Fire Chief Rick Steines has been informed by the Federal Emergency Management
Association (FEMA) that the Assistance to Firefighter's grant that was applied for in the
spring has been approved in the amount of $20,070. The City's 5% match is $1,003,
which is available in the FY15 Fire Department budget. This grant will be used to
purchase tablet computers, associated software and cover one year of connectivity.
These tablets will be used to integrate fire inspection data into the records management
system and make it available in real-time to mobile units as pre -fire plan information in
apparatus.
Fire Chief Rick Steines recommends City Council approval of the acceptance of this
grant award.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
I have been informed from FEMA that the Assistance to Firefighter's grant we applied
for this spring has been approved. This grant covers 95% of the cost to purchase tablet
computers, associated software, and one (1) year of connectivity. As outlined in a
memo from former chief Brown, these tablets will be used to integrate fire inspection
data into our records management system and make it available in real-time to mobile
units as pre -fire plan information in apparatus.
DISCUSSION
The award is for a total project cost of $20,070. The city share of this cost will be $1003
(5%) with the balance covered by federal dollars. Due to the timing of the grant
application period the matching funds were not included in the FY15 budget. The
performance period on this grant will be one year starting now. The on-going costs for
software licensing and connectivity fees would be $5670 per year for the total program,
and would be added to the FY16 budget request. Tablet replacement would be
incorporated into the computer replacement schedule set by Information Services. With
the current hold on electronic devices until December, the project can still be ready for
spring inspection season roll-out. This also allows time to configure the software and
test the system.
RECOMMENDATION
I believe the matching funds can be made available from the current FY15 fire
department budget. This project will enhance the inspection program and improve our
building information database.
