It requires the designated Section 8 Program participant member of the Housing Commission to join with the Council as the `governing board' when certain actions are taken concerning the Section 8 Program. In practice, we have convened this board only to approve annual operating budgets. The 2006 HUD Appropriations Act has now changed this requirement, eliminating the need for a governing board. In its place, we must now establish a resident advisory board of Section 8 Program participants and meet at least four times annually. The Housing Commission at its May meeting discussed this issue. We have the option of continuing with the governing board or eliminating it. As mentioned, it is no longer required and consequently need not be convened to approve budgetary actions. The Commission's decision was to continue with the board at present.
