Background The City of Dubuque, Iowa is under a Consent Decree according to Case 2:11-cv-01001-EJM, United States of America and the State of Iowa v. the City of Dubuque, IA (N.D. Iowa), Civil Action Number 2008V00041, DOJ Case Number 90-5-1-1-09339 effective June 27, 2011. Per the Consent Decree, the City is required to submit a Semi Annual Report each March 31st and September 30th after the effective date of the Consent Decree. Discussion The purpose of the Semi Annual report is to present events and activities associated with the W&RRC and the Sanitary Sewer Collection System since approval of the Corrective Action Plans. The report specifically includes documentation on all Sanitary Sewer Overflows, a summary and status of projects including the WRRC Upgrades, a listing of all NPDES violations, and efforts and actions taken to reduce sources of infiltration and inflow. Van Milligen City Manager 1-5 2.0 Introduction 2.1 BACKGROUND The City of Dubuque, Iowa is under a Consent Decree according to Case 2:11-cv-01001-EJM, United States of America and the State of Iowa v. the City of Dubuque, IA (N.D. Iowa), Civil Action Number 2008V00041, DOJ Case Number 90-5-1-1-09339. The Consent Decree became effective on June 27, 2011 and requires the City to submit semiannual reports to the Department of Justice (DOJ), Environmental Protection Agency (EPA) and Iowa Department of Natural Resources (DNR). 2.2 PURPOSE The purpose of this report is to satisfy Section VIII, Paragraph 25 of the Consent Decree. Paragraph 25 requires the City to submit semiannual reports on March 31 and September 30 after the Effective Date (June 27, 2011), The report includes summary information regarding events and activities performed in the prior six months. Therefore, the `reporting period" shall refer to the time between March 1, 2014 and August 31, 2014. 2.3 REPORT SUMMARY Paragraph 25 of the Consent Decree requires the semiannual reports to include specific information as well as a summary of the status and progress of all projects and programs required by Sections V and VI of the Consent Decree. Table 3-1 lists the locations and details of the overflows. The times reported as Start Times document when the call came into the Public Works department, although it is difficult to know the precise time of the start of the overflow as it is reliant upon a member of the public observing and reporting the occurrence. The end time is documented as the time when the Public Works department was able to return the flow back to the sewer flow line and contain any spill that may have occurred. 3.1.1 Dry Weather Overflows Sanitary sewer overflow events 1 through 3 were the result of roots in the main lines. All three overflows were in locations not easily accessed with traditional cleaning equipment such as a vacuum jet truck. The Public Works department used equipment attached to off-road vehicles to access the lines with sewer easement cleaning equipment to free the line of roots. The area where the overflows occurred is woodland and the area was treated with lime after the initial clean-up. 3.1.2 Wet Weather Overflows Sanitary sewer overflow events 4 through 12 were the result of wet weather inflow and infiltration. The rain event on June 19th resulted in three sanitary sewer overflows and one reported basement back-up. Table 3-1 shows the basement backup recorded at 85 N. Booth (event 6), the backup was on private property and the City established by-pass pumping to the storm sewer to relieve the back-up. The overflows reported in the Rosedale and Locust areas (events 4 and 5) are areas where the City has repeat overflows in Sewershed 11 which is an area currently being evaluated under the Consent Decree. The overflow on Pulpit Rock Lane (event 7) was in a location where the City does not have a recorded history of overflows. 3.1.2.1 July 3"12014 Force Majeure The rain events on June 29th and 30th resulted in several overflows in Sewershed 11 in the same vicinity as those in the June 19th event, excluding 85 N. Booth and Pulpit Rock Lane. The rain event also had a longer lasting effect on the system, as events 11 and 12 were not discovered until three days later and were compounded by the rising levels of the Mississippi River as it charged the Catfish Creek local to the sites of events 11 and 12, placing much of the sanitary sewer system under several feet of creek water. On July 9, 2014, the City submitted a force majeure claim to preserve the City's rights to determine if the storm event would prevent the City from fulfilling its specific obligations and deadlines under the Consent Decree. A follow up analysis will be submitted separately from this document, detailing the City's inspection of the sewer system and what measures will be necessary to reduce overflows caused by compounding rain and rising river events. While the storm event was beyond the City's control there were no 3-8 catastrophic failures or losses in the collection sewer system that would prevent completion of the work set forth in the submitted and approved corrective action plans. City staff conducts visual inspections of the overflow areas during the event and following the event. Except for the July 3`d overflows discussed below, during the events shown in Table 3- 1, no effects on public health were reported. Visual inspection at the downstream water body showed no sign of putrescent, unsightly or harmful bottom deposits; oil, scum and floating debris; unsightly color or turbidity; or offensive odors. For each incident in the public right of way, the Public Works department cleaned the area and posted the required SSO signs. In addition, public news releases were issued and the events were reported to the Iowa DNR's Manchester office. The July 3'd overflows were directly into Catfish Creek which was under the direct influence of the Mississippi River. As the Catfish Creek may be used for boating and swimming, the City worked with the Iowa DNR to determine risk levels and what measures may be necessary to ensure safety to creek users and the habitat supported by the creek. Upon receiving sampling results taken during and following the overflows, the DNR opted to keep the creek open for boating but not swimming. The DNR later removed the swimming restriction when sampling results showed there was no continued health risk as a result of the sanitary sewer overflows. There have been no reports on habitat related issues as a result of the overflows. 3.3 MEASURES ENACTED TO MINIMIZE DURATION AND IMPACT The City minimized the duration and impact of the SSOs by quickly responding to the event after it was called in and setting up City -owned equipment to either remove roots or control the overflow by re-routing wastewater to a downstream sanitary sewer; having staff member's onsite as soon as the event is reported or observed is the best means of bringing the overflow under control. In events 1, 2, and 3, City staff reported directly to the site, communicated any access issues, and ensured the right equipment was mobilized as the overflows were in challenging areas where traditional vacuum —jet trucks would not have access. For event 6, which was a basement back up, the City used a by-pass pump to relieve the backup for a period of one hour, until flows no longer backed into the private property. In events 4, 5, and 7 through 10, City staff reported to the sites to observe where the overflows were occurring and to determine if there were health and safety issues as a result of the overflows. As the overflows were the result of excessive rain into the sanitary sewer, the Public Works department worked downstream to re-route flows to a downstream sanitary sewer with less flow, during which time the overflow locations were not by-pass pumped to the storm sewer system. Minimizing the duration and impact of events 11 and 12 were a greater challenge due to the compounding nature of the flood event and the preceding storm event on June 30` . The event was minimized however by better understanding how the event was impacting the lift station and City staff quickly redirected some of the flow to the equalization tanks at the Water & Resource Recovery Center, this allowed the lift station pumps to catch up with the incoming flow and within 45 minutes of establishing the flow re -direct, the overflows stopped. 3-10 3.4 MEASURES ENACTED TO STOP THE OVERFLOW EVENT For events 1, 2, and 3 the overflow was stopped by removing the roots and line debris using the specialized off-road jet equipment, thereby localizing and minimizing the event. For events 4 — 12, City staff looked to re-route sanitary sewer flows to other sections of the sanitary sewer system. While this method may take longer to set-up and achieve results, it reduces the volume of sewage that may have otherwise been directly pumped to the storm sewer system. By-pass pumping to the storm sewer system for event 6 was critical as time was of the essence to prevent continuation of the private property back-up. 3.5 MEASURES ENACTED TO PREVENT ANOTHER RECURRANCE Increased maintenance will be performed on lines where debris and roots were the cause of the blockage. For events 1 through 3 the lines will be added to the annual root control treatment program, which is overseen by the Public Works department. The overflows resulting from excessive rain derived inflow and infiltration as seen in events 4 through 10 are predominantly in areas the City is evaluating under the Consent Decree. The City is looking at several options to reduce the volume of rain entering the system and looking at ways for the system to better manage the excess flow until such time as the volume is reduced. During this time the City will continue to respond as quickly as possible and re-route flows and minimize the impact of the overflow. 3.6 CAPTURING KEY WAY OVERFLOWS Paragraph 10 of the Consent Decree requires the City to capture all overflows from the manhole located on Key Way Drive between 3500 Keymer Drive and 3507 Keystone Drive. No sanitary sewer overflows occurred at this location during the reporting period. 3.7 WARNING SIGN POSTINGS Paragraph 10 of the Consent Decree requires that the City post a warning sign at all SSO sites for at least 6 months after completion of the site cleanup, unless IDNR decides that the sign may be posted for a shorter period of time or not at all. City staff subsequently applied for a State Revolving Fund (SRF) planning and design loan during the summer of 2006, and plant upgrades were placed on the DNR Intended Use Plan schedule. Following public hearings and bidding requirements, the Facility Plan was developed and approved by DNR. The facility's name was also changed to the Water & Resource Recovery Center (W&RRC). In October 2008, the team of Strand Associates and IIW Engineers was approved by the City Council to proceed with the design of the W&RRC upgrades. The NPDES permit was issued by DNR staff on April 1, 2010, and the plant construction permit was signed by DNR staff on April 5, 2010. Following public bidding requirements, the City Council approved a contract, and the notice to proceed was issued August 19, 2010. Table 4-1 lists the revised significant deadlines for the project, which take into account project delays resulting from force majeure. Table 4-1. The plant was fully functioning as of the Substantial Completion Date of August 2013. 4-13 4.2 CURRENT PROJECT STATUS The City of Dubuque's lead engineer, Strand Associates, have certified the project substantially complete. A copy of the Substantial Completion letter was submitted with the March 31, 2014 Semi Annual Report. Strand and the contractor are working through the punch -list to bring the improvements to final completion. 4.3 BIOSOLID ACCUMULATION PREVENTION AT THE W&RRC In February 2013, the City installed the new solids handling equipment (two centrifuges), and entered into a contract with Nutri -Jet Systems of Hudson, Iowa to manage the bio -solids, thereby preventing accumulation of bio -solids at the W&RRC. 4-14 5.0 National Pollutant Discharge Elimination System (NPDES) 5.1 SUMMARY OF ALL NPDES PERMIT REQUIREMENT INFORMATION NPDES Monthly Operating Reports (MOR) for the City of Dubuque W&RRC were submitted to IDNR on the dates listed in Table 5-1: Table 5-1. There was a monitoring violation for failure to report E. Coli for the March, April, May period as required in the permit. 5.2.1 NPDES Violation(s) Log Monitoring violation for failure to report E. Coli for the March, April, May period as required in the NPDES permit. 5.2.2 Cause of NPDES Violations Staff error caused the monitoring violation when the City failed to properly report E.Coli for the monitoring period. 5-15 6.0 Inflow & Infiltration Reduction Program 6.1 BACKGROUND Prior to the Consent Decree date of lodging, the City experienced several discharges of untreated or partially treated wastewater. These events were caused by sharp increases in flow within the sanitary sewer system during and immediately after a rainstorm. To better locate the sources of this issue, the City placed flow meters throughout the city. Depending on location, the meters measured the flow of water from each Sewershed over a one to eleven month period of time. Five of the twelve Sewersheds were identified as receiving elevated flows during and directly after a precipitation event. Under the Consent Decree, the City agreed to investigate these five Sewersheds before January 1, 2016. The section below describes the City's progress in identifying I&I sources in the five Sewersheds (Figure 6-1). 6.1.1 Sewershed 11: I&I Related Sanitary Sewer Overflows During the reporting period the City experienced two significant rain events resulting in sanitary sewer overflows at the intersection of Rosedale and W. Locust in Sewershed 11. Efforts continue to isolate sources of inflow and infiltration and determine what methods are available to the City while work continues with private property owners to disconnect sources of storm water from the sanitary sewer system. The methods used are flow metering, smoke testing, and field observations during the storm events. 6.2 FLOW METERING During the reporting period the City conducted flow metering at key Locations in Sewersheds 5,7,10, and 11 with additional flow metering in Sewershed 6 as flow from this Sewershed passes through Sewershed 10. Appendix A includes a map showing all nineteen current flow metering locations throughout the Consent Decree sewersheds. A second map shows two proposed locations for temporary flow metering along the Granger Creek Interceptor line. The interceptor flows to the Catfish Creek Lift Station which was impacted by the July 3, 2014 force majeure. Flows are low in the Granger Creek Interceptor line as the area it feeds has not been fully developed, however recent televising shows evidence of high flows in the 20 inch diameter sewer. 6.2.1 Sewershed 11 Flow Metering The City continues to monitor flows through Sewershed 11 and, except for down time necessary for flow meter maintenance and repairs, the City will keep a minimum of three flow meters in and around the Rosedale and Locust area where sanitary sewer overflows remain an occurrence. Data from rain events will be retained and compared to future rain events to see if any patters emerge. Further, the flow data will be used to build a hydraulic model of the sewer system to assist in determining alternative methods for reducing sanitary sewer overflows. 6-16 Appendix B contains flow data collected at the three Sewershed 11 meter locations. The data is from the meters located at 1098 W. Locust, Rosedale and W. Locust (1010 W. Locust on the map) and 606 W. Locust Street during two significant rain events that occurred in June. The sanitary sewer overflows based on the timing of the peak and the time it took for the system to recover are indicative of direct inflow. Specific attention during these two rain events was at the meter located downstream of Clarke University, meter 1098 W. Locust Street. The university is out of session during June and flows from the university during both rain events clearly demonstrated direct inflow. The June 19th event saw an increase of just over 400,000 gallons, and the June 30`h saw an increase of just over 500,000 gallons. City staff met with Clarke University staff and arranged for additional smoke testing to confine the results of inflow, Appendix C includes the smoke report showing the roof drains `smoking'. On August 18, 2014, a follow up meeting was held with Clarke University staff to determine the corrective actions and a timetable for completion. Total flows during rain events continue to show charged manholes at the intersection of Rosedale and W. Locust and while the City's efforts continue to work with property owners upstream of the intersection including Senior High School which was also smoke tested during this reporting period, in several cases storm sewer extensions will be necessary to provide positive drainage to prevent damage to private properties. There are currently twelve property owners that will need to complete corrective measures. While this work is slower to progress, the City has built a hydraulic sewer model of the sewershed and will start calibrating the model with flow data to see if a relief sewer or other possible hydraulic solution would reduce the frequency of overflows while sources are targeted. 6.2.2 Sewershed 5 Flow Metering Flow monitoring in Sewershed 5 is complete per the Consent Decree schedule. Similar to the other Consent Decree areas a key flow monitor will remain in place to assist the City's analysis of Sewershed 10 and track the performance of capital improvements. As stated in the September 2013 Semi -Annual Report, early flow monitoring and site inspection in Sewershed 5 detected significant inflow in an area adjacent to the Carter Road detention basin. The location of the basin is situated such that during detention times, sanitary sewer manholes may be covered with storm water. Flow metering continues downstream of the detention basin at 45 W.32'd Street, flow data may be found in Appendix D. The data again clearly shows rain or storm event related inflow. 6.2.3 Sewershed 10 Flow Metering Per the Consent Decree schedule, metering Sewershed 10 will be completed by December 31, 2014 to determine the most immediate Corrective Actions, however, the City will have ongoing flow metering beyond the scheduled date to confirm any changes in the system or new information that may present itself prior to bidding of the corrective action items that will be submitted in the 2015 Corrective Action Report. The Sewershed 10 meters are located downstream of Sewersheds 5, 7(`a' and `b'), and 6 (a non -Consent Decree area). Data from these 6-17 locations will assist the City in localizing issues and specifying corrective actions for Sewershed 10. Flow metering in Sewershed 10 started in November 2013. The Sewershed 10 drainage area takes on flow from several other Consent Decree sewersheds. A location map in Appendix E shows the drainage area and where other sewersheds tie in. A master meter is located at Rhomberg and Kneist streets, with several other meters dispatched to collect the ancillary basin flow data. These locations are also shown on the map. Appendix E also includes flow meter data for the June storm events. In each scenario, flows immediately elevate showing direct inflow which reflects the same system increases upstream of Sewershed 10, from Sewershed 5, 6, and 7(`a' and `b'). In summary the flows passing through the master meter at 10-1 at Rhomberg and Kneist peaks at 14.69MGD for the June 19th storm event and 14.77 MGD for the June 30th storm event, with close to 100% of the increase attributed to the surrounding sewersheds. The following table shows the relationship between the flows coming into Sewershed 10 from Sewersheds 5, 6, 7 (`a' and 'b') and the total passing through the master meter at 10-1. Sewershed 10 will however be examined for exfiltration. The flows passing Sewershed 7 (b) were summarized in the Sewershed 7 Corrective Action Plan and work is scheduled in the area upstream of this flow meter for 2014 and 2015. Private property inspections identify the roof drain discharge location, the presence of any stairwell or driveway drains, and the presence of a sump pit/pump on site. A passing inspection indicates no connections of clear water to the sanitary system. A failed inspection indicates a connection of clear water directly into the sanitary system, which may include roof drains connected to the sanitary sewer; a stairwell or driveway drain which is connected to the building floor drain; or a sump pump which is plumbed directly to the sanitary lateral or a floor drain within the building. 6-18 Table 6-2. Map of Priority Sewersheds for I&I investigation. 6.3.2 Dye Testing Dye testing is performed in conjunction with private property inspections if the discharge location of a downspout, exterior stairwell drain, or driveway drain is unknown. The City will use dye to identify the discharge location(s). If the dye is found in the sanitary sewer, the 6-19 property owner receives notice consistent with the private property inspection process described in Section 6.3.1. During the reporting period dye testing was repeated at Senior High School located in Sewershed 11. The school completed a substantial upgrade to its grounds and working with the school the City recommended smoke testing at which point roof drains did smoke. The school wanted to look further into where possible cross connections could be and requested we coordinate a dye test with them observing. A copy of the report issued to the school may be found in Appendix F detailing where smoke detected and the time frame for correction. 63.3 Smoke Testing During the reporting period smoke testing was conducted in Sewershed 11 specifically around Clarke University and Dubuque Community School's Senior High School. The smoke testing was a repeat of work completed in 2011, and was the result of continued flow metering that showed signs of direct inflow from W. Locust, where Clarke University is located. Senior High School was re -smoke tested due to concerns arising from a flowing sanitary sewer during the June 30th storm event, when the school had been dismissed for the summer. Copies of the reports/findings are in Appendices C and F. 6.3.4 Manholes Manholes in Sewershed 5 were inspected and their condition documented. Manholes that were recorded as poor or in need of repair will be documented for rehabilitation or replacement in the Sewershed 5 Corrective Action Plan due December 31, 2014. Manholes were also assessed during the inspection of the Granger Creek Interceptor as a result of the July 2014 Force Majeure. During the inspection notable mineral deposits were visible around the manhole joints and the pipe connection at the manhole, indicative of groundwater entry. The pipe connection to the manhole is via a Link Seal A -Lok, and groundwater appeared to be leaking into the manhole around the A -Lok. The City is working to secure a quote from Visu-Sewer Clean and Seal to conduct injection grouting of urethane into the space around the A -Lok to reduce the ground water from entering the manhole. There are four manholes along the Granger Creek sewer that appeared to show signs of mineral deposits around the A -Lok. Further details on this work will be presented in a separate report specific to the event. 6.3.5 Sanitary Sewer The City continues to conduct closed-circuit televising in the focus areas, currently working in Sewershed 10. The recorded footage will allow the City to view any cracks, leaky joints, illegal lateral connections, and damaged or broken pipes. The severity of the structural degradation of each pipe section is rated based on a severity scale following the NASSCO (National Association of Sewer Service Companies) rating schedule. The rating system is used to assist the city in prioritizing which pipe sections are in need of immediate improvement. This work combined with the flow monitoring data provides the City with direction on how and where to make valued capital improvements. 6-20 The City conducted CCTV inspection of the Granger Creek Interceptor sewer following the force majeure. Further details on this work will be presented in a separate report specific to the event. 6.4 CORRECTIVE ACTION PLAN Corrective Action Plans are scheduled for submittal as required by Paragraph 12 of the Consent Decree. The next Corrective Action Plan is due December 31, 2014 and will contain corrective measures for Sewershed 5. It is the City's intent to complete the necessary work identified in the approved Corrective Action Plans in a timely manner. If response to emergency events and unexpected issues arise which indicate delay in implementation, the City will modify the schedule as appropriate and provide the revised schedule to the EPA and DNR. Per the Consent Decree the City provides Corrective Action Plan Implementation Schedule in Section 7.0 of this report. 6-21 7.0 Corrective Action Plan Implementation Schedule 7.1 SEWERSHED 11 CORRECTIVE ACTION PLAN SCHEDULE The City continues to work with property owners to make corrections to their private properties. It is the blueprint for the City's managers and field workers to better manage, operate, and maintain Dubuque's sanitary sewer collection system, investigate capacity -constrained area, prevent SSOs, respond to SSOs that may occur, and plan for future system expansion. The EPA approved the City of Dubuque's CMOM plan on June 4, 2012. 8.2 CMOM IMPLEMENTATION As required by Paragraph 13 of the Consent Decree, the City fully implemented the CMOM within two calendar months (August 4, 2012) of approval by the EPA. Section 6.4 of the City of Dubuque's CMOM Program, requires the City to annually inspect fifty (50) miles of gravity sanitary sewer through various methods including visual inspection, pipeline jetting, or closed- circuit televising (CCTV). The inspection is in addition to the predictive and preventive maintenance also prescribed in the CMOM. The City has cleaned or inspected 101.84 miles from April 1, 2014 through this reporting period, the total for Year 2014 will be provided in the March 2015 Semi Annual report. The City developed the CMOM to serve as a "living" document. As the City reviews its current procedures and codes, the CMOM will be updated and new procedures implemented as needed. Any revisions to the CMOM will be submitted to EPA, DOJ, and DNR for review and approval. 8.2.1 Fats, Oils, and Grease Keeping in compliance with the approved CMOM Plan, the City focused on a proactive Fats, Oils, and Grease (FOG) Program, as several of the dry weather sanitary sewer overflows are the result of grease in the public sewer from private establishments. The City has purchased software and approved ordinance amendments to support the W&RRC, Building Department, Health Services Department and the Engineering Department to manage and enforce the FOG program In addition, the City is also holding several public meetings with local food establishments, vendors, plumbers and grease haulers on the revised FOG program, the meetings are schedule for September 2, October 14, and November 4, 2014. As part of the proactive program, the City will be conducting physical inspections of grease interceptors at food establishments and providing guidance and education on the importance of cleaning and maintenance of grease traps and interceptors. The FOG Program also includes the requirement of the establishments to obtain an annual grease discharge permit along with a 8-51 pennit fee. The fee covers the direct cost of staff time to perforin inspections, manage the software and hardware, and vehicle expenses. A copy of the FOG program notice to the food establishments along with an informational leaflet may be found in Appendix G of this report. 8-52 9.0 Assessments and Engineering Analyses The City's engineering department, public works department and W&RRC staff continue to evaluate and analyze the sewer collection system and W&RRC to ensure compliance with all legal requirements. However, no specific study was undertaken during the reporting period. 9-53 10.0 Other Related Activities Staff from the City of Dubuque met with representatives of the Iowa Department of Natural Resources Manchester field office to discuss technical issues concerning sanitary sewer overflows, inflow and infiltration, and other items covered by the Consent Decree. The meeting was held on March 3, 2014 the following were in attendance: DNR — Manchester Field Office Staff: Joe Sanfilippo, Supervisor Amber Sauser, Environmental Specialist Senior Sue Miller, Environmental Specialist City of Dubuque Staff Gus Psihoyos — City Engineer Jonathan Brown — WRRC Director John Klostermann — Sewer Maintenance Manager Denise lhrig — Environmental Engineer The City presented information on the strategy to manage and target locations where we experience sanitary sewer overflows; the focus being on continuous flow metering, private property inspections, and ongoing cleaning and televising. The City also discussed the next step to flow metering, which is transferring flow meter data onto SCADA system. The City also presented specific information on Sewersheds 11 and 5 to demonstrate how capturing the same type of flow data can be used differently to develop solutions in each for reducing sanitary sewer overflows. In Sewershed 11 the data will be used to build a hydraulic model to examine why overflows are the frequency they are at Rosedale and Locust; and in Sewershed 5 the data was used to evaluate excessive flows resulting in a CIP for cured -in-place lining of sanitary sewers and manholes in the Carter Road Detention Basin area. City of Dubuque staff also met with representatives from the USEPA's Region 7 office mirroring the meeting held with the Iowa DNR's Manchester team, where the City covered technical issues concerning sanitary sewer overflows, inflow and infiltration, and other items covered by the Consent Decree. The testing was conducted to detect openings and cross connections contributing to inflow and infiltration (I&I) into the City's sanitary sewer collection system. Smoke testing is a quick and inexpensive method of detecting I&I sources in sewer systems. Reducing I&I can reduce collection, operation and treatment costs for the wastewater treatment plant and can also prevent sanitary sewer backups and overflows. This report describes the type and location of defects detected from the smoke testing. It also provides recommendations for repair of noted defects or for further investigation to identify specific defect source(s). Smoke Test Procedure On July 30, 2014 a crew consisting of six city employees performed smoke testing at Clarke University. Prior to testing, notices of smoke testing were publicized in the local newspapers, local radio stations, and on the City of Dubuque's website. Along with the public notices, all residents within a one block radius of Clarke received a door hanger 24 hours prior to testing. The information was distributed to inform residents of the smoke testing's purpose and timing. The notice also reminded residents to fill unused drains with water to avoid having smoke enter their homes. Two gallons of liquid smoke were used at one key manhole located between Mary Josita Hall and Schrup Library. This manhole location was able to cover roughly 522,000 square feet including all six buildings on the south side of Clarke University campus. At this manhole location, a blower was placed over the opening of the manhole, introducing air and smoke into the sanitary sewer system, thereby forcing smoke through the connected sewer lines. The supply of smoke was continuous until the area was thoroughly examined and any defects recorded. As you are aware, the City of Dubuque is taking all necessary measures to reduce sanitary sewer overflows throughout the City focusing on five key sewersheds as required by Case 2:11-cv-01001-EJM, United States of America and the State of Iowa v. the City of Dubuque, Iowa, Civil Action Number 2008V00041, DOJ Case Number 90-5-1-1-09339 effective June 27, 2011. Extraneous flow into the sanitary sewers from storm sewers and roof drains reduces capacity in the sanitary sewers and is a known cause of sanitary sewer overflows. Dubuque's Senior High School is located in Sewershed 11, one of the key sewersheds, upstream of a known sanitary sewer overflow location at Rosedale Avenue and Locust Street. The testing was conducted to detect openings and cross connections contributing to inflow and infiltration (I&I) into the City's sanitary sewer collection system. Smoke testing is a quick and inexpensive method of detecting I&I sources in sewer systems. Reducing I&I can reduce collection, operation and treatment costs for the wastewater treatment plant and can also prevent sanitary sewer backups and overflows. This report describes the type and location of defects detected from the smoke testing. It also provides recommendations for repair of noted defects or for further investigation to identify specific defect source(s). Smoke Test Procedure On July 31, 2014 a crew consisting of six city employees performed smoke testing on Senior High School. Prior to testing, notices of smoke testing were publicized in the local newspapers, local radio stations, and on the City of Dubuque's website. Along with the public notices, all residents within a one block radius of Senior received a door hanger 24 hours prior to testing. The information was distributed to inform residents of the smoke testing's purpose and timing. The notice also reminded residents to fill unused drains with water to avoid having smoke enter their homes. Three gallons of liquid smoke were used at three key sanitary manholes on Senior High campus. The three manhole locations covered roughly 745,000 square feet of the Senior High campus including all buildings on the site. At each location, a blower was placed over the opening of the manhole, introducing air and smoke into the sanitary sewer system, thereby forcing smoke through the connected sewer lines. The supply of smoke was continuous until the area was thoroughly examined and any defects recorded. The City of Dubuque is currently under a Consent Decree with the US Environmental Protection Agency (EPA) to eliminate sanitary sewer overflows from all causes. A trap is a grease control device inside the establishment a short distance from the grease producing area. Baffles in the reservoir retain the wastewater long enough for the grease to congeal and rise to the surface. The grease can then be removed and disposed of properly. What is a grease interceptor? An interceptor is a vault, typically with a minimum capacity of 500 gallons, which is located on the exterior of the building_ The vault includes a minimuen of two compartments, and Flow between each compartment is through a 90 -degree fitting designed for grease retention. The capacity of the interceptor provides adequate residence time so that the wastewater has time to cool, allowing any remaining grease not collected by the baffles time to congeal and rise to the surface where it accumulates until physically removed. May I use chemicals, enzymes or bacteria in my grease removal device or drains?
