Good Morning Mike -
Please see the attached EMA Commission update sheet which I send to cities to appoint a
Mayor's representative to the EMA Commission. By state code, the commission is comprised
of a member of the board of supervisors, the sheriff and the Mayor of each incorporated city
within the county. The Mayor can appoint a representative to the city in order to conduct
business of the commission on behalf of the city. Mayor Buol appointed Dan Brown in 2006
to represent Dubuque. I have attached a copy of that letter as well.
Any other interaction between the Fire Chief and the EMA Commission can be worked out
through the regular commission meetings.

The Dubuque County Emergency Management Agency contacts local jurisdictions periodically
to request the appointment or reappointment of its representative to the Dubuque County
Emergency Management Commission.
Iowa Code Chapter 29C.9 states that the "commission shall be composed of a member of the
board of supervisors or its appointed representative, the sheriff or the sheriffs representative,
and the mayor or the mayor's representative from each city within the county. The commission
members shall be the operations liaison officers between their jurisdiction and the commission."
The representative will serve as a strong link between the Dubuque County Emergency
Management Agency and the local jurisdiction and is encouraged to attend regular quarterly
meetings, communicate with other Commission representatives and serve as the local point of
contact for emergency management functions.
