In February of 2006, IIW Engineers completed the Northwest Asbury Plaza Area
Wastewater Pumping Feasibility Report. It outlined the recommended sanitary sewer
system collection system to serve the property north of Asbury Road. The Pre-
Annexation Agreement with Motor City LLC and John Herrig called for the City to
construct a lift station and force main sanitary sewer to serve the property.
Sealed bids were received for the Asbury Plaza Area Wastewater Pumping Facilities
2007 Project. City Engineer Gus Psihoyos is recommending award to the low bidder,
McDermott Excavating, in the amount of $618,342.84. This amount is 18.31 % under
the engineer's estimate of probable cost.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolution authorizes the award of the construction contract for the Asbury
Plaza Area Wastewater Pumping Facilities 2007 Project.
BACKGROUND
In February of 2006, IIW Engineers & Surveyors, PC (IIW) (Dubuque, Iowa) completed the
Northwest Asbury Plaza Area Wastewater Pumping Feasibility Report (Report). It outlined
the recommended sanitary sewer system collection system to serve property north of
Asbury Plaza. The specific properties that could be served by the proposed system are
owned by:
Motor City LLC; John Herrig; Grand View United Methodist Church; Dean and
Patricia Butler; Leo and Arlene Dietz*; Clement and Jeannine Hilby*; Douglas
and Eileen Coates*; and Laverne and Marlene Brimeyer'~.

With the adoption of the Fiscal Year 2007 Capital Improvement Budget, the City Council
established funding (CIP#7101350) for City participation in the extension of sanitary sewers
into new development areas or recently-annexed areas as part of pre-annexation
agreements.
The voluntary annexation of the Motor City (Corey) property and the Herrig property were
approved by the City Council in June and July of 2006, respectively. The pre-annexation
agreement calls for the City to "construct a lift station and force main sanitary sewer to
serve the property."
This sewer project will provide sanitary sewer service to the Motor City (Corey) property
and the eastern portion of the Herrig property. The City will incur all expenses of the
wastewater pumping facilities and forcemain; and when properties in the drainage basin
connect to this system, the property owners would be required to reimburse the City the
respective connection fees based on $500 per acre.
BID RESULTS
Sealed bids were received on the project on May 10, 2007. McDermott Excavating of
Dubuque, Iowa, submitted the low bid in the amount of $618,342.84. This amount is
18.31 % under the engineer's estimate of probable cost. A summary of the bid proposals
received is as follows:

I recommend that the City Council adopt the attached resolution awarding the Asbury Plaza
Area Wastewater Pumping Facilities 2007 Project to McDermott Excavating in the amount
of $618,342.84.

Whereas, sealed proposals have been submitted by contractors #or the Asbury
Plaza Wastewater Pumping Facilities 2007 Project the Pfioject) pursuant to Resolution
Nov 23-07; and Notice to Bidders published in a newspaper published in the City of
Dubuque, Iowa on the 20th day of April, 2007.
Whereas, said sealed proposals were opened and read on the 10th day of May,
2007 and it has been determined that McDermott Excavating of Dubuque, Iowa, with a
bid in the amount of $618,342.84, is the lowest responsive, responsible bidder for the
Project.
NOW THEREFORE, $E IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded #o
McDermott Excavating and the City Manager is hereby directed #o execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
