SUBJECT: Monthly Passes
Economic Development Director Dave Heiar and the Transit Board recommend City
Council approval of a new monthly pass for the KeyLine fixed route system with a fee of
$35.00 per month.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Monthly Passes
INTRODUCTION
The purpose of the memo is to update you on the process for the new monthly pass for
the fixed route system.
DISCUSSION
The monthly pass has been developed for the KeyLine customer who rides the fixed
route system at least twice a day. Each trip cost $1.00 with two trips per day equaling
$2.00; the cost per month would average $40.00 monthly. As a new form of fare, the
ability of calculating the loss or increase in revenue associated with the monthly pass
has not been established. We are optimistic that local churches, other social service
agencies, such as homeless shelters, might see this as a beneficial service to the
individuals they serve.
The Transit Board recommends the price for the monthly pass be set at $35.00, thus
offering a $5.00 savings for the customer.
ACTION REQUIRED
That the City Council approve the attached resolution establishing the monthly fee.

A RESOLUTION FIXING RATES FOR A MONTHLY PASS
Whereas, the City of Dubuque provides Fined Routes bus service, and
Whereas, the City of Dubuque desires to es#ablish the cost of the Mon#hly Pass,
and
Whereas, the City of Dubuque desires to offer a Monthly Pass program.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA;
Monthly Pass rate is as follows:
Monthly Cost
Monthly Pass $35:00
Effective the 1st day of June, 2007.
