historical Society to provide $59,500 of the local match has been determined to be ineligible by the National Park Service. This amount represents 20% of the project total. HDPIP funds would be used for costs of wayfinding signs and maps not covered by the Preserve America grant. Discussion On May 17, 2007, the Historic Preservation Commission reviewed the designs for the map kiosks and the trailblazer signs for the Pedestrian Wayfinding Sign System. Some of these signs will be located in the Cathedral, Jackson Park, W. 11~h Street, and Old Main Historic Districts and at two downtown landmarks (City Halt and Carnegie-Stout Public Library) as part of the overall system. The Commission discussed having the signs for the downtown area be more of a brick red than a fire engine red to complement the historic brick buildings in Downtown and the Port of Dubuque. Recommendation By a vote of 5 to 0, the Historic Preservation Commission recommends that the City Council approve the designs for the Pedestrian Wayfinding Sign System, with the signs located in the downtown area to be more of a brick red than a fire engine red to complement the historic brick buildings in Downtown and the Port of Dubuque. BACKGROUND The project involves installation of a Pedestrian Wayfinding Sign System consisting of kiosk map signs and trailblazer signs throughout the Downtown and Port of Dubuque. Signs will be located within the Cathedral, Jackson Park, W. 11th Street, and Old Main Historic Districts and at two downtown landmarks --City Hall and Carnegie-Stout Public Library. (The official landmark designation of the Library is scheduled for May 21.) The intent of this Pedestrian Wayfinding Sign System is to enhance the visitor experience and to compliment the existing highway and street signs, the Vehicular Wayfinding Sign System, and the Historic District Entry Signs. DISCUSSION Advisory Design Review for Pedestrian Wayflnding Sign System Page 2 The Pedestrian Wayfinding Sign System consists of two systems: map kiosks at strategic decision points and directional trailblazer signs. The enclosed map depicts the map kiosks at strategic decision points as well as the destinations and points of interest that will be part of the Pedestrian Wayfinding Sign System. Map Kiosks The map kiosks will include a map of Downtown Dubuque and the Port of Dubuque, showing locations of map kiosks, key destinations, and attractions. Map kiosks will be located on public sidewalks at key visitor sites and landmarks, at public parking ramps, and in municipal parking lots in the Downtown and Port of Dubuque. Sign materials will be brushed and powder coated aluminum, with decorative lettering sand blasted on the pole. The map will be changeable as attractions change or are added. A prototype electronic screen is planned for the Iowa Welcome Center location. An electronic screen may be added to all map kiosks in the future as budget permits. With electronic capabilities, the map could be alternated with other cultural information, such as a schedule of current events. The map kiosks in the Old Main Historic District will have conduits for power and telecommunications installed as part of the Old Main streetscape project. Where conduit is not being installed with the signs in other locations, wireless capability will be explored for electronic maps. The information symbol "i" will be lit with an LED. Map kiosks can be internally illuminated, even in historic districts where internally illuminated signs are not allowed, because public information signs are exempt from sign regulations. Trailblazer Signs The trailblazer signs will be located in the public sidewalks within Downtown Dubuque and the Port of Dubuque. These signs will be aluminum with Scotch-guard 3M type lettering (like the historic district entry signs). The colors and the graphic design elements of the map kiosks and trailblazer signs will assist the travelers to find their way to an attraction or a destination. Since the map kiosks and trailblazers span a variety of sub-districts in the Downtown and Port areas, a modern design has been developed. RECOMMENDATION The Project Steering Committee's recommendation is for the HPC to recommend approval of the designs for the map kiosks and the trailblazer signs that will be located in the Cathedral, Jackson Park, W. 11th Street, and Old Main Historic Districts and at two downtown landmarks -- City Hall and Carnegie-Stout Public Library -- as part of the Pedestrian Wayfinding Sign System throughout Downtown and the Port of Dubuque.
