The application, staff report and related materials are attached for your review. Discussion Amy Schmitz, owner and applicant, cited reasons supporting the request to demolish the building at 2411 Central Avenue. She stated the building has been condemned since an explosion and fire blew off the front of the building approximately a year and a half ago. Assistant Planner David Johnson noted the Phase I Architectural and Historical Survey/Evaluation Report identifies the building as not having architectural or historical significance. There were no public comments. The Historic Preservation Commission discussed the request and supporting documentation, finding that the structure does not have historical or architectural significance. Recommendation By a vote of 5 to 0, the Historic Preservation Commission recommends demolition of 2411 Central Avenue noting that the building does have historical and architectural significance. The Dubuque County Assessors office dates the building to 1890. The building was substantially damaged from a fire where tt-e entire front of the building was demolished and removed. The applicant wishes to demolish the remainder of the building. Photographs and the Dubuque County Assessor property listing has also been provided for the Commission's consideration. The City Code provides for the Historic Preservation Commission tp review the demolition request, and then to make a determination as to: (1) IlVhether the building has historic or anrhitec~ural significance to the community, and (2) Whether denial of the proposed demolition would prevent the property owner fiom earning a reasonable ec~norrric rotum on the property. If the HPC finds that denial of the application would prevent the property owner from earning a reasonable economic return on the property, or that the building does not haws any historical or architectural significance to tlw community, the Commission shall recommend approval of the application.
