SUBJECT: Municipal Housing Agency Governing Board
Housing and Community Development Department Director David Harris is transmitting
information about the Municipal Housing Agency Governing Board and the 2006 HUD
Appropriation Act which has eliminated the need for the board.
The Housing Commission has decided to continue with the board at the present.

Re: Municipal Housing Agency Governing Board
This board was created by action of the City Council in 2002, in response to a
directive from HUD. It requires the designated Section 8 Program participant
member of the Housing Commission to join with the Council as the `governing
board' when certain actions are taken concerning the Section 8 Program. In
practice, we have convened this board only to approve annual operating
budgets.
The 2006 HUD Appropriations Act has now changed this requirement,
eliminating the need for a governing board. In its place, we must now establish a
resident advisory board of Section 8 Program participants and meet at least four
times annually.
The Housing Commission at its May meeting discussed this issue. We have the
option of continuing with the governing board or eliminating it. As mentioned, it is
no longer required and consequently need not be convened to approve
budgetary actions. The Commission's decision was to continue with the board at
present.
